The National Highways & Infrastructure corporation (NHIDCL) (the ‘Employer’) invites proposals for consultancy service engaging Authority’s Engineer (AE) from Consultants for the following contract packages in the State of West Bengal/Sikkim with one main team (key personnel) and Sub Professional Staff . Construction/upgradation of existing road to 2-lane with paved shoulders including geometric improvement of NH-510 from Km Sikkim 32.50 323.70 36 0.00 to Km 32.5 (Singtam-Tarku- Rabongla-Legship-Gyalshing) on EPC basis under SARDP-NE Phase ‘A’ in the State of Sikkim. 2. Selection of AE shall be as per selection procedures given in the Model Agreement for Engineering Procurement and Construction. The selected AE shall be intimated to the Contractor. 3. The proposal shall be submitted in English Language and all correspondence would be in the same language. 4. National Highways & Infrastructure Development Corporation Ltd (NHIDCL) intends to appoint a Consultant to act as Authority’s Engineer for implementation of these EPC/Item Rate projects. As per the Terms and Conditions of the EPC Agreement (s), the Authority’s Engineer shall perform all the duties as per TOR given in this RFP along with any amendment thereof. The selection of Authority’s Engineers shall follow the laid down procedures given in the Contract Agreement signed between Employer and Contractor. 5. The Letter of Invitation (LOI) and Term of Reference (TOR) including Request Proposal (RFP) is available online on e-tender portal of NIC i.e http://infracon.nic.in andhttps://eprocure.gov.in. The details can also be viewed on NHIDCL web site www.nhidcl.com. Any corrigendum/clarification will be available on the e- procurement web site https://eprocure.gov.in and NHIDCL website www.nhidcl.com. There may not be separate advertisement. The interested consultancy firms may download the RFP documents from the above mentioned website w.e.f. 03.01.2017 to 06.02.2017 up to 1500 hrs. The Consultant who downloads the RFP documents from the website will be required to pay the non- refundable fee of Rs. 5,000/- at the time of the submission of the Bid proposal, in the form of Demand Draft. The RFP will be invited through e-tender (online bid submission) and by using the INFRACON* portal. *In order to make the evaluation process more objective, user friendly and transparent, Consultancy Services for Authority’s Engineer for (i) Construction of 1000m length Viaduct at Rangpo between Km 51.1 0 to Km 53.90 on Sevoke - Gangtok Road NH-10 (Old NH- 31A) in the State of West Bengal/Sikkim. (ii) Construction of upgradation of existing road to 2-lane with paved shoulder including geometric improvement from Km. 0.00 0to Km. 26.706 in Rhenok-Rorathang-Pakyong of NH-717A on EPC basis under SARDP-NE Phase ‘Á’ in the State of Sikkim. (iii) Construction/upgradation of existing road to 2-lane with paved shoulders including geometric improvement of NH-510 from Km 0.00 to Km 32.5 (Singtam-Tarku-Rabongla-Legship-Gyalshing) on EPC basis under SARDP-NE Phase ‘A’ in the State of Sikkim. 4 National Highways & Infrastructure Development Corporation Ltd. NHIDCL has developed INFRACON portal (www.infracon.nic.in) which is a comprehensive National Portal for Infrastructure Consultancy firms & Key Personnel. The Portal has facility to host Consulting Firms’& Personnel Credentials online with linkage to Aadhar & Digilocker for data storage, validation & purity. The Information available on the portal would also be made available in Public Domain. Based on the above stated objective, it has been decided that while calling RFPs for Authority’s Engineer, NHIDCL would receive technical proposals through INFRACON portal by making it mandatory for firms & personnel to register on the portal. This would lead to reduction in paper work during bid submission & evaluation and shall bring transparency & accountability to the submission process. The applicants (hereinafter called as the Consultants) are hereby invited to submit proposals in the manner prescribed in the RFP. 6. The Applicant shall furnish as part of its Proposal, a bid security of Rs. 2,00,000 (Two Lakh) in the form of a Bank Guarantee (as per the format specified in Appendix N of this RFP document) (the “Bid Security”), valid for 45 days beyond the validity of the bid. The Bid submitted without Bid Security will be summarily rejected.

Khamdhak1 Assistant Professor Department of Limboo, Sikkim Govt. College, Gyalshing, Sikkim. Abstract: The Limbus, Yakthungs or Tsongs, who have inhabited the Himalayan belt of Kanchanjanga since time immemorial, are one of the Indigenous people of Sikkim (India), Nepal, Bhutan, Burma, and Thailand. They are neither Nepalis by ethnicity nor Hindus by religion. Historically, linguistically, and culturally they have a distinct identity; however, over the centuries, they have been denied and deprived of Indigenous rights and justice. In this article, I will demonstrate the socio-cultural and linguistic conditions of Limbus in Sikkim prior, and during, the Namgyal/Chogyal reign. Then, I will argue how the Limbus were deprived of all their rights and justice in Sikkim. This is DEVELOPMENT followed by Nagaland (27648 ha covering 3 districts) and Meghalaya (171208 ha covering PHASE II 2 districts). Due to limitation of physiographic conditions and climate, Sikkim is having very (NER STATES) limited areas (19821 ha in selected 1 district) that can be brought under sericulture activities. Among non-mulberry sericulture, Assam and Meghalaya are having highest suitable areas in terms of Muga in the selected districts (196212 ha and 82524 ha, respectively). The lowest suitable area for Muga was found in Arunachal Pradesh.
