JUSTIFICACIÓN DEL PROYECTO El I.E.S. “Don Bosco” se encuentra en la localidad onubense de Valverde del Camino, (12.554 habitantes), un pueblo industrial, cabeza de comarca, situado geográficamente en el centro de la provincia y que está bien comunicado con la zona norte de la Sierra a través de la N- 435, con la capital, con el Andévalo, por carreteras comarcales, y con Sevilla, mediante la autovía del Quinto Centenario (A-49). Desde su nacimiento en 1956, el I.E.S. “Don Bosco” ha formado en sus aulas a muchas generaciones de onubenses, debido a contar en el mismo recinto con la Residencia Escolar “Javier López”, la única de carácter público con la que cuenta la Consejería de Educación y Ciencia en toda la provincia. Por esta razón, actualmente, el I.E.S. “Don Bosco” acoge alumnos no sólo de la localidad, sino de toda la provincia, garantizando el derecho de igualdad y de oportunidades de estudio a todo un amplio estrato de la población onubense, gracias a una oferta educativa moderna y diversa. Tras ser el primer centro andaluz en incorporar alumnos con necesidades educativas especiales a la Formación Profesional en 1990 e implantar Programas de Garantía Social desde 1991, en el curso 1996/97 adelantó la aplicación de la LOGSE, configurando lo que hasta hoy es un perfil de centro comprometido e innovador. Así, en enero de 2002, la Consejería de Educación y Ciencia seleccionó al IES Don Bosco para la Implantación de un Sistema de Gestión de la Calidad en los Centros Públicos de Andalucía, y, por tanto, es miembro de la primera Red de Calidad de Andalucía IESCA, y como resultado de todo ello fue la obtención de la Certificación de Calidad de la ISO 9001. Acogido al Plan de Apoyo a las Familias Andaluzas, el I.E.S. “Don Bosco” es un “Centro de Puertas Abiertas”, lo que ha permitido abrirse a toda la sociedad de Valverde y ofertar un amplio número de actividades a todos sus alumnos y a las asociaciones del entorno, generando una riqueza cultural importante. Nuestras infraestructuras se asientan sobre unos 5.000 m2 de los que 3.500 son aulas, talleres y dependencias utilizables. Tenemos espacio. La oferta educativa actual es la siguiente: • EDUCACION SECUNDARIA OBLIGATORIA. • PROGRAMA DE GARANTÍA SOCIAL: Operario de Soldadura. • BACHILLERATOS: Humanidades y Ciencias Sociales. Tecnológico. Ciencias de la Naturaleza y la Salud. • CICLOS FORMATIVOS DE GRADO MEDIO: Equipos e Instalaciones Electrotécnicas Fabricación a Medida e Instalación de Carpintería y Mueble. Electromecánica de Vehículos Atención Sociosanitaria Soldadura y Calderería • CICLO FORMATIVOS DE GRADO SUPERIOR: Sistemas de Telecomunicación e Informáticos A todo esto hay que unir el claro apoyo del Claustro de Profesores y de todos los estamentos que conforman la comunidad educativa a todos los proyectos innovadores que puedan aportar mejoras a nuestros procesos formativos, como lo demuestra el hecho de ser partícipes en todas las experiencias anteriormente mencionadas y el apoyo mayoritario del Claustro de Profesores y el Consejo Escolar a este proyecto. Disponemos, por tanto, de un elemento fundamental: el factor humano. El proyecto que se presenta, no es sino la consecuencia lógica de la trayectoria del centro y de los condicionantes anteriormente expuestos, y desde hace varios años, la dirección del centro y el claustro de profesores, conscientes de la importancia en la aplicación de las nuevas tecnologías, viene realizando un importante esfuerzo económico y de gestión en la adecuación de las infraestructuras y formación del personal educativo y administrativo. La integración de las tareas de gestión y docentes dentro del marco de las nuevas tecnologías está siendo llevada a cabo mediante el desarrollo de cuatro líneas de actuación distintas: a) Implantación y adecuación de infraestructuras Ninguna tecnología puede ser utilizada si no es con el soporte físico adecuado. En este sentido, durante varios años, se ha procedido a la renovación de equipamientos informáticos, y a la implantación de un soporte de red que hace posible que en el 90% de las dependencias del centro se disponga la posibilidad de conexión a Internet, acceso físico al servidor del centro y tele trabajo por parte del profesorado. Estos servicios vienen siendo utilizados durante los últimos cinco últimos cursos. Se dispone en la actualidad de un BackBone GigaByte Ethernet sobre cobre para conectar los principales concentradores del centro desde los que se reparten ramas de conexión a TODAS LAS AULAS del centro, en las que existe un punto de acceso Wíreless. Las dependencias administrativas, por motivo de seguridad, se implementan con FastEthernet cableada directamente al concentrador principal al que está conectado el Servidor del Centro, que funciona bajo Windows 2000 Server. Se han definido dos Vnet