1. Public Information and Advocacy

PRO ARMM appeared in three Television (Interview/appearance); 1,500 Facebook Postings; 45 Radio Engagement; 44 Press Releases/Featured Stories; six Cascading on Project: “Double Barrel/Alpha/Reloaded”; six cascading of Electronic Situation Mapping System and 26 various seminars/lectures relative to Human Rights were conducted and participated by 2,684 PNP personnel.

a. Information, Education and Communication (IEC) Materials

a.1 Distribution of Informative flyers, handbooks, posters and stickers. A total of 39,045 Crime Prevention Tips and Public Safety Tips; 1,443 Education and Awareness Advocacies; 354,706 Production and distribution of PNP P.A.T.R.O.L Plan 2030-related Information, Education and Communication (IEC) Materials; 6,473 Information dissemination re PNP P.A.T.R.O.L Plan 2030 through Electronic, Broadcast and Print Media; 574 Disaster Preparedness; 4,915 Lectures on PNP P.A.T.R.O.L Plan 2030 with 76,423 participants and 44 Press Releases.

a.2. Police Information and Continuing Education (PICE). There were 7,683 PICE lectures conducted and participated with 76,423 participants. The purpose of this is to impart knowledge to PNP personnel specifically on crime prevention.

a.3 Cascading on PNP P.A.T.R.O.L PLAN 2030. A total of four cascading activities were conducted to the lower units to seek the involvement of citizenry in the attainment of the transformation path.

b. Citizen Empowerment

b.1 Institutionalization of Peacekeeping Operation (BPO). For the period, there were 113 Municipal Police Stations and 2,105 Barangays with Barangay Peacekeeping Action Teams (BPATs).

b.2 BPAT Related Trainings. A total of 19 Trainings were conducted for the period to 1,061 BPAT members. The participation of BPATs contributed more in the successful conduct of various community activities such as house visitation relative to the PNP Oplan Tokhang, Providing Assistance during special activities/occasion (i.e. LIGTAS SUMVAC, LIGTAS UNDAS, Islamic

festivals and etc.), relief assistance such as disaster preparedness and response and conflict mediation activities.

b.3 Community Awareness Activities. A total of 190 seminars and lectures were conducted to empower the community and support the thrust of the PRO particularly on crime prevention.

B. SUSTAIN PARTNERSHIP AND COLLABORATION

1. Partnership and Collaboration with Stakeholders and other Pillars of the Criminal Justice System (CJS).

1.1 Community Organization and Mobilization. There were 1,346 Non- Government Organizations (NGOs) that were active in the drive against criminality and other activities. There were a total of 1, 061 total number of BPATs with training for the period.

1.2 Community Dialogues and Pulong-Pulong. Community dialogues and pulong-pulong activities totaled to 3,625 with total number of participants of 82,882.

1.3 JPSCC Meeting. A total of 100 Joint Peace Security Coordinating Center Meetings were conducted by this PRO for the period.

1.4 Regional Peace and Order Council Meeting. A total of four Regional Peace and Order Council (RPOC) Meeting conducted by this PRO.

1.5 Brigada Eskwela 2017. Personnel of this PRO joined the Brigada Eskwela 2017, to help the school authorities within our AOR to ensure peace and security during the school opening.

C. PARTICIPATION IN FAITH-BASED ORGANIZATION

c.1 Fun Run. This PRO initiated Colored Fun Run “Takbo Para sa Bagong , 3K Fun Run for a Cause on December 2, 2017 held at Camp BGen Salipada K. Pendatun, Parang, .

c.2 Bike for Peace. This PRO participated in the Bike for Peace with the theme “Kariling sa Kalinaw 2017” on November 9, 2017 at City.

c.3 119th Philippine Independence Day. This PRO celebrated the 119th Anniversary of the Proclamation of Philippine Independence with the theme "Kalayaan 2017: Pambansang Pag Babago, Sama samang Balikatin" was on June 12, 2017 held at this PRO.

