PLP 2016-17 Gandhinagar EXECUTIVE SUMMARY A. Introduction Gandhinagar is primarily an agricultural district with wheat and cotton as the predominant crops. The other major crops cultivated are castor, bajra, pulses, vegetable, fennel, etc. About 78% of land holdings are with small and marginal farmers and the average size of the holdings is 1.43 ha.

The Potential Linked Credit Plan (PLP) for 2016-17 has been prepared aligning with the revised RBI guidelines on Priority Sector Lending. It estimates credit flow of Rs.269485 lakh, of which, Crop Production sector has a major share of 48.38 % at Rs.130369 lakh. Term loan under agriculture is assessed at Rs.52838 lakh accounting for about 19.60 %. Under MSME, Rs.47970 lakh has been assessed as potential forming 17.80 % and balance at Rs.38308 lakh has been estimated for other sectors like Exports, Education, Housing, etc. The activity-wise and block-wise assessment of potential is presented in Annexure I. The PLP projection for 2016-17 is higher by Rs.23114.76 lakh when compared to the PLP for the year 2015-16 representing an increase of 8.58 %. Further, the PLP projection is higher by Rs.50880 lakh when compared to the ACP target for the year 2015-16.

B. Sector-wise comments on major sectors

1. Crop Production, Maintenance and Marketing

Major crops grown in the district are wheat, cotton, castor, pulses, bajra, fennel, vegetables, fodder crops and groundnut. The area under various crops during 2016-17 is projected considering the cropping pattern adopted in recent years. Accordingly, potential to the tune of Rs130369 lakh has been envisaged as potential 2016-17 for various crop production activities. A good network of PACS is available for providing credit and other farm inputs. Seed supply is also done by Beej Nigam. KVK, Randheja is well equipped for training and extension activities. Farmers may be encouraged for adoption of HYV seeds and the same to be made available to small and marginal farmers at subsidized rate. Banks and Agriculture department can play a vital role in popularising ACABC scheme, Integrated Scheme for Agriculture Marketing to promote better agronomic practices and better price- realisation for their produce. The PLP document envisaged support to crop production activities through JLGs of tenant farmers, farmers groups and oral lessees.

2. Water Resources and Land Development The agriculture in the district is dependent on rainy season. There is no perennial irrigation structure. The other sources of water are well and lift irrigation from check dams. To utilize available water resources, drip, sprinkler and Lift irrigation system should be popularized. The potential assessed for this sector during 216-17 is Rs.12,001 lakh.

3. Farm Mechanisation Farm mechanisation is an important activity leading to increased productivity, better utilization of irrigation potential, adoption of multiple cropping pattern, etc. An amount of Rs.20,718 lakh has been envisaged for various schemes to be supported under water resources for the year 2016-17.

4. Plantation and Horticulture This sector has shown increasing trend over previous years and is a promising sector. A credit potential of Rs.1799 lakh estimated under the sector for the year 2016-17. The emergence of green house technology, contract farming, cultivation of fruit plants and aromatic/medicinal plants will improve the prospects of the sector.

5. Animal Husbandry - Dairy The sector plays an important role in providing gainful employment throughout the year to the rural population. The credit potential under this sector for the year under reference has been estimated at Rs.11,400 lakh. Availability of green fodder, availability of quality animals and marketing arrangements are critical intervention required for definitive impact.

6. MSME Micro, small and medium enterprises are an important employment generating sector, especially in the backdrop of dwindling employment opportunities in the agriculture sector. As the economy of the district is predominantly based on agriculture, the need for development of MSME in the district has gained importance. An amount of Rs.47,970 lakh has been envisaged for various schemes to be supported under MSME for the year 2016-17.

C. Highlights of Developments, initiatives taken, achievements, specific prescriptions, etc.

To give thrust to the creation of scientific storage facility, milch animals, cultivation of pomegranate through use of drip irrigation to export potential etc., by enhancing term loan disbursements through a banking plan, implementation of area based scheme/s has been suggested as a coordinated effort of NABARD, Lead Bank, other banks, line departments and other important stake holders.

GoI has established the National Adaptation Fund on Climate Change (NAFCC) with a budget provision of Rs.350 crore for the year 2015-16 and 2016-17. NABARD has been appointed as National Implementing Entity (NIE) responsible for implementation of adaptation projects under the Fund.

D. Thrust areas for 2016-17 have been identified as JLG/SHG financing, post–harvest infrastructure, food processing, producer organisations, Area Development Plans/Schemes, etc.

E. Conclusion The major driver of private sector capital formation is investment credit. Immediate thrust is required to raise its share in the total agriculture credit. The document, has therefore, been prepared with emphasis on accelerating the pace of capital formation in agriculture and allied sectors. This goal can be achieved with the coordinated efforts of all the stakeholders.

PLP 2016-17 Gandhinagar DISTRICT PROFILE

Gandhinagar, the administrative capital of Gujarat was carved out of district in late 1960s and is well connected by rail, road and international airport. Agriculture is the major occupation of the rural people. Services in the public sector, electronics and electrical, textiles, food processing, IT, ceramics and office stationery are some of the major vocational and industrial activities in the district. Two developments that deserve mention are the development of Industrial Corridor and Gujarat International Finance Tech City (GIFT), the country’s first multi-service SEZ with special focus on financial services. Besides other sectors, four areas namely post-harvest infrastructure, organic farming, integrated pest management and farm energy management are focus areas to aid enhancement of farm income and productivity. The district has seven Special Economic Zones and ten Industrial Estates along with IT Park which is a major contributor to economic development in the district.

Major Food, Commercial and Plantation / Horticultural Crops

Wheat, paddy, bajra, castor, cotton, spices, pulses and vegetables are the main food crops in the district. Mango, lime, chickoo and guava are important plantation and horticultural crops grown in the district. There exists very good potential for establishment of fruit processing industry.

Recent Changes in District Rural Economy

The district has predominantly agrarian economy and the development of NFS is also taking place due to infrastructure development. The agriculture activities in Gandhinagar block is getting affected by rapid urbanisation. There is a rising need for various service activities, which is resulting in faster development of service sector.

Emerging Sectors in the District

With increasing demand for processed food products due to the presence of urban centres in the vicinity, it has potential for agro and food processing units. Vegetable cultivation, floriculture, custom- hiring centres for farm machinery and equipment also have good scope.

NABARD’s Interventions in the District

NABARD interventions, direct or indirect have positively affected the district in multiple ways. One important intervention is infrastructure projects taken up with RIDF assistance particularly roads which have improved the connectivity of villages with markets.
