Type of Contract: Community Rehabilitation Program (CRP) – Employment Services

Definitions Related to Posting: Community Rehabilitation Program (CRP) a vendor that directly provides or facilitates the provision of vocational rehabilitation related services to consumers with disabilities in order to enable the individual to maximize their opportunities to secure and retain employment.

Employment Services (ES) are services provided to DARS consumers seeking competitive employment. These services include evaluation, assessment, teaching and assistance in development or reestablishment of skills, attitudes, personal characteristics, interpersonal skills, work behaviors, functional capabilities related to gaining employment, as well as gaining individualized employment placement.

Service Provider (SP) is a term used to represent entities, either agencies or individuals, approved to provide services to individuals with disabilities served by DARS.

Employment Service Provider (ESP) is a term to represent entities, either agencies or individuals, approved to provide Employment Services (ES) to individuals with disabilities served by DARS.

Standards for Providers (SFP) The DARS DRS Standards for Providers manual is available on the Internet at http://www.dars.state.tx.us. Service Providers, under contract, must adhere to the current Standards for Providers (SFP) published for the dates of services for which any consumer received services. Revisions to the SFP are made periodically. Notice of upcoming changes, are published on the website at least 30 days in advance of the effective date of the changes. A revision log noting all of the changes to the SFP is available online. Each provider is contractually responsible for maintaining compliance with the most recent SFP.

Type of Posting: Open Enrollment - This is not a competitive bid and there is no bid package.

Posting: The Department of Assistive and Rehabilitative Services, Division for Rehabilitation Services (DARS/DRS) wishes to contract with external entities (organizations or individuals) to provide the Community Rehabilitation Programs (CRP) as described below. External entities must meet all requirements and specifications outlined below. Written communication will be provided to all applicants as their status of their application.

This evidence shall include qualified staff as defined in the SFP for the related service, a link for which is included below for each type of service, and proof that the qualified staff person could meet the consumer within 2 hours of travel time. Vendor Staff Qualification Requirements:

The CRP must have  at least one person on staff that meets the CRP Director qualifications; and  at least one person who meets the staff qualifications for each service to be included in the contract.

Standards of Conduct for Contracted Vendors and Suppliers: As part of the assessment of the prospective vendor’s response, in accordance with Texas Administrative Code, Part 15, Chapter 391, Subchapter M, Rule §391.453, DARS hereby reserves the right to examine a prospective vendor's or supplier's standards of conduct in the evaluation of a bid, offer, proposal, quote, or other applicable expression of interest in a proposed purchase of goods or services.

Debarred or Excluded Parties and Entities: Parties that are debarred or excluded by the federal government are excluded from receiving federal contracts or certain subcontracts, and certain types of financial and nonfinancial assistance and benefits.

Entities that are debarred or excluded by the State of Texas are excluded from doing business with the state.
