Institution: Ministry of Health Department/ Division: CCM – Country Koordination Mechanism of Kosovo to fight HOV/AIDS and TBdesease CCM Secretariat Position titlle: Executive Secretary /Coordinator Reports to: CCM Executive Comitee Chair through the office of Secretary General of MoH Contract duration: Full time-01.02.2016- 31.05.2016 with extension possibility for two (2) years Functional category/Grade: 8 Ref.number: MSh-005/02/16 ______The Kosovo Country Coordinating Mechanism (CCM) is part of the Global Fund architecture in the Republic of Kosovo and the coordination mechanism representing all stakeholders engaged in the fight against HIV and AIDS and tuberculosis in the country. The CCM is organized and functions according to the respective Global Fund guidelines The CCM Secretariat is in charge of all administrative and logistic issues linked to CCM/EC activities and fulfils any other duties established and required by the CCM/EC, within its scope of the work. Duties and responsibilities: Organization and functioning of CCM 1. Prepare CCM two-year operational and funding plan for CCM approval 2. Ensure CCM financial records are kept in accordance with Global Fund and other donors’ requirements 3. Support the CCM to mobilise resources for the operations of CCM including preparation activity and financial reports for submission to specific donors 4. Provide support to the CCM in the routine review ofCCMBy-Laws and Standard Operating Procedures and submit any required changes to the CCM for approval 5. Support the Chair of CCM to ensure adherence to the CCM By-Laws by all members and advise the Executive Committee of failure to comply. 6. Support the CCM Chair and Vice Chair (or Executive Committee) in organizing CCM and committee meetings 7. Support new CCM member orientation and induction 8. Record conflict of interest matters 9. Support the execution of decisions of the CCM regarding recruitment of technical assistance 10. Maintain custody of all CCM documents, including governance documents and policies, proposals, grant performance and CCM oversight reports, communications with the LFA and the GF Secretariat, and all CCM secretariat activities. 11. Support visits by GF or other donor representatives 12. Appraise secretariat staff performance annually, as appropriate Harmonization; 1. Obtain and disseminate to CCM membership important plans, activities, and decisions by the wider health sector and national disease-specific policies that may impact on the functioning of Global Fund grants 2. Coordinate administrative support to align and harmonize Global Fund grants with the health sector policy, its strategic and financing framework

Proposal Development. 1. Support the proposal development team/committee to develop a proposal development work plan in line with procedures laid out in CCM Operational Protocol 2. Coordinate the dissemination of call for and submission of proposals from national stakeholders 3. Ensure the draft Global Fund proposal is circulated for review by CCM members as appropriate within set timeframe and submit all proposal documents to the GF on schedule. 4. Coordinate timely response to the Global Fund clarifications on the submitted proposals Support the Chair and Vice-Chair in their communications and negotiations with the Global Fund, LFA, Oversight 1. Work in consultation with the CCM oversight committee to ensure that a CCM oversight work plan and budget is developed annually 2. Ensure technical and financial grant reports/dashboards from PRs are sent to the oversight committee at least 3 weeks prior to the quarterly CCM meetings 3. Dissemination Oversight Committee reports/recommendations to CCM members at least 5 working days prior to the CCM quarterly meetings 4. Liaise with development partners to obtain support for oversight activities including providing technical expertise as necessary 5. Monitor and support implementation of CCM decisions 6. Coordinate CCM field visit activities including ensuring development of field visit guidelines, identifying field visit sites, making appointments and providing logistical support (in collaboration with the oversight committee chair and PRs) Communication and Constituency Engagement 1. Monitor and support implementation of an annual Communication Plan, including audiences, messages, and mechanisms for CCM communications and dissemination. 2. Disseminate information on the Global Fund grants 3. Upon recommendation by the CCM, relay relevant information and decisions in timely manner to key stakeholders that would have a sector-wide interest 4. Manage the development, updating and maintenance of an interactive website that includes framework documents, minutes, proposals, and performance reports for the CCM and the public. Conditions for participation in recruitment: Eligible to apply are all citizens of the Republic of Kosovo adults who have full capacity to act, have completed the required education and professional capacity to perform the tasks. Qualifications and Experience • Bachelor’s degree in health, management, social sciences, or other related field • At least five years in a management position in government, private sector or civil society • At least three years experience in program development and planning Knowledge and experience in contracting, grants administration, management systems, operational procedures, and financial management • At least one year experience supervising administrative support staff • Experience process management, stakeholder management, networking and organization of policy level meetings, preferably in the health sector is an advantage • Knowledge about GFATM modalities and structures, in particular the CCM and PRs desirable • Familiarity with and understanding of public health issues, especially in respect of the TB and HIV and Health Systems Strengthening is advantage • Master Degree in Public Health is an advantage Key skills • Ability to supervise and train others including staff and organizational stakeholders • Proven ability to communicate and interact with high-level officials from the government, NGOs and the private sector. • High degree of organization • Self-motivated without need for daily oversight • Exceptional communication; writing and editing abilities • Proficiency in written English, Albanian and / or Serbian • Computer skills essential - experience in the use of Word, Excel, E-mail and Internet. Laws and bylaws governing recruiting: According to Law no. 03 / L-149 on Civil Service of Kosovo and Regulation no. 02/2010 on recruitment procedures in the Civil Service.
