This profile is a snapshot, and is intended to support an understanding of Braintree District’s Ward characteristics. These Ward profiles represent the new Ward boundaries introduced in the Braintree District by the Electoral Commission from May 2015. This has meant that it has not been possible to directly source data from the 2011 Census for these new Wards, as they didn’t exist when the Census was completed. Data for the rural Wards has been produced by adding up the Census data at a Parish level to make up the new Ward areas. Following the redrawing of the Ward boundaries, the original Rayne Ward was expanded to also include the Parishes of Great Saling and Bardfield Saling. Whilst the National Planning Policy Framework July 2018 (NPPF) sets out the presumption in favour of sustainable development, planning law requires that applications for planning permission must be determined in accordance with the development plan unless material considerations indicate otherwise. The NPPF does not change the statutory status of the development plan as the starting point for decision making. The current adopted Braintree District Development Plan is made up of a number of documents, including the Local Plan Review 2005 and the Core Strategy 2011. 5 See: https://www.braintree.gov.uk/info/200230/planning_policy/712/braintree_district_development_plan for further details. The Local Plan Review is available to view as an interactive document at: http://www.planvu.co.uk/bdc/plan_index.htm The relevant maps show the allocations for homes, employment, open space and other designations. Inset maps can be found for each town or village with a defined development boundary, within which development is generally acceptable subject to the policies in the Plan. Areas outside of the development boundaries are classified as countryside where development is restricted to uses appropriate to the countryside. The Pre Submission Site Allocations & Development Management Plan as amended by Further Changes (ADMP) was adopted at Full Council on 15th September 2014, as a material consideration in accordance with the Interim Planning Policy Statement. The ADMP also includes a Proposals Map and Inset Maps. The non-strategic sites and policies which are contained in the Pre Submission ADMP will be carried over into the new Local Plan unless new evidence or further changes in government policy require changes to be made. The purpose of a Village Design Statement (VDS) is to enable local people to have a say in how they wish their village to develop so that it does not lose its essential characteristics. The Terling and Fairstead Village Design Statement describes the particular character of our Parish and makes recommendations (guidelines) to influence future planning and development. It has been drawn up by representatives of the Parish in full consultation with the residents, businesses and the local planning authorities. The VDS is no paper exercise. Braintree District Council (BDC) formally approves the guidelines in a VDS and uses them in the determination of planning applications. This means that private and public planners and developers, builders, landowners, employers, architects and homeowners need to view it so that they can make informed decisions about how their plans affect the village character and environment.

The electors of High Garrett consider themselves more part of Bocking than the parish council area of Gosfield. The following roads – Kings Road, the remainder of Warne Avenue, part of Bailey Bridge Road and part of Boleyns Avenue (approximately 400 electors) which are currently part of Bocking South known as Bocking (College) polling district should now be included in this ward. 2 Bocking South 2 4587 -2% This ward consists of the existing Bocking South Ward less approximately 400 electors transferred to Bocking North (see above)(4079 electors). In addition 508 electors living on the north side of Rayne Road, Chadwick Drive, Malyon Close & Peel Crescent. This makes a logical boundary along the main thoroughfare of Rayne Road. 3 Braintree Blackwater 3 7561 +8% This ward consists of the communities (4843 electors) on the northern side of Coggeshall Road linking to Marlborough Road and Mountbatten Road. Within this area is the local primary school of Great Bradfords. The rest of the ward is made up of the two new developments clustered around the Marks Farm Tesco and bordered by the Braintree by Pass (A120/A131). These two communities are included in the catchment area for Lyons Hall Primary School. The Marks Farm Polling District (1409 electors) lies to the north of Coggeshall Road whilst the Twelve Acres Polling District (1309 electors) is on the south side.

    LETTER FROM THE EDITORS We are looking out over the last sprinklings of snow as we edit the magazine this month - waiting, like many residents, for warmer weather and the roll-out of the vaccines. Nonetheless, we did see our first snowdrops in Wethersfield Church last week - a promise of better times to come! Normally, of course, we take the opportunity of the editorial to high- light some of the forthcoming events. This has proved a bit difficult at the moment, as we do not know when it will be safe for the govern- ment to relax the COVID-19 restrictions and the ‘stay at home and protect the NHS’ message. This is a particular problem for events like our Fete and Car Display which have a long lead time. Many classic car clubs publish an annu- al calendar of forthcoming events, and we have to decide whether we want to be in it or not. To get round the problem, we have set up a new website dedicated to major forthcoming events in the Salings - stjamesgreatsal- ing.wordpress.com - and decided to tell car clubs that we are plan- ning for an event this year. The website will allow us to update people on changes to plans or specific government restrictions. And with regard to other adverts in the magazine - please phone and check their current status before making a journey! The Post Office Savings Banks have been noticed; the names of the Parish Clerks are given under each Parish ; and lists of Farm Bailiffs of gentlemen farming their own land have been added. / The bulk of the Directory has again increased considerably: the Third Edition consisted of 1,420 pages; the Fourth had increased to 1,752 pages; and the present contains 1,986 pages. The value of the Directory, however, will depend principally on the fact that it has been most carefully corrected, every parish having been personally visited by the Agents during the last six months. Survey Finding and Recommendations Summary The survey element identified that protected and priority species have been previously recorded within the boundaries and are therefore currently, or have been present. In addition, key ecological features have been identified that will support such species. However, whilst present and identifiable, the main finding from the survey identified that the key ecological features are currently relatively disparate and isolated from one another. Therefore, it is critical to retain the features and networks from a strategic level down to a site by site level to ensure retention of key habitats and networks as part of a Neighbourhood Plan (NP). This report has set out the factors to consider in delivering such a strategy, identified the ecological processes that may need to be undertaken and makes recommendations for enhancement that could be included in future proposals. Consequently, in respect of these Parishes, it is concluded that in considering the NP, the focus should be upon encouraging and welcoming ‘good’ well designed schemes that retain key ecological features, that have been designed around ecological constraints and are also innovative in their approach to ecological management and enhancement right from the beginning of the design stage.

The arrival of autumn won’t see any letup in our social activities this year - on page 6 of the magazine you can read about the Salings So- cial event on 14th September. As 73 of you said in the Residents’ Survey last year that you missed the pub, we are expecting a good turnout! If that doesn’t appeal, the Camerata Singers, advertised on page 11, are leading Evensong later in the month at St James. The results of Braintree District Council’s governance review have also been announced, notably: 1. To extend the Parish boundary of Great Saling to include the unparished area of Bardfield Saling 2. Increase the number of Parish Councillors from 5 to 6 3. Rename ‘The Salings Parish Council’ So we are pleased to see that BDC have caught up with this maga- zine! Meanwhile, the Millibar and Clubroom at An- drewsfield have now been registered as As- sets of Community Value by both Uttlesford and Braintree District Coun- cils, and so join the White Hart Tearooms in Great Saling which have the same designation.
