1) This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on November 14, 2011. 2) The People’s Republic of Bangladesh (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit”) toward the cost of Leveraging ICT for Growth, Employment & Governance Project and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: Supply, Installation, Commissioning of Servers and Database for Establishment of Certificate Authority (CA). 3) The Bangladesh Computer Council serves as the implementing agency for the project and now invites bids from eligible Bidders for carrying out the “Supply, Installation, Commissioning of Servers and Database for Establishment of Certificate Authority (CA)” (Package # G19) under Leveraging ICT for Growth, Employment and Governance Project.

4) Bidding will be conducted using the International Competitive Bidding (ICB) method specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non- consulting Services under IBRD Loans and IDA Credits & Grants, January 2011, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria: 5)Key qualification criteria are as follows: I. The bidder must be a legal entity. Documentary evidence of legal entity (certificate of incorporation) and financial stability (most recent audited Balance Sheet and Income Statement). II. The bidder must have appropriate staff for the assignment. Must provide documentary evidence of availability of appropriate skills among staff. Please provide key profiles to be involved in the project. III. The bidder must have demonstrated capability of rolling out similar assignments in home and/or abroad. Please provide documentary evidence. IV. The bidder must be an authorized field delivery partner of the manufacturer of the product/solution/system in Bangladesh V. The bidder must have minimum 3 (three) years of experience of Supply, Installation, commissioning & maintenance of their offered servers and database products/systems/solutions. VI. The bidder must have successfully completed minimum 1 (one) similar IT contract for a value of at least USD 1 Million or equivalent amount within the last 5 (five) years. VII. The bidder must have minimum average annual turnover of USD 2 (two) million or equivalent amount during the past 3 (three) years. VIII. The bidder must have minimum amount of USD 1 (one) million or equivalent amount in any other freely convertible currency as liquid asset or working capital or credit facility from the banks. Other qualification requirements could be found in the bidding documents.

6) A complete set of bidding document may be purchased from the address below for a nonrefundable fee of Bangladesh Taka (BDT) 3,000 Or US$ 40 (Postal charge extra) in the form of Pay Order or Demand Draft in favor of Project Director, Leveraging ICT for Growth, Employment and Governance Project. Interested bidders may obtain further information and inspect bidding document at same address from 9:00 hours to 16:00 hours Bangladesh Standard Time (BST= GMT + 6:00 hours), Sunday through Thursday (except public holidays). Bidding document can also be viewed at website www.bcc.gov.b d (for inspection purpose only).

7) Bids shall be valid for a period of 150 days after bid closing and must be accompanied by bid security of United States Dollar (USD) 25,000 or an equivalent amount in a freely convertible currency. Bids shall be submitted to the address below on or before 06 October 2015 up to BST 15:00 hours, and they will be opened on same day at BST 15:30 hours in the presence of the bidders or their authorized representatives who wish to attend. Electronic bid submission is not allowed. 8) A Pre-bid meeting with the representatives of prospective bidders will be held at the address below at BST 11: 00 hours (BST= GMT + 6:00 hours) on 07 September 2015.

9) The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank- financed contracts.

10) The authority reserves the right to accept or reject any or all bids without assigning any reason thereof.
