HS – Game Rules

Note – As of 11/20/2020 – ALL players, coaches, refs and spectators must always be masked – including while participating per the PA Universal Masking Mandate.

GAME RULES:

1) COIN TOSS: 4 choices: Take , Defense, Defend a Goal, Defer to second half

2) # OF PLAYERS ON FIELD: 6 v 6

3) # OF OFFICIALS: One (1)

4) TIME: 40 min. game: (2) 20 min halves. Clock will stop only in the last 1 min. of the 2nd half and only in games that are within one possession. (Incompletes, out of bounds, change of possession) 2 min half-time

5) SCORING: = 6pts. Extra pt. = 1pt 2pt Conv. = 2 pts. = 3 pts.

**Field Goal Rules – ALL kicking will be done without a . The holder and kicker may be the only players on the field. The defense clears off and the offense clears off to their respective . There is no .

All Field Goals hitting the ceiling/light prior to reaching the net may be ruled DEAD, It will be the refs sole discretion if a kick is within the framework of the field goal and hits the light/beam whether the try will be ruled successful (ex. Light right in front of goal post on far ends of Turf A and B in the frame work will be ruled good).

6) EXTRA POINTS: Kicking Extra points are tried from the top of the yellow circle Teams may kick for one point or run a play for two. 2- point tries are to be executed from the 7-yard line. Defense can return 2pt conversion only (for 2pts.)

7) SAFETY: 2 Points

8) KICK-OFFS: no kick-offs / no punts - ball starts at top of yellow lax circle (turnover on downs at the spot)

9) POSSESSION: 5 downs to score NO 1st downs; you must go for it on 5th (no punting, kick for FG for 3-points or try for score)

10) HUDDLE CLOCK: 25 seconds. Referee will announce a 10 second warning Note – NO COACH ALLOWED ON THE FIELD – PLAYER MAY RUN IN A PLAY FROM THE SIDELINE IF NEEDED

11) NO CONTACT: NO Blocking (at the line or downfield), no set picks or screen, NO Jamming, NO Stiff Arms, NO Pushing Out of Bounds, NO Contact with the QB

12) DEFENSIVE RUSH: Defender can rush AFTER 6 sec. count by referee. QB can only rush the ball if a defender crosses the

13) PASS/RUN: You can pass or run. Once the QB releases the ball (pass/pitch/handoff) it is a free rush by the defense

14) LINE OF SCRIMMAGE: QB-Center Exchange must happen – does not need to be between the legs. One man allowed in motion.

15) NO : NO stripping, /Loose ball - (clock runs)

16) TIME-OUTS: 2 30-second, Time-out per game, use at any time.

17) ONE MINUTE WARNING: An official time-out will take place with 1 min remaining in the second half.

18) Defensive Set-Up: The defense will have a 10-second courtesy to get set on defensive, offense may not hurry to line to get a play off as time expires. Any stoppage of clock resulting in less than 10-seconds being on the clock for offense resulting in a change of poss. will be the final play of the first half… ie. No rushing to the line as time is expiring to throw a Hail Mary when a field goal is kicked as time is expiring in the first half, in the second half, the clock would stop after a made field goal if game is within one score.

EQUIPMENT:

1) BALL: The ball must be of NCAA or NFL size & weight. OFFICAL Size unless otherwise agree upon between teams.

2) FLAGS: The flags used at United Sports NFL Flags must be unaltered, double-pop flag belt.

3) FIELD: cleats (plastic OR rubber/no metal) or sneakers; white lines are O/B – Teams need to set up on opposite sidelines – they must take the sideline that matches up to their home/away status.

4) UNIFORMS: Teams will have matching jerseys. Home must wear dark, away must wear white. If a player does not have a matching jersey/shirt they cannot play. *PLEASE NO pockets allowed on your shorts/pants….shorts get ripped and fingers get caught*

PENALTIES:

FOUL/HOSTILE LANGUAGE will NOT be tolerated: 1st offense = personal foul 2nd offense = personal foul (2 personal fouls = ejection)

10-15yd Penalties 1) Pushing Out of Bounds = (personal foul) – 15-yards depending on intent 2) Offensive pass interference – 10-yards, loss of down 3) Defensive pass interference (automatic 1st down) – 10-yards 4) Unsportsmanlike conduct / Personal Foul – 15-yards **TWO personal fouls = ejection