c.4 116th Police Service Anniversary. This PRO celebrated the 116th Police Service Anniversary with the theme “Buhay ng Pulis Handang Ibuwis, Para sa Katahimikan at Kaayusan ng Bayan” on September 7, 2017 held at this PRO.

c.5 JPSCC Meeting. A total of 98 JPSCC regular meeting were attended by the personnel of this PRO for the enhancement on the conduct of operations and coordination between PNP/AFP and other friendly forces.

c.6 Holy Week. This PRO celebrate Lenten Season with REV. FR. MARK VIRGIL J. IBARDOLASA, Deputy Regional Chaplain, PRO ARMM and the blessing of every office in the observance of the on April 9-13, 2017 was held at Camp BGen Salipada K. Pendatun, Parang, Maguindanao

c.7 2017 Eid’l Fitr Celebration. Muslim Personnel of this unit together with their dependents attended the morning congregational prayer “Sambahayang” at Salaam Police Mosque inside this PRO in celebration of Eid’l Fitr which signifies the end of the Holy Month of Ramadhan on June 26, 2017 at Camp BGen Salipada K. Pendatun, Parang, Maguindanao.

c.8 LOI 17-10 “SUGO” Church Based Project/Activity. In relation to ITP as part of Spiritual Upliftment and Growth of the Organization, personnel from this unit attended the Holy Mass at Mt. Carmel Parish officiated by the parish priest on November 3, 2017 at Camp BGen Salipada K. Pendatun, Parang, Maguindanao.

D. PARTICIPATION IN RELIGIOUS, HEALTH/PHYSICAL FITNESS AND

ENVIRONMENTAL PROTECTION PROGRAMS/CAMPAIGNS

d.1 Sunday Mass. A regular Sunday mass is being held inside camp attended by Roman Catholic PNP personnel and its dependents.

d.2 Blue Mass. Blue Mass is being held at this PRO every Wednesday at RHQ Building and attended by Roman Catholic PNP personnel.

d.3 Muslim Friday Prayer. Congregational prayers were held every Friday at the Regional Mosque, inside camp attended by muslim brothers PNP personnel and its attendant.

d.4 Clean-Up Drive. For the period covered, a total of 70 Clean-Up Drive were participated by the 2,800 personnel from this unit.

In line with the Integrated Transformation Program this PRO continuously conduct Physical Fitness Test to all personnel from RHQ down to lower units and other Sports Development Program. These activities were conducted by HRDD personnel.

E. FAMILY, JUVENILE AND GENDER AND DEVELOPMENT PROGRAM

e.1 Orientation Seminar on Laws for the Advancement of Women and Sexual Harassment Awareness for Police Officers. On November 29 to December 4, 2017 this PRO conducted two (2) days Orientation Seminar on Laws for the Advancement of Women (OSLAW) and Sexual Harassment Awareness for Police Officers (SHAPO) to 50 PRO ARMM personnel assigned in RSTU-ARMM held at RWCPD Building, Camp BGen Salipada K Pendatun, Parang, Maguindanao.

e.2 Specialized Course for WCPD Officers. The course was formally opened on 10:00 AM of April 24, 2017 at PPO, Camp PSSUPT JULASIRIM A ASTURIAS, Jolo. Sulu with PSSUPT MARIO D BUYUCCAN, Provincial Director, Sulu PPO as speaker. Further, on 9:00 AM of October 16, 2017 at RWCPD Building, Camp BGen SK Pendatun, Parang, Maguindanao same course was formally opened with PSSUPT MADID M PAITAO, Deputy Regional Director for Operation as keynote speaker in lieu of the Regional Director, PRO ARMM.

e.3 Orientation Seminar on Laws for the Advancement of Women. This PRO formally opened 2 days seminar which started on February 13, 2017 at 9:00 AM held at RWCPD Building, Camp BGen SK Pendatun, Parang, Maguindanao. It was attended by 50 participants assigned 14th RMFB and Sultan Kudarat MPS. The highlights of the said Orientation Seminar were the lectures/discussions of the special laws on protecting women and children such as: RA 7192 (Women and Development and Nature Bldg Act Plus); Labor Code Provision on Women Worker, RA 7877 (Anti-Sexual Harassment Act of 1995);RA 8353 (Anti-Rape Law of 1997); RA 6955 (Anti-Mail Order Bride); RA 9262 (Anti- Violence Against Women and their Children Act of 2004) and RA 9710 (Magna Carta of Women Act of 2009).