independientes por motivos de seguridad. b) Formación del profesorado La formación en nuevas tecnologías, es un pilar básico del centro. En conjunción con el C.E.P. de Bollullos-Valverde, se realizan ofertas de formación a todo el claustro de profesores que tienen una muy favorable acogida. Durante los últimos cursos, por ejemplo, por parte del profesorado, se ha promovido la realización de cursos de elaboración de páginas web, de utilización de Internet en el aula, de uso de correo electrónico para actividades educativas, etc. Especialmente oportuno parece mencionar la formación específica que se va a solicitar al C.E.P. para realizar, durante los próximos meses del presente curso, un grupo de trabajo sobre el sistema de software libre GUADALINEX, pensado especialmente para todos aquellos profesores que no realizaron en su día los cursos de formación impartidos por la sociedad matemática Thales y auspiciados por la propia Junta de Andalucía. c) Colaboración Empresa-Escuela Con objeto de maximizar el aprovechamiento de los recursos educativos, optimizar los costes en infraestructuras y orientar la formación e inserción del alumnado en el mercado laboral, se ha optado por un modelo de colaboración entre empresas semipúblicas y este centro, que nos ha permitido cumplir objetivos que de otra forma hubieran sido presupuestaria y orgánicamente inalcanzables. En este sentido, cabría reseñar el acuerdo marco firmado con F.O.R.E.M. y con I.F.E.S que permite aprovechar las infraestructuras del centro por alumnos de estas entidades a la vez que se rentabilizan los recursos aportados por el Plan de Apoyo a las Familias Andaluzas. d) Sistema de Gestión de la Calidad Uno de los motores que sin duda ha impulsado a este centro a realizar todas las actuaciones anteriormente mencionadas, ha sido su inclusión en la Primera Red de Calidad. El hecho de diseñar, mantener y funcionar con unas estructuras organizativas encaminadas al aseguramiento de la calidad, implica un constante flujo de información entre los diversos agentes educativos y elementos presentes en los diversos procesos, lo que sería imposible sin una adecuada infraestructura T.I.C. Las necesidades por tanto del Sistema de Gestión de la Calidad implican la existencia y manipulación de tecnología informática y de comunicación, lo que a su vez impulsa los procesos de calidad que se ven enriquecidos por aportaciones “tecnológicas” impensables hasta hace poco. La evolución natural de esta situación actual, convenientemente impulsada desde la Junta de Andalucía con su Proyecto de Alfabetización Digital, parece ser la conversión del I.E.S. “Don Bosco” en un Centro T.I.C. Esto, permitiría a la comunidad educativa del centro desarrollar mas fácilmente gran parte de los planes emprendidos, así como otros de futura presentación que sin duda proporcionarán notables beneficios pedagógicos, sociales y de integración tecnológica a todo el estrato social que rodea al centro y garantizaría el acceso a las nuevas tecnologías de la Información a gran parte del entorno rural en el que nos movemos, tantas veces al margen de estos avances tan significativos. De la misma manera, la filosofía de “software de código abierto, gratuito y libre” que se está implantando en el sector público andaluz, garantiza la universalidad de los servicios prestados y que éstos se difundan convenientemente, permeabilizando a todos los sectores educativos implicados con la suficiente velocidad como para que sean asimilados y a la vez supongan un cambio real en los modelos de aprendizaje y enseñanza. ( www.messagenet.it ), a fully-licensed fixed- line and VoIP telephone operator based in Italy. Messagenet, part of the COMM2000 group, is a leading Italian company in the development and on-line commercialization of Internet fax and SMS messaging as well as VoIP services, with more than 376,000 registered users, one million faxes managed per month and more than 88,000 VoIP telephone numbers assigned (January 2010). We are strongly concerned about various anticompetitive effects deriving from the proposed merger operation at stake, in particular with regard to the strengthening of the dominant position of Skype in the IP-to-IP services market and, namely, on the markets of IP-to-IP voice and video- telephony services (hereinafter together: the “Relevant Markets”). Other markets affected by the present operation are these of “Presence” and Instant Messaging (although they are not examined by the present letter). As it will be explained below, the main issue derives from the lack of interoperability of Skype IP-to- IP services with other similar services offered by third parties communications operators, which may become crucial for competition on such markets, especially with the strengthening of Skype’s position in combination with Microsoft.
