Weather Exercise Instructions

This is a virtual exercise for a severe weather event in Red Deer and Lacombe Counties.

The exercise uses a Net Control Station (NCS) plus ten other stations including one located at the Emergency Operations Center (EOC).

Each operator participating in the exercise receives a skeleton script that specifies their station location and capabilities along with a minimum of specific messages to be introduced at specific times. Like a real net, the NCS has complete control over the stations participating in this exercise. The actions of the NCS may force an operator to improvise how and when they introduce their traffic assigned in the script.

Each communication must be preceded by the phrase – THIS IS A TEST

The goal of this exercise is to stress the system. Failures are built into the script and the net must accommodate the interruptions while providing useful information to our served agencies.

A timekeeper will announce time intervals. Your script indicates which pieces of information you will attempt to introduce at each time mark. Pay attention to the time keeper.

You may improvise on the wording suggested in the script. You should use proper EMCOMM terminology and properly classify your traffic as emergency, priority, or routine as appropriate to the situation. You should also use the proper tactical calls when necessary.

Any ARES member not directly participating as a scripted station may still participate via improvisation. Alternatively, they may be recruited by the EOC station to server as assistants. Otherwise, simply try to write down all net events, with a timeline, in your own log. Record-keeping is important.

The exercise begins when the timekeeper announces the 00:00 minute mark and the NCS calls the net. NCS Message ONE

This is a directed net. Please do not transmit unless directed to do so by Net Control. Tactical communications will be used during this net to expedite the reporting of severe weather conditions.

If you need to pass emergency traffic, please do not hesitate to notify Net Control. This net is open to anyone licensed to operate on this frequency and participating in the CANWARN Spotter program. We will break for anyone with Urgent or High Priority reportable events. Please call .

Alpha Message THREE: Five Minute Mark Break the net with the following information: Environment Canada reports that a funnel cloud has been sighted in the vicinity of Lavesta. It appears to be moving in a south east direction toward Rimbey. At last report it has not touched the ground.

Alpha Message FOUR: Eleven Minute Mark Inform NET that you are relaying to Lacombe County Protective Services that a tornado has touched down near Township Road 430 and Range Road 30 moving south east.

Alpha Message FIVE: Thirteen Minute Mark Inform NET that your family has coming running into the house saying that a tornado is bearing down on your location. You are leaving the air.

Alpha Message SIX: Twenty-One Minute Mark Inform NET that you are back on the air with your handheld. Report major structural damage, destroyed homes, your roof is damaged and antennas gone, you are now checking neighbors for injuries.

Alpha Message SEVEN: Twenty-Four Minute Mark Report emergency traffic: Major damage at Rimbey; the high school and elementary school are badly damaged. Major injuries. At least one fatality. I’m now helping the injured. Bravo Message ONE Accept invitation to function as ANCS station when called by NCS.

Bravo Message THREE: Ten Minute Mark Break the net for the following emergency traffic: Report tornado on the ground tracking south east through Rimbey. Lot of debris, rain, winds estimated at my location gusting to 110 kph. Tornado debris looks like pieces of houses and structures. No first-hand knowledge of injuries but ground track is through a residential area.

The wind is getting much stronger now and I can hear …

Delta Message TWO If NCS asks, volunteer to be County liaison after the original County liaison station leaves the air.

Delta Message THREE: Twenty Minute Mark Environment Canada is reporting at least three funnel clouds across Lacombe and Red Deer Counties. One is near Gull Lake moving south east, the second is near Penhold moving east, and the third is just north of Joffre moving north east. They want first-hand damage and injury reports.

Delta Message FOUR: Twenty-Six Minute Mark Environment Canada reports all funnels have disappeared from radar. They want to verify this with visual reports. Winds gusting to 80 to 100 kph, trees down, some structural damage. Hotel Message FOUR: Nineteen Minute Mark Report large trees down, power lines down, you are using your hand-held on battery power. Winds gusting to estimated 80 kph. Disturbed cloud formations appear to be north east of Penhold. Difficult to see clouds due to local terrain. Juliet Message ONE (during check-in): Name Callsign Location is mobile on highway 11 eastbound Dispatchable Emergency power capable

Juliet Message TWO: Seven Minute Mark Break the net with the following information: Reporting high winds, estimated 65 kph, hard to stay in your lane so you are pulling over; light rain some small hail present. Location is highway 11 at Joffre Bridge.

Juliet Message THREE: Sixteen Minute Mark Report to Net that the hail is over and you have exited highway 11 on highway 815 traveling north.

Juliet Message FOUR: Twenty-Three Minute Mark Report emergency. You have reached the path of the tornado at Clive. Significant damage, numerous homes collapsed, cars overturned, dozens of people injuried. Need ambulances now. EOC Message ONE (during check-in): This is . My name is located in the Red Deer County Centre, Range Road 275, operating fixed location the Red Deer County Emergency Operations Center; emergency power capable. My tactical callsign is EOC and I am not dispatchable.
