Comment: Although there are no new proposed provision in Gosport, work on the new Lee-on- the- Solent provision supported by the capital grant is nearly completed. The nursery will open its doors to children on 4th May 2010.

Comment: There are 11 new childminder places for this quarter and a loss of 12 places so there has been no significant loss for this quarter.

Development of provision for Special Needs

Comment: Out of a total of 15 children claiming Aiming High funding for this quarter only two claims are from Gosport. The Area Inco service continue to offer support to settings to develop their inclusive practice. This is usually done by working with the school SENCOs, Childcare Development Workers and Childminding Network Co- ordinators.

Development of provision to offer 15 hours early education This provides information of the number early education and childcare settings that can offer 15 hours early education.

Comment: All settings within the Gosport area are already on the Pathfinder scheme.

Comment: Two out of the five newly accredited network childminders have started a foundation degree this quarter. Six network childminders in Gosport are providing early years education accessing the nursery education grant (EYE providers). 3 network childminders on the 2 year pilot are providing childcare services for eligible families. There are currently 5 childminders going through initial assessment to join the network.

Development of extended schools activities and out of school/holiday provision There have been difficulties in recruiting for the Child Development Worker (CDW) post in Gosport. The Senior Development Officer for Play work is now covering this post (CDW) on secondment from the Early Education and childcare Unit. This arrangement will ensure that out of school providers in Gosport are supported. It will also promote liaison work between extended services coordinators and the childcare development worker on eligible children attending out of school provision who could benefit from additional support.

The Gosport Extended Services have been running a project called FLASH ( Fun Learning & Achievement out of school hours). The activities are varied and include Grease & Talent Show, Rock Challenge, Cooking, Geography club, Bike fix club, Art club, Music workshop, Young engineers, Modelling and a Film club. The activities are free and aimed at improving the achievement of 12-16 year old children and also raise aspiration. There have been no change in the activities being offered for this quarter. The Extended Services Coordinators could also personalise provision for eligible individual children and families through the disadvantage subsidy.

Parental demand The Children’s Information Service (CIS) received a total of 8 enquiries from the Gosport area 7 of which related to childcare places and one on paying for childcare. All these enquiries were from parents of disabled children. All the parents were supported by the Outreach Worker (Parent Information) to find childminder places and also to access childcare credits.

Grant funding

Other The 2 year old pilot scheme is ongoing and demand led. There have been 179 eligible requests from the Gosport area out of which 5 parents have taken up places with approved network childminders and the rest with approved sessional and full day care providers. The Local Development Team is looking at the impact of the 2 year old pilot on childcare sufficiency in the area.

Conclusion Unemployment levels has not impacted on childcare provision in Gosport. It appears childcare provision is meeting the needs of parents. The development of network childminder provision is likely to support with sufficiency of places in the area.

The secondment to Gosport of the Senior Development Officer for Playwork as Childcare Development Worker will ensure that Out of School providers in the area are supported. Gosport Extended Services continue to provide activities to support both parents and their children. Liaison between the Childcare Development Worker and Extended Services Coordinators will maximise use of existing resources and funding to meet the needs of children who require additional support.
