' ABSTRACT India owes to Lala Har Dayal a great debt of gratitude. What he did intotality to his mother country is yet to be acknowledged properly. The paradox ridden Har Dayal - a moody idealist, intellectual, who felt an almost mystical empathy with the masses in India and America. He kept the National Independence flame burning not only in India but outside too. In 1905 he went to England for Academic pursuits. But after few years he had leave England for his revolutionary activities. He stayed in America and other European countries for 25 years and finally returned to England where he wrote three books. Har Dayal's stature was so great that its very difficult to put him under one mould. He was visionary who all through his life devoted to Boddhi sattava doctrine, rational interpretation of religions and sharing his erudite knowledge for the development of self culture. The proposed thesis seeks to examine the purpose of his returning to intellectual pursuits in England. Simultaneously the thesis also analyses the contemporary relevance of his works which had a common thread of humanism, rationalism and scientific temper. Relevance for his ideas is still alive as it was 50 years ago. He was true a patriotic who dreamed independence for his country. He was pioneer for developing science in laymen and scientific temper among youths. -

Chapter Ten Hindu Nationalists and the Cold War Rahul Sagar It is generally accepted that during the Cold War divergences between “hope and reality” rendered India and America “estranged democracies.”1 Te pre- cise nature of the Indo- American relationship during these decades remains a subject of fruitful study. For instance, Rudra Chaudhuri has argued that the Cold War’s many crises actually prompted India and the United States to “forge” a more nuanced relationship than scholars have realized.2 Tis chapter does not join this discussion. It examines a diferent side of the story. Rather than study the workings of the Congress Party–afliated political and bureaucratic elite in power during the Cold War, it focuses on the principal Opposition—the ideas and policies of the Hindu Mahasabha, the Jan Sangh, and the Bharatiya Janata Party (bJP), which have championed the cause of Hindu nationalism. Te Cold War–era policies of these parties have not been studied carefully thus far. A common assumption is that these parties had little to say about international afairs or that, to the extent that they had something to say, their outlook was resolutely militant. Tis chapter corrects this misperception. It shows that these parties’ policies alternated between being attracted to and being repulsed by the West. Distaste for communism and commitment to democracy drove them to seek friendship with the West, while resentment at U.S. eforts to contain India as well as fears about ma- terialism and Westernization prompted them to demand that the West be kept at a safe distance. 229 false sTarTs Surprisingly little has been written about the diversity of Indian views on international relations in the Cold War era. -

Alan Kronstadt India, a federal republic and the world’s most populous democracy, held elections to seat a new Specialist in South Asian lower house of parliament in April and May of 2019. Estimates suggest that more than two-thirds Affairs of the country’s nearly 900 million eligible voters participated. The 545-seat Lok Sabha (People’s House) is seated every five years, and the results saw a return to power of the Bharatiya Janata Party (BJP) led by Prime Minister Narendra Modi, who was chief minister of the west Indian state of Gujarat from 2001 to 2014. Modi’s party won decisively—it now holds 56% of Lok Sabha seats and Modi became the first Indian leader to win consecutive majorities since Indira Gandhi in 1971. The United States and India have been pursuing an expansive strategic partnership since 2005. The Trump Administration and many in the U.S. Congress welcomed Modi’s return to power for another five-year term. Successive U.S. Presidents have deemed India’s growing power and influence a boon to U.S. interests in Asia and globally, not least in the context of balancing against China’s increasing assertiveness. India is often called a preeminent actor in the Trump Administration’s strategy for a “free and open Indo-Pacific.” Yet there are potential stumbling blocks to continued development of the partnership. -

Piyush Goyal (52) is the Minister of State with Independent Charge for Power, Coal, New & Renewable Energy and Mines in the Government of India. He is currently a Member of Ra- jya Sabha and was earlier the National Treasurer of the Bharatiya Janata Party (BJP). He headed the BJP's Information Communication Campaign Committee and oversaw the pub- licity and advertising campaign of the party including the social media outreach for the In- dian General Elections 2014. He has had a brilliant academic record- all-India second rank holder Chartered Accountant and second rank holder in Law in Mumbai University. He was a well-known investment banker and he has advised top corporates on management strategy and growth. He earlier served on the Board of India’s largest commercial bank, the State Bank of India and Bank of Baroda. He has participated in Leadership Programs at Yale University (2011), Oxford University (2012) and Princeton University (2013) and is currently pursuing the Owner/President Management (OPM) Program at Harvard Business School. During his 30 year long political career, he has held several important positions at differ- ent levels in the BJP and is in the National Executive of the Party. He had the privilege of being mentored by stalwarts such as Shri Atal Bihari Vajpayee, former Prime Minister of India. He was also nominated by the Government of India to the prestigious Task Force for Interlinking of Rivers in 2002. His father Late Vedprakash Goyal was Union Minister of Shipping and the National Trea- surer of the BJP for over two decades. -

