Meeting Summary Meridian Transportation Task Force November 4, 2010 3:00 PM—4:30 PM
1. Attendance & Agenda Members Present: Councilman David Zaremba, P&Z Commissioner Joe Marshall, Rich Allison, Toni Tisdale, Bob Bruce, Larry Gardner, Don Nesbitt, Steve Sedlacek, Kenny Bowers, and Caleb Hood. Members Absent: Mayor Tammy de Weerd, Councilman Keith Bird, David Wynkoop, Shawn Martin, Scott Colaianni, and Miguel Legarreta. Others Present: Amar Pillai (ACHD), Sabrina Anderson (ACHD) and Tim Curns (Public Works) Meeting agenda topics included: 1) ACHD Modeling, Demographics, Traffic Forecasts and Level of Service Maps, 2) Draft Comprehensive Plan Transportation Policies
2. Old Business/Follow-up/Announcements A memo was provided in the packet summarizing the September meeting, and an update was provided in the packet on the City’s final Transportation Priorities for 2010; some slight modifications to the overall priority list since last meeting were highlighted. Larry Gardner was introduced as the newest member of the TTF, replacing Terry Smith. A quick update was given on the Fairview Avenue study. A discussion ensued regarding Fairview Avenue and the TTF requested that ACHD come to explain where that project is at in process and what the recent survey results look like.
3. Discussion Items a) ACHD Modeling, Demographics, Traffic Forecasts, and LOS Maps: Sabrina Anderson and Amar Pillai from ACHD were present to share and answer questions regarding their model, the LOS maps, and inputs used in the Five Year Work Plan process. Demographics and assumptions going into the model were a topic of conversation. Future, or full-build out, numbers for both traffic and people/businesses and how those are determined were also discussed. NOTE: City staff is currently working with ACHD staff on modeling the area around the Ten Mile Interchange. Updated model numbers will be provided to the TTF prior to prioritizing roadways and intersections for 2011 (summer.) b) Review Transportation Related Related Policies in City’s Comprehensive Plan: City staff explained to the TTF that the City is in the process of revamping the Comprehensive Plan. A request was made that the TTF review the draft transportation-related policies and comment back to staff.

Re: Ten Mile Interchange Update
City staff met with ITD staff, ACHD staff, and Connection Idaho Partners staff on Friday, January 7th to discuss the status of the roadway projects in the vicinity of the new Ten Mile/I-84 Interchange. The contractor working on the Ten Mile Interchange appears to be on schedule to open up one lane of Ten Mile in each direction across I-84 on March 3 rd. The I-84 ramps should be complete and ready for traffic between April 15th and May 27th. The widening of I-84 under the bridge structure will continue, on and off, through July 2011.
ACHD has a project to widen Ten Mile, between ITD’s project and the realigned Overland Road. The major part of this project is the bridge reconstruction for the Ridenbaugh Canal. ACHD hopes their contractor can be done with most of the bridge work by mid-March so there are not a lot of additional inconveniences to drivers who can once again use Ten Mile Road to cross I-84. This ACHD project should be done by the end of May – close to the same time that the on and off ramps to the Interstate are scheduled to open.

Re: ACHD 2012-2016 FYWP Draft A
Draft A of ACHD’s Five Year Work Plan was released in early January. Although the prioritization and programming criteria have changed from being points-based to being cost- benefits based, there are not a lot of changes between the adopted FY11-15 FYWP and Draft A of the FY12-16 FYWP (see tables on following pages). Due to ACHD Commission direction, projects that have already been invested it (designed, right-of-way purchased, etc.) continue to advance in the program regardless of the new prioritization scores. Only two projects have been delayed from last year’s FWYP: Fairview Avenue Access Management and SH-44/State and Linder intersection. Three projects (none in Meridian) advanced into the program/Draft A.
City staff discussed Draft A with the City Council on January 18th. The Council did not have any substantive comments/changes for ACHD regarding Draft A. Draft B of the FYWP is expected by February 9th. The public hearing to adopt the FY12-16 FYWP is February 23rd. Does the TTF have any comments regarding the draft 2012-2016 FYWP?
Below are a few tables from ACHD staff’s memo to the Commission, and one map, that help to summarize Draft A of ACHD’s FY12-16 FYWP. Staff will run through these exhibits during our meeting on the 3rd.

Re: Fairview AMP
Over the last few years, ACHD has studied Fairview Avenue between Linder and Orchard. The purpose of this study/project is to identify improvements that will enhance operations and safety in the corridor. ACHD has sent out mailers, surveys and held public information meetings regarding Fairview Avenue. Most recently, ACHD sent out a brochure, put a 3D visualization on their website and made an on-line survey available. The brochure was sent to over 30,000 addresses within 1 mile of either side of Fairview; 327 responses were received.
The project manager for the Fairview AMP, Lisa Applebee, will be at the February 3rd TTF meeting to better explain the scope of the project, the recent survey results, next steps, and answer questions. City and ACHD staff will discuss this topic with the City Council on February 22nd.