F. ANTI-CORRUPTION INITIATIVE

RESOURCE MANAGEMENT

A. ATTAIN FINANCIAL AND LOGISTICAL ADEQUACY CONSISTENT WITH THE LAW

1. Optimized utilization of logistical resources

1.1 PNP Equipment. This PRO distributed 300 units of 5.56 rifle (Norinco); 246 units of Tactical Vest Level IIIA with two (2) upgraded Plates Level IV; 162 Under Shirt Vest and 120 units of Desktop Computer Set.

1.2 Logistics Training. Fifteen (15) PNP personnel of this PRO attended Basic Logistic Course on November 28 to December 14, 2017 at Camp Col. Romeo A. Abendan, Merecedes, Zamboanga City.

1.3 Research and Development Course. PO2 Amy Otoc, assigned at RLRDD of this PRO attended the said training on August 30 to September 27, 2017 at Camp Crame, Quezon City.

1.4 Proper Care, Assembly and Disassembly of Tactical Vest Seminar. Two (2) personnel of this PRO attended the said seminar on August 17, 2017 at LSS, Camp Crame, Quezon City.

1.5 Construction Projects for 2017. Construction of the following Municipal Stations: MPS and MPS, of all Maguindanao Province.

2. Management of Resources

2.1 Created one 6-Man Rapid Emergency Telecommunications Team (RETT), officer led, equipped with HF CodanManpack,VHF/UHF Base and Handheld radio for Emergency & Rescue Operation.

2.2 Assembled Solar Powered Emergency Deployment Battery Kit and CODAN HF Manpack Tactical Radio Antenna accessories for use of Rapid Emergency Telecommunications Team (RETT).

2.3 Personnel of RCEO led by PCINSP JERRY M SINGCO under the supervision of PSUPT EMMANUEL M CAALIM, AC, RCEO ARMM conducted Antenna Re- orientation of Picong MPS, Lanao Sur PPO to be able to contact to PPO and to this PRO on January 17, 2017.

2.4 Technical Team of this PRO led by SPO2 Buena F Batilo, Technician under the supervision of PSUPT EMMANUEL M CAALIM, AC, RCEO ARMM installed one unit VHF Mobile radio at the service vehicle of RD PRO ARMM on February 9, 2017.

2.5 RCEO technical team led by PSUPT EMMANUEL M CAALIM, AC, RCEO ARMM conducted re- installation of VHF Repeater at Maguindanao PPO on February 15, 2017.

2.6 RCEO ARMM Technical Team installed one unit KT-90 Kenwood HF Base radio and back-up solar power at PDRRM Office, Capitol Building, , Tawi-Tawi to be able to contact to RDRRMC, on February 27-28, 2017.

2.7 RCEO ARMM Technical Team installed Kenwood TM281A Back to Back Repeater system of Tawi-Tawi PPO at Navy Observatory Building, Bud Bongao, Tawi-Tawi on April 2, 2017.

2.8 PSUPT EMMANUEL M CAALIM, AC, RCEO with PSINSP DAVID B , C, RIMD together with the RCEO technical team installed the UHF Quantar Repeater System at TG PNP Tactical Command Post at 103rd Brigade, Philippine Army, Camp Ranao Marawi City on August 2, 2017.