Political Overview of Punjab State In correspondence with the Research Directorate, a professor of political science at Guru Nanak Dev University in Punjab who has published extensively on politics in Punjab, stated that Punjab has been experiencing "almost free and fair elections of both parliament and state assembly since 1997" (Professor of political science 25 Apr. 2015). The same source further reports that elections are conducted under the supervision of the Chief Election Commission of India "which is an autonomous and Constitutional body" (ibid.). THREE FUTURE SCENARIOS Srini Sitaraman “Frontiers are indeed the razor’s edge on which hang suspended the modern issues of war or peace, of life or death to nations.” Lord Curzon Introduction The Greek historian Thucydides writing on the Peloponnesian War argued that when an established power encounters a rising power, the possibility of conflict between the established and rising power would become in- evitable.1 Graham T. Allison in his book, Destined for War: Can America and China Escape Thucydides’s Trap?, extended Thucydides’ primary argument by suggesting that the power dynamics between China and the United States is similarly poised, an established power—the United States—confronting an aggressive power in China may produce a military conflict between them.2 The Thucydides Trap argument has also been applied to the India- China conflict, in which India, a rising power, is confronted by China, the established power.3 But such comparisons are unsatisfactory because of the power asymmetry is against India. The overall military, economic, and political balance of power tilts towards China. Chinese strategists discount India as a serious security or economic threat. For China, India assumes substantial low priority military threat compared to the United States.4 More often India is described as a “barking dog” that must be ignored and its policy actions are described as having little political impact.5 In- dia has resisted the Belt and Road Initiative (BRI), refused to the join the Beijing-led -

Conference on Inter-Asian Connections Detail of migration map of Asia: courtesy UNHCR Conference Proceedings February 21-23, 2008 Dubai, United Arab Emirates Co-Organized by the Social Science Research Council (SSRC) and the Dubai School of Government (DSG) Funded by the Ford Foundation Sponsored by DSG, Zayed University, the University of Dubai, the National Bank of Dubai, and Dubai Properties INTRODUCTION This international conference brought together over one hundred fifty leading scholars from renowned universities to explore an exciting new frontier of “Inter-Asian” research. The conference was organized around eleven concurrent workshops featuring innovative research from the social sciences and related disciplines on themes of particular relevance across Asia. Workshop themes, directors, and participants were selected by an SSRC committee in a highly competitive process: the conference organizers received 105 applications for workshop directors and 582 applications for workshop participants. In addition to the eleven workshops, the conference also showcased the work of the South Asia Regional Fellowship Program (SARFP), bringing together fellows who had been awarded collaborative grants to work on inter-country projects in the South Asia region. The structure and schedule of the conference were designed to enable intensive working group interactions on a specific research theme, as well as broader interactions on topics of mutual interest and concern to all participants. Accordingly, a public keynote panel and plenaries addressing different aspects of Inter-Asian research were open to all participants as well as the general public. The concluding day of the conference brought all the workshops together in a public presentation and exchange of research agendas that emerged over the course of the deliberations in Dubai. -

Shri Piyush Goyal (57) is the Minister of Commerce & Industry, Consumer Affairs & Food & Public Distribution and Textiles, Government of India. Leader of House in Rajya Sabha. He is a Member of the Upper House of the Parliament of India (Rajya Sabha), and the Leader of House in Rajya Sabha. He was earlier the Minister of Railways and Coal (2017 - 19). He has also held additional charge of Minister of Finance and Corporate Affairs twice in 2018 and 2019. Earlier he was Minister of State (Independent Charge) for Power, Coal, New & Renewable Energy (2014 - 2017), and Mines (2016 - 17). Shri Goyal’s tenure has seen Indian Railways achieve its best ever safety record in 2018 - 20. This was achieved through holistic measures such as elimination of Unmanned Level Crossings (UMLCs) from the broad gauge network, production of safer coaches etc. Additionally, Shri Goyal oversaw the launch of the first indigenous semi‐high speed train Vande Bharat Express between Delhi and Varanasi. The Power, Coal and New & Renewable Energy ministries led transformational changes in India’s power sector including the fast tracking of electrification of the nearly 18,000 unelectrified villages in some of the remotest and inaccessible parts of the country, the roll out of the most comprehensive power sector reform ever (UDAY), the success of the world’s largest LED bulb distribution programme (UJALA) for energy efficiency, and massive proliferation of renewable energy through the world’s largest renewable energy expansion programme. Other achievements include the elimination of coal shortages to improve the energy security of India and successful conduct of transparent e‐auctions of coal blocks. -

Hustling the State Women’s Movements as Policy Entrepreneurs: Engaging the State in India Charu Bhaneja A thesis submitted in conformity with the requirements for the degree of Doctorate of Philosophy Graduate Department of Political Science University of Toronto © Copyright by Charu Bhaneja (2014) ~ ii ~ Hustling the State Women’s Movements as Policy Entrepreneurs: Engaging the State in India Charu Bhaneja Doctorate of Philosophy Department of Political Science University of Toronto « 2014 » Abstract This study examines the opportunities and constraints women activists confront as they pursue strategies to influence public policy in a fluctuating, diverse and complex political arena. To illustrate this, I suggest that engagement with the state can be efficacious in certain instances (violence against women) but that in those cases where women face structural constraints (women’s political representation), where the challenges are powerful, opportunity to have an impact is limited. Examining the extent to which the state has been an arena where women’s groups have been able to demand and achieve change provides significant insights into political environments that shape women’s agency and advocacy within that region. My doctoral thesis takes a multi-level approach in order to understand the impact of women’s movements on the state and its institutions. I maintain that women’s movement activity elicits state responsiveness and I analyze three factors to support my claim. First, I consider what government is in power and how open it is to engagement. Secondly, I consider how cohesive the women’s movement is on a particular issue and thirdly, I iii maintain that women’s national machinery can be an effective channel for implementing women’s interests. -
