PLP 2016-17 Gandhinagar EXECUTIVE SUMMARY A PLP 2016-17 Gandhinagar EXECUTIVE SUMMARY A. Introduction Gandhinagar is primarily an agricultural district with wheat and cotton as the predominant crops. The other major crops cultivated are castor, bajra, pulses, vegetable, fennel, etc. About 78% of land holdings are with small and marginal farmers and the average size of the holdings is 1.43 ha. The Potential Linked Credit Plan (PLP) for 2016-17 has been prepared aligning with the revised RBI guidelines on Priority Sector Lending. It estimates credit flow of Rs.269485 lakh, of which, Crop Production sector has a major share of 48.38 % at Rs.130369 lakh. Term loan under agriculture is assessed at Rs.52838 lakh accounting for about 19.60 %. Under MSME, Rs.47970 lakh has been assessed as potential forming 17.80 % and balance at Rs.38308 lakh has been estimated for other sectors like Exports, Education, Housing, etc. The activity-wise and block-wise assessment of potential is presented in Annexure I. The PLP projection for 2016-17 is higher by Rs.23114.76 lakh when compared to the PLP for the year 2015-16 representing an increase of 8.58 %. Further, the PLP projection is higher by Rs.50880 lakh when compared to the ACP target for the year 2015-16. B. Sector-wise comments on major sectors 1. Crop Production, Maintenance and Marketing Major crops grown in the district are wheat, cotton, castor, pulses, bajra, fennel, vegetables, fodder crops and groundnut. The area under various crops during 2016-17 is projected considering the cropping pattern adopted in recent years. Accordingly, potential to the tune of Rs130369 lakh has been envisaged as potential 2016-17 for various crop production activities. A good network of PACS is available for providing credit and other farm inputs. Seed supply is also done by Beej Nigam. KVK, Randheja is well equipped for training and extension activities. Farmers may be encouraged for adoption of HYV seeds and the same to be made available to small and marginal farmers at subsidized rate. Banks and Agriculture department can play a vital role in popularising ACABC scheme, Integrated Scheme for Agriculture Marketing to promote better agronomic practices and better price- realisation for their produce. The PLP document envisaged support to crop production activities through JLGs of tenant farmers, farmers groups and oral lessees. 2. Water Resources and Land Development The agriculture in the district is dependent on rainy season. There is no perennial irrigation structure. The other sources of water are well and lift irrigation from check dams. To utilize available water resources, drip, sprinkler and Lift irrigation system should be popularized. The potential assessed for this sector during 216-17 is Rs.12,001 lakh. 3. Farm Mechanisation Farm mechanisation is an important activity leading to increased productivity, better utilization of irrigation potential, adoption of multiple cropping pattern, etc. An amount of Rs.20,718 lakh has been envisaged for various schemes to be supported under water resources for the year 2016-17. 4. Plantation and Horticulture This sector has shown increasing trend over previous years and is a promising sector. A credit potential of Rs.1799 lakh estimated under the sector for the year 2016-17. The emergence of green house technology, contract farming, cultivation of fruit plants and aromatic/medicinal plants will improve the prospects of the sector. 5. Animal Husbandry - Dairy The sector plays an important role in providing gainful employment throughout the year to the rural population. The credit potential under this sector for the year under reference has been estimated at Rs.11,400 lakh. Availability of green fodder, availability of quality animals and marketing arrangements are critical intervention required for definitive impact. 1 PLP 2016-17 Gandhinagar 6. MSME Micro, small and medium enterprises are an important employment generating sector, especially in the backdrop of dwindling employment opportunities in the agriculture sector. As the economy of the district is predominantly based on agriculture, the need for development of MSME in the district has gained importance. An amount of Rs.47,970 lakh has been envisaged for various schemes to be supported under MSME for the year 2016-17. C. Highlights of Developments, initiatives taken, achievements, specific prescriptions, etc. To give thrust to the creation of scientific storage facility, milch animals, cultivation of pomegranate through use of drip irrigation to export potential etc., by enhancing term loan disbursements through a banking plan, implementation of area based scheme/s has been suggested as a coordinated effort of NABARD, Lead Bank, other banks, line departments and other important stake holders. GoI has established the National Adaptation Fund on Climate Change (NAFCC) with a budget provision of Rs.350 crore for the year 2015-16 and 2016-17. NABARD has been appointed as National Implementing Entity (NIE) responsible for implementation of adaptation projects under the Fund. D. Thrust areas for 2016-17 have been identified as JLG/SHG financing, post–harvest infrastructure, food processing, producer organisations, Area Development Plans/Schemes, etc. E. Conclusion The major driver of private sector capital formation is investment credit. Immediate thrust is required to raise its share in the total agriculture credit. The document, has therefore, been prepared with emphasis on accelerating the pace of capital formation in agriculture and allied sectors. This goal can be achieved with the coordinated efforts of all the stakeholders. 