B. OPTIMIZED UTILIZATION OF LOGISTICAL RESOURCES

1. Financial Management Program. Below are the breakdowns of Personal Claims of PNP personnel and Non-Uniformed Personnel (NUP) who were paid/settled by this PRO:

MAINTENANCE AND OTHER OPERATING EXPENSES (MOOE)

In reference to General Appropriations Act (GAA) FY 2017 (RA 10924) as provided under the General Provision (GP) No. 95 the total approved MOOE of PRO ARMM for FY 2017 is Php210, 001, 000.00 with an increase of 3.8% compared to the last year MOOE of Php178, 040, 000.00. However, based on the monthly appropriations for MOOE under RA 10717 are Intel Fund Php1, 807, 000.00, DBM (5%) Php10, 409, 700.00 Provincial Reserve Fund (PRF) Php2, 760, 000.00, Regional Reserve Fund (RRF) (12.50%) Php24, 378, 037.00, GAD (5%) Php8, 532, 313.13, NDPA (7%) Php11, 347, 976.46. As rationale on the Centrally Managed Items (CMI), these funds were intended to a particular purpose but being centrally managed by the Regional Comptrollership Division (RCD) of this PRO such as: Intelligence Fund, Provincial Reserve Fund (PRF), Regional Reserve Fund (RRF), Training Fund, Insurance/Fidelity Bond Fund, Ammunition, Fixed Expenditures, Health Service, Investigation Fund and ISO Fund.

In the allocation of MOOE Fund for the Police Station (PS) and Non-Police Station Personnel (NPS), the Special Provision No. 3 of GAA FY 2017 shall be followed which states “The amount appropriated herein for the MOOE of provincial, city, municipal and district police stations included under the budget of Police Regional Offices shall be allocated and distributed at One Thousand Pesos (P1,000.00) per month multiplied by the number of police officers in each unit”, or 1:1,000.00 per capita. This PRO complied with the policies, rules and regulations in the implementation of the FY 2017 Budget and prescribe the procedural guidelines in the distribution of funds down to the police stations.

A total of Php72, 015, 661.74 from January to November CY 2017 was programmed for the MOOE of RPSB and five (5) PPOs. The Public Safety Forces (RPSB, PPSC, CPSC) had an ISO Fund quarterly with the total amount of Php9, 662, 869.00 and PPOs have likewise their respective Double Barrel for the period covered from 1st to 3rd Quarter CY 2017 in the total amount of Php7, 828, 710.00.

The Remaining Programmable Amount (Programmable Amount less the MOOE of the PHQ/CHQ and the PS and NPS) shall be allocated for the MOOE of the Regional Headquarters.

TRUST FUND and REPAIR PROJECTS

This PRO has Trust Receipts Fund Projects such as: Renovation of Regional Investigation Training Room at Bldg No. R-30, a total of Php853,700.00; PRO ARMM Regional Civil Security Unit (RCSU) Project Php2,525,753.75; Repair of Conference Room Php834,100.00 and Renovation of Special Staff House Building Php1,154,055.00.

This PRO received a total amount of Php 335,189,061.15 for Personal Services (Pay & Allowances and Collateral Funds), broken down as follows:

3. Research and Development Program.

The PRO continued its development program through the construction of units/offices/MPS and maintenance of buildings located at RHQ, Camp BGen Salipada K Pendatun, Parang, Maguindanao.

C. UPHOLD AND PROMOTE THE PRINCIPLES AND PNP CORE VALUES

1. Promotion System

 For the CY 2017 a total of 651 PCOs and PNCOs were promoted for 3rd level and 2nd level and 167 PNCOs were promoted through special promotion.

2. Internal Reforms

 This PRO still continuously conduct random drug testing to all RHQ Personnel down to lower units.

3. Further Reduction of Uniformed Personnel at Headquarters. Out of the 7,126 actual strength of the PRO 14.81% or 1,056 personnel were assigned at Regional

Headquarters (RHQ); 77.78% or 5,543 Provincial Mobile Force Company (PMFC) personnel were assigned in the field. Also out of 5,543, 7.88% or 562 personnel were assigned in BNQs; and 5.99% or 427 personnel were assigned in Maneuver Companies.

4. Assignment of at least 21 personnel at every MPS. All C/MPS of PRO ARMM are manned by at least 21 PNP personnel. The designated OIC and/or COPs of the 118 C/MPS are all PCOs.

5. Living the PNP Core Values

Maka Diyos

2017 Eid’l Fitr Celebration Muslim PRO ARMM personnel attended the early morning congregational prayer “Sambahayang” at Salaam Police Mosque in connection with the Holy Month of Ramadhan.

