Energy Audit Request for Qualifications

Troup County, Georgia Housing Rehabilitation Program

I. PURPOSE: Troup County is soliciting Request For Qualifications from energy audit service providers, or other agencies/organizations (hereinafter throughout this RFQ referred to as “Service Provider”), which currently perform or are qualified to perform Energy Audits for single-family, owner- occupied homes.

Troup County has been awarded federal Community HOME Investment Program (CHIP) funds from the Georgia Department of Community Affairs. As a requirement of this program, an energy audit must be performed prior to- and after rehabilitation work for each project.

The Service Provider chosen by Troup County to perform the tasks delineated under the Scope of Services must be Building Performance Institute (BPI) Certified; qualified to perform energy audits with both electric and gas; qualified to operate any necessary machinery and equipment; and have a minimum of twelve months experience performing energy audits, including a minimum of five completed energy audits.

II. SCOPE OF SERVICES The Service Provider is to perform energy audits using Blower Door Tests, Duct Blaster Tests, and Combustion Appliance Zone Tests (with combustion appliances). Additionally, the Service Provider is to produce a detailed report of findings from such initial tests, including pictures; produce a summary of recommended work to improve energy efficiency, prioritizing items for maximum benefit; conduct testing after work has been completed; produce a detailed report of findings from such subsequent tests to show improvement of energy efficiency; and provide technical assistance to Program Administrators and Contractors working on each project as needed.

III. SERVICE PROVIDER PRICING The Service Provider shall provide a separate price for each item specified on the RFQ Form, which is included with this document based on the following format:

Technical Assistance  Technical assistance to Program Administrators per walk through and Contractors

Price shall be inclusive of all costs incurred by the Service Provider. No separate reimbursements for travel or other costs are permitted.

Troup County reserves the right to reject any and all RFQ’s, to waive technicalities, and to award to the lowest responsive and responsible party, as deemed in the County’s best interest. Cost of deliverables and energy audit experience are factors that will be considered in the award.

IV. AVAILABILITY OF SERVICE PROVIDER The Service Provider shall specify the name(s) and experience of each person who would perform the items identified in the scope of services, herein.

The Service Provider shall provide evidence/documentation of all required certifications for each individual performing requested services.

V. CONTRACTUAL AGREEMENTS Troup County will execute contracts for these services. The following are important provisions that will be contained in the contracts.

Conflict of Interest The Service Provider agrees to avoid all instances wherein he/she might have a potential and/or actual conflict of interest regarding his/her own personal activities.

Termination for Cause Troup County may terminate its contract with the Service Provider, for cause, upon ten days prior written notice to the Service Provider indicating the Service Provider’s default in the performance of any term of the contract.

Termination for Convenience Troup County may terminate its contract with the Service Provider, for its convenience, at any time by written notice to the Service Provider. In the event of the County termination of the contract, the Service Provider will be paid for those services actually performed up to the point of the termination effective date. Partially completed performance of the contract will be compensated upon a signed statement of completion submitted by the Service Provider which shall itemize each element of the performance and which, upon review and approval by Troup County, will be paid.

2 VI. RFQ SUBMISSION REQUIREMENTS All questions or requests for additional information shall be directed to Nancy Seegar, County Planner, by email, [email protected], or you may call Nancy Seegar at 706-883-1650. The deadline for receiving questions is 5:00 p.m., Tuesday, August 7, 2012.

All RFQs must be received at Troup County no later than 4:00 p.m. on Monday, August 13, 2012. Any RFQ received after 4:00 p.m. will not be accepted.

Whether the RFQ is sent by mail or commercial express service, the Service Provider shall be responsible for the actual delivery of the RFQ to Troup County before the deadline time.

One original and one (1) copy of your RFQ should be submitted. All RFQs shall be submitted in a sealed envelope/package. Envelope/package shall be addressed to Troup County Purchasing Department, 100 Ridley Avenue, Suite 3100, LaGrange, GA 30240, and the following clearly printed on the outside: your company name, ENERGY AUDIT SERVICE PROVIDER, and date.

Three references shall be provided by the Service Provider as part of his/her RFQ response. Failure to provide this information may result in the RFQ being deemed non-responsive.

Troup County reserves the right to reject all RFQs, in whole or in part, to waive technicalities and to make an award as deemed to be in the best interest of Troup County.

Troup County requires that pricing remain firm for the initial contract year. The contract will begin upon final execution of the contract documents. The contract may be renewed for up to four (4) additional one-year periods, provided that fees are firm (or pre-approved increases as may be noted on RFQ Application Form), service is satisfactory, and both parties are willing to renew. Prior to each period of renewal, any proposed increases in renewal rates will be evaluated and compared to current market conditions and actual rate of inflation. The full term of the contractual services could be (5) years, if all four annual renewal options are exercised. Troup County has sole discretion as to the renewal of this contract.

Troup County does not discriminate on the basis of disability in the admission or access to its programs or activities.

3 VII. EVALUATION FACTORS All responses to the RFQ will be evaluated to assess the Service Provider’s qualifications, experience, quality of work, and ability to meet program schedules. Rating factors and their corresponding values are as follows: 1. Cost for requested services 50% 2. Experience 20% 3. Time frame for completing tasks 15% 3. References 15%

TROUP COUNTY REQUIRES PRICING TO REMAIN FIRM FOR THE DURATION OF THE INITIAL TERM OF CONTRACT. FAILURE TO HOLD FIRM PRICING FOR THE INITIAL TERM OF THE CONTACT MAY BE SUFFICIENT CAUSE FOR THE COUNTY TO DECLARE THE RFQ NON-RESPONSIVE.

UNLESS OTHERWISE NOTED, QUOTED PRICES WILL REMAIN FIRM FOR FOUR (4) ADDITIONAL ONE YEAR PERIODS. If a percentage increase will be a part of these renewal options, please note the percentage increase for each year’s options in the space provided below together with an explanation.