2 PLP 2016-17 Gandhinagar BROAD SECTOR-WISE PLP PROJECTIONS (YEAR 2016-17) STATE: GUJARAT DISTRICT: GANDHINAGAR (Rs. lakh) Sr. PLP Projections Particulars No. 2016-17 A Farm Credit i Crop Production, Maintenance and Marketing 130369.00 ii Term Loan for agriculture and allied activities 52838.00 Sub Total 183207.00 B Agriculture Infrastructure 13223.00 C Ancillary activities 2898.00 I Credit Potential for Agriculture (A+B+C) 199328.00 II Micro, Small and Medium Enterprises 47970.00 III Export Credit 2300.00 IV Education 5520.00 V Housing 8465.00 VI Renewable Energy 36.00 VII Others 5472.00 VIII Social Infrastructure involving Bank Credit 394.00 Total Priority Sector (I to VIII) 269485.00 Broad Sector-wise Projections (%) 3 PLP 2016-17 Gandhinagar Sector-wise PLP Projections for 2016-17 District: Gandhinagar (Rs ... lakh) Sr. Particulars PLP Projections No. 2016-17 I Credit Potential for Agriculture A Farm Credit i Crop Production, Maintenance and Marketing 130369 ii Water Resources 12001 iii Farm Mechanisation 20718 iv Plantation and Horticulture (including sericulture) 1799 v Forestry and Waste Land Development 251 vi Animal Husbandry – Dairy 11240 vii Animal Husbandry – Poultry 443 viii Animal Husbandry – Sheep, Goat, Piggery, etc. 229 ix Fisheries (Marine, Inland, Brackish water) 225 x Others – Bullock, Bullock cart, etc. 5932 Sub Total 183207 B Agriculture Infrastructure i Construction of storage facilities (Warehouses, Market yards, 8512 Godowns, Silos, Cold storage units/ Cold storage chains) ii Land development, Soil conservation, Watershed 1495 development iii Others (Tissue culture, Agri bio-technology, Seed production, 3216 Bio pesticides/ fertilizers, Vermin composting) Sub Total 13223 C Ancillary Activities i Food and Agro processing 2354 ii Others (Loans to Cooperative Societies of farmers for disposing 544 of their produce, Agri Clinics/ Agri Business Centres, Loans to PACS / FSS/ LAMPS, Loans to MFIs for on lending) Sub Total 2898 Total Agriculture 199328 II Micro, Small and Medium Enterprises i MSME – Investment Credit 39920 ii MSME – Working Capital 8050 Total MSME 47970 III Export Credit 2300 IV Education 5520 V Housing 8465 VI Renewable Energy 26 VII Others (Loans to SHGs/ JLGs, loans to distressed persons to 5472 prepay non-institutional lenders, PMJDY, loans to state sponsored organisations for SC/ST) VIII Social Infrastructure involving Bank Credit 394 Total Priority Sector 269485 4 PLP 2016-17 Gandhinagar District Map 5 PLP 2016-17 Gandhinagar DISTRICT PROFILE Gandhinagar, the administrative capital of Gujarat was carved out of Ahmedabad district in late 1960s and is well connected by rail, road and international airport. Volume : 2 | Issue : 4 | April 2013 ISSN - 2250-1991 Research Paper Engineering To Study the Storm Water Drainage of Ahmedabad, Gandhinagar and Vadodara City * Kanan Y. Patel ** Shibani Chourushi * W.R.M., L. D. College of Engineering, Ahmedabad ** W.R.M., L. D. College of Engineering, Ahmedabad ABSTRACT This paper describes the study urban storm drainage performance indicators. The paper begins by presenting a general framework of objectives and performance indicators as logical intermediate steps between values and the decisions taken to reflect them. The paper then con- siders practical approaches toperformance and indicator measurement, based on field experience in India. General conclusions about drainage performance indicators are then presented, stressing the challenge of finding indicators which are valid indicators of performance. Keywords : Drainage; Flooding; Indicators; Objectives; Performance INTRODUCTION Infrastructure is important in eradicating poverty through vari- ous job creation opportunities and by so doing, it enables to speed up economic development and ultimately ensures im- proved quality of life. For example, the increase in population generates greater infrastructure demand, urban storm water drainage facilities. When urban Storm water drainage facilities are not properly provided nor integrated in a given urban area, the perfor- mance of infrastructure can be limited. Problems like flood- ing and erosion when persistent can shorten the life span of road infrastructures and other urban utilities. With urbaniza- tion, permeability increases because of the increase in im- pervious surfaces. This in turn changes the drainage pattern, increases overland flow resulting in flooding and related -en vironmental problems. The impact of this is severe on spatial structures like road.
