Annual Report 2014.docx Page 2 of 19 About Gippsland Christian Broadcasters GCB is an incorporated association of people who have established a Christian Community Radio Station (Life FM) in Gippsland, Victoria. Life FM Gippsland is an independent local station and not part of a network. Life FM Gippsland provides programs and music to equip, empower and encourage listeners across Gippsland to face the future with hope in these troubled and challenging times. Life FM also provides a radio service for the Christian community of Gippsland, with powerful teaching programs and a clean positive sound that only Christian content can provide. We focus on family friendly broadcasting with no bad language and lots of great "clean" music. Life FM aims to break down any stigma attached to the church, to open pathways back into fellowship with other Christians and to be a unique medium for Christian development in the region. In addition....Life FM offers professional training courses for those interested in community radio and offers reasonably priced sponsorship rates for local businesses. With studios in Sale and Morwell and broadcasting from Mt Tassie, Life FM can be heard from Pakenham to Orbost! “He who has ears, let him hear” Matthew 11:15 What We Believe We believe in the confession of faith as summarized in the Apostles Creed. Barbara Strickland, Ron White, Flo White Board Apologies: 1 – Cameron Rash 1. Welcome and Prayer Heather Toms (President) welcomed all those attending and opened the meeting in prayer at 7:45pm 2. GUEST SPEAKER: Deb Sorenson – Head of Media and Communications at Focus on the Family Australia. 3. Acceptance of Minutes of 13th AGM Malcolm McKenzie moved that the Minutes of the previous AGM be accepted. Hilary Rash seconded. 4. Financial Report Malcolm McKenzie (Treasurer) presented the financial report and thanked Deb again for managing the finances so well when funds have been very low. Malcolm moved that this report be accepted. Stephen Elms seconded. 5. Board Report Heather Toms (President) presented the Board Report, thanking Deb and her team for the great work and the Board for their support. 6. Station Manager’s Report Debbie Bye (Station Manager) presented the Station Manager’s Report and thanked her team for their hard work over the year. She also thanked the Board for their commitment and support during the year. Deb screened the station’s new Behind the Scenes DVD as part of her presentation. Copies of the three reports were included in the Annual Report that was made available to all attendees. Moved Heather Toms and seconded Ivy Goodwin – that all reports be received. 7. Appointment of Auditor Malcolm McKenzie moved that J O’Connor Pty Ltd, Registered Company Auditor based in Brisbane, Qld be re- appointed as auditors for the 2014 financial year. Shane Peck seconded this. 8. New Board Member Heather Toms formerly thanked outgoing board member Cameron Rash for stepping in again to maintain a Board quorum over the past few months while some Board members were on holidays. Amanda Lonsdale re-nominated. The number of nominations did not exceed the number of vacancies, therefore voting was not required and Amanda was re- appointed to the board. 9. Special Resolution: Following legislative changes to the Associations Incorporation Act 1981 it is recommended that the GCB Rules of Assoc. 2013 as made available be accepted. Changes were circulated by email to all attendees, made available to all members from July 2013 and printed in the 2013 Annual Report. Moved Deb Bye seconded Stephen Elms that the 2013 Rules as amended, be accepted. Carried 100%. Heather Toms then led a time of prayer focusing on the ministry of LIFE FM for the upcoming year. There being no further business, the meeting closed at 8:45pm, at which time the 10th birthday celebrations began. Minutes recorded by Amanda Lonsdale. Malcolm has served as Treasurer for three years. Congratulations also to Malcolm who is getting married to Cathy in December. Thanks also to Rev Ivy Goodwin who resigned in February due to work commitments. Ivy also joined the Board in October 2011. Voting Rule 10.2. A member is entitled to vote if— 10.2.1. the member is a member other than an associate member; and 10.2.2. more than 10 business days have passed since he or she became a member of the Association; and 10.2.3. the member's membership rights are not suspended for any reason. Voting will not be required as the number of nominees d o e s n o t e x c e e d the number of vacancies. Rule 16.7. If only the required number of persons are nominated to fill existing vacancies the Secretary shall report accordingly to the Annual General Meeting and the President shall declare such persons duly elected as members of the Board of Governance.

There are a number of sub-sectors of community broadcasting, who each have special needs and cultural sensitivities. These are RPH, Indigenous, and Ethnic.     COMMUNITY PARTICIPATION IN THE DEVELOPMENT OF DIGITAL RADIO: THE AUSTRALIAN EXPERIENCE CHRISTINA SPURGEON (Refereed) Creative Industries Faculty, Queensland University of Technology ELLIE RENNIE AND YAT MING FUNG Institute for Social Research, Swinburne University of Technology Abstract The participation of the community broadcasting sector in the development of digital radio provides a potentially valuable opportunity for non-market, end user-driven experimentation in the development of these new services in Australia. However this development path is constrained by various factors, some of which are specific to the community broadcasting sector and others that are generic to the broader media and communications policy, industrial and technological context. This paper filters recent developments in digital radio policy and implementation through the perspectives of community radio stakeholders, obtained through interviews, to describe and analyse these constraints. The early stage of digital community radio presented here is intended as a baseline for tracking the development of the sector as digital radio broadcasting develops. We also draw upon insights from scholarly debates about citizens media and participatory culture to identify and discuss two sets of opportunities for social benefit that are enabled by the inclusion of community radio in digital radio service development. The first arises from community broadcasting’s involvement in the propagation of the multi-literacies that drive new digital economies, not only through formal and informal multi- and trans-media training, but also in the ‘co-creative’ forms of collaborative and participatory media production that are fostered in the sector. The second arises from the fact that community radio is uniquely placed — indeed charged with the responsibility — to facilitate social participation in the design and operation of media institutions themselves, not just their service outputs.