Islamic symposium was held at Multi Purpose Building, Camp BG SK Pendatun and participated by PNP PRO ARMM personnel.

Makabayan

116th Police Service Anniversary. This PRO celebrated 116th Police Service Anniversary with the theme “Buhay ng Pulis Handang Ibuwis, Para sa Katahimikan at Kaayusan ng Bayan.”

Makatao

Human Right Desks have been established in all units/offices of the PRO. A total of nine various seminars/lectures relative to Human rights were conducted and participated by 2,684 PNP personnel.

Makakalikasan

This PRO continuously supports the DENR in protecting and preserving the natural and residual forest against illegal operations.

Enhancement of Counter Intelligence (CI) Efforts Against Erring PNP Personnel. 61 personnel included in the CI Watchlist were identified; three (3) were allegedly illegal drug pushers; two (2) were allegedly illegal drugs users; 10 were illegal drug protectors; and one (1) involved in illegal drug trade.

 Police Visibility. The PRO intensified its efforts against street crimes and other criminality through the Enhanced Managing Police Operation. Further, a total of 82,091 Foot and Mobile Patrols were Conducted with a total of 6,956,414 man hours spent in patrolling.

c.2. On Law Enforcement.

 Campaign against illegal drugs. A total of 2,791.5164 grams with DDB value of Php 25,399,396.86 worth of illegal drugs and paraphernalia were confiscated with 607 persons arrested and 650 cases filed in court.

 Campaign against Carnapping. Anti-carnapping efforts resulted in the recovery of 52 motorcycles/vehicles in various operations conducted with 20 persons arrested.

 Campaign against Bank Robbery. No incident of bank robbery was recorded for the period.

 Campaign against Hijacking/Highway Robbery. There was no monitored hijacking and highway robbery incident for the period covered.

 Campaign against Illegal Gambling. A total of 61 anti-gambling

operations were conducted that resulted in the confiscation of 82 slot machines, 24 fighting cocks various illegal gambling paraphernalia and Php 114,404.50 worth of bet money with 157 persons arrested.

 Campaign against illegal Logging. A total of 19 operations were conducted that resulted in the confiscation of 36,549.67 board feet and arrest of 46 persons.

 Campaign against illegal Fishing operations. Four operations conducted which resulted to the arrest of 109 persons and the confiscation of two motor boat, several components of dynamite fishing, four large fishing vessels, 2,700 worth of assorted fish, eight bottles of ammonium nitrate (dynamite) and seven pieces blasting cap.

 Campaign against Smuggling/Piracy. Two operations were conducted that resulted in the arrest of five persons and the confiscation of 180 boxes astro cigarettes and 90 boxes of fort cigarettes worth of Php 108,000.00.

 Campaign against Cattle Rustling. 14 operations were conducted that resulted in the arrest of three cattle rustlers and the recovery of three animals.

 Campaign against Syndicated Crime Groups/Criminal Gangs. A total of two operations were conducted that resulted in the neutralization of two suspects.

 Campaign against Human Trafficking. A total of 23 operations conducted that resulted in the rescue of 122 victims of human trafficking. Victims were turned-over to the DSWD for proper disposition.

 Campaign against Loose Firearms (Kontra Boga). A total of 296 assorted small arms and light weapon were confiscated/recovered that resulted in the arrest of 251 and 25 persons died during police operations.

 Community Safety and Protection Program. No recorded for the period.

 Community Oriented Policing System (COPS). There were 142 COPS established/maintained.

 Civil Disturbance Management Operations. A total of 15 operations were conducted with a total of 6,888 man-hours were spent during operations.

 Search and Rescue Operations. A total of four search and rescue operations were conducted with a total of 893 man-hours spent for the period.

MEDICAL MISSION

For the period covering January to November 2017, RHS ARMM catered to various health services such as Medical and Dental consultations, admissions, treatment, Medical Standbys, Reimbursements, Medical Evaluations for Schooling, Annual Physical Examination (APE) and Physical Fitness Test (PFT). The Medical Dispensary performed 1,952 Medical consultations and treatment; 34 ambulance conduction. The Dental Dispensary performed 824 Dental Consultation and treatment with a total of 2,810 Medical and Dental cases that benefited PRO ARMM personnel, dependents and authorized civilians.

