911 Board Minutes of October 20, 2005

Meeting called to order by Mr. Turner at 2:00 pm.

Secretary Mitchell was out of town and the meeting was chaired by Jamie Turner.

Members of the Board reviewed the minutes of the September Meeting. Motion to accept by Mr. Metcalf and second by Mr. Jones. Motion passed.

Terry Whitham reviewed the Monthly Call Report for the Board. New Castle County is still way above the national average for receiving wireless calls. Kent County showed an increase in calls and is also above the national average in percentage of wireless callers. Sussex County has also seen a strong increase in calls. Sussex County call volumes were estimated due to a failure with the Call Recorder Plus. Seaford will begin to track admin line calls with their new phone system in October.

Jim Cole reported on the Verizon billing. The August billing was only $83,000 due to receiving a $31,000 credit from the over billing of equipment in Newark. The September Billing included the billing for the mapping project.

Jim Cole reported that we had 50 trouble reports in August and 51 in September. Some were associated with scheduled maintenance. Sussex County had problems with the Call Reporter Plus System. It was down for about 2 weeks before the problem was noted. The system stopped documenting calls on September 9. It was reported to Positron on September 19 and sent to Second Level at Position on September 21. A new data collector was installed on the 26th and the trouble report was closed on the 29th.

Kent Center also had Call Reporter Plus problems. The problem was resolved in a few days and was determined to not be a hardware problem.

Sussex County also had a problem with calls automatically being forwarded to Seaford twice during race week. This was due to a problem with the make busy circuits. The have moved the circuits to new facilities to prevent occurring again. The make busy circuits in Delaware are older circuits. They have also alarmed these circuits All Cost Recovery Invoices that have been received to date have been paid.

Terry Whitham reviewed the Surcharge and Expenditure Reports. Call volumes overall are still up, but we are seeing a decrease in revenue to the PSAPs due to a decrease in the number of hard wire vs. cellular lines. We should start seeing income from VoIP providers in the near future.

Users/Technology Report: See Attached Lt. Henry no longer representing Wilmington PD in the PSAP group.

CAD Project update given by Capt. Papili. All agencies were allowed to work with a test server for 3 to 4 weeks. We continue to work on GIS data issues. The CAD Master File Training class was completed. We still project that Sussex County agencies and Dover PD will go live in February.

Mr. Metcalf asked when the project is expected to be completed. August 2006 is the current goal. We have not encountered any cost/equipment surprises; most surprises have been associated with GIS Issues.

Mr. Metcalf asked if we have encountered any issues with who and how the system will be maintained. Maintenance costs from New World will kick in after all of the go live dates and these will be billed to the Board. The GIS Maintenance will be handled by Mike Mahaffie’s group as Data Stewards from the Counties and State. Each agency there will be feeding data to the TeleAtlas Project. It expected that DELDOT will bear the long term maintenance costs of the TeleAtlas Project.

Terry reported that he is finishing the Wireless Phase II steering maps for all the groups. Sprint is sending Phase II data in Kent County and will be testing in New Castle next week. Mike Metcalf met with the PSAP Managers and brought them up to date on Cingular’s Project with an expected roll out of November 21. Cingular is still working on integrating the Cingular and NWS networks. There was discussion on the need to develop a common data form to report problems to the carriers and it would be nice to develop an internet based system for problem resolution.

Bill Streets asked what action the wireless industry is taking to resolve the problems with location pre-paid and similar phones. Mr. Metcalf reported that he does not think the carriers are doing anything along these lines and he hasn’t seen any action on the FCC letters concerning the same.

Terry reported that he was able to meet with representatives of Vonage at the APCO Conference. They are working with Verizon on an ANI/ALI dip. They are starting to do test calls. Other VoIP groups are starting to roll out service in Delaware. We are still working with these carriers on how they will handle nomadic users.

PSAP Managers Report – A short meeting was held earlier in the day with a presentation by Cingular on Phase II implementation. We also discussed trouble reporting forms.

OLD BUSINESS

Secretary Mitchell will be sending a letter to Sussex County to congratulate them on progress with their addressing project. Terry is looking at having letter presentation coincide with Sussex County’s hearing on their Display of Address Ordinance.

NEW BUSINESS:

We have received a request from the University of Delaware to fund the installation of a third 9-1-1 Position. They are making this request to assist them in handling the increased call volumes they experience during special events. Since they are getting a new phone system, they feel this is the best time make this upgrade. Motion to approve by Mr. Metcalf and second by Mrs. Sharp. Mr. Harrington recused himself. Motion passed unanimously.

The 9-1-1 Technology Committee has recommended the installation of a new phone system at Kent County. This will be a Power 911 System and cost $714,144.00. Motion to approve by Mr. Jones and second by Mr. Metcalf. Mr. Harrington recused himself. Motion passed unanimously.

The 9-1-1 Technology Committee has recommended the purchase of 12 Dell Color Laser Printers to be attached to the 9-1-1, MIS, and Mapping Systems. The cost is $890.00 per unit for a total cost of $10,680.00. Motion to approve by Mr. Harrington and second by Mr. Jones. Motion passed unanimously.

The 9-1-1 Technology Committee has recommended the purchase of UPS Systems to replace those currently in use at Dover and Seaford when we replace the phone systems. The recommendation is to purchase directly from the UPS Company and remove from the Verizon Maintenance Contracts at a significant cost savings. Motion by Mr. Metcalf and second by Mrs. Sharp. Motion passed unanimously.

The Board asked how the upgrades at New Castle County went. Mr. Street reported that things are working fine.

Next meeting is December 7 at Dover PD.