A physical fitness activity has been regularly conducted in the PRO. Personnel of all units/offices inside Camp Pendatun conducted HATAW in front of PRO ARMM Grandstand every Tuesdays and Thursdays in the afternoon, aside from birth month schedule of physical fitness test.

RESOURCE MANAGEMENT

A. Optimize Utilization of Financial and Logistical Resources

1. Financial Management Program

Maintenance and Other Operating Expenses (MOOE)

In reference to General Appropriations Act (GAA) FY 2017 (RA 10924) as provided under the General Provision (GP) No. 95 the total approved MOOE of PRO ARMM for FY 2017 is Php210,001,000.00 with an increase of 3.8% compared to the last year MOOE of Php178,040,000.00. However, based on the monthly appropriations for MOOE under RA 10717 are Intel Fund Php1,807,000.00, DBM (5%) Php10,409,700.00 Provincial Reserve Fund (PRF) Php2,760,000.00, Regional Reserve Fund (RRF) (12.50%) Php24,378,037.00, GAD (5%) Php8,532,313.13, NDPA (7%) Php11,347,976.46. As rationale on the Centrally Managed Items (CMI), This funds intended to a particular purpose but being centrally managed by the Regional Comptrollership Division (RCD) of this PRO such as: Intelligence Fund, Provincial Reserve Fund (PRF), Regional Reserve Fund (RRF), Training Fund, Insurance/Fidelity Bond Fund, Ammunition, Fixed Expenditures, Health Service, Investigation Fund and ISO Fund. In the allocation of MOOE Fund for the Police Station (PS) and Non-Police Station Personnel (NPS), the Special Provision No. 3 of GAA FY 2017 shall be followed which states “The amount appropriated herein for the MOOE of provincial, city, municipal and district police stations included under the budget of Police Regional Offices shall be allocated and distributed at One Thousand Pesos (P1,000.00) per month multiplied by the number of police officers in each unit”, or 1:1,000.00 per capita. This PRO had complied the policies, rules and regulations in the implementation of the FY 2017 Budget and prescribe the procedural guidelines in the distribution of funds down to the police stations.

A total of Php5,702,000.00 for the month of December CY 2017 was programmed for the MOOE of RPSB and five (5) PPOs. The Public Safety Forces (RPSB, PPSC, CPSC) had an ISO Fund quarterly with the total amount of Php9,662,869.00.

The Remaining Programmable Amount (Programmable Amount less the MOOE of the DHQ/PHQ/CHQ and the PS and NPS) shall be allocated for the MOOE of the Regional Headquarters.

For the period, the PRO conducted 27 anti-illegal drug operations which resulted in the arrest of 47 persons and one killed and confiscation of 54.824 grams of shabu and various drugs paraphernalia with a total DDB value of Php 455,036.71 and 25 cases filed in court.

For the period, three (3) motorcycles and one (1) vehicle were recovered.

PSINSP MICHELLE T HELERA, Nurse Officer, SPO4 Salvador G Benjamin, Jr, Ambulance Operator and PO1 Hershell F Quitor, PNCO Nurse composed the Medical Team during the NAPOLCOM Entrance and Promotional Examination held at Notre Dame University as they conduct BP Check and provide medical support for the NAPOLCOM Inspectors and Employees, Proctors, and Examinees.

PSINSP ROEL GREFALDEO, RHS ARMM Dental Officer, conducted a Dental Check-Up and eventually updating the Dental Records of these newly assigned PNP personnel from NCR.

PCINSP MICHELLE DEIPARINE and PCINSP ALVIN SALIALAM conducted a one-on-one Psychosocial Counseling and Stress Debriefing to these 54 Task Force Basilan personnel. The process included the following: (1) Encouraging each personnel to verbalize feelings and concerns associated with the reassignment, (2) Uplifting morale, and (3) Offering psychosocial and emotional support, all of these done in a non-judgmental approach.
