HEAD OF PROPERTY AND FACILITIES

Reports to: Deputy Group director

Full time (35 hours a week)

Salary range: £55,000 - £60,000 per annum (dependent on experience)

Based at Coin Street neighbourhood centre, 108 Stamford Street, South Bank London SE1 9NH

The Head of Properties and Facilities leads the operational management and maintenance of Coin Street’s 13 acre estate which includes 220 homes, shops, design studios, galleries and restaurants, a neighbourhood centre with a busy conference centre and public realm. We aim to maintain and manage our estate to a high standard in keeping with our values and core purpose of creating an inspirational neighbourhood. This role is responsible for the effective development and delivery of a quality, customer focused and competitive property and facilities service that meets the current and future needs of the Coin Street Group.

KEY RESPONSIBILITIES

1. To contribute to the preparation of a 30 year strategic estates plan for the Group’s properties and be responsible for the planning and implementation of our property and facilities management at an operational level ensuring that the Group is statutorily compliant and the estate is fit for purpose.

2. To lead on developing and implementing building works projects, acting as project manager for authorised schemes, paying particular attention to regulatory requirements, quality, compliance with agreed specifications, timescales, safety and ensuring that value for money can be evidenced in all awarded contracts.

3. To lead, manage, develop and motivate the property and facilities team. Agree delivery targets and KPIs and ensure that they are achieved and, where possible, exceeded. Create opportunities for personal development of team members and for engagement in cross team projects. Review the property and facilities team resources and planning to optimise available resources in the delivery of our objectives.

4. To oversee the delivery of FM services and responsive maintenance works through internal staff and/or external contractors ensuring that services are procured in accordance with the Group’s financial/procurement regulations and that performance is managed to ensure delivery meets agreed KPIs and provides excellent customer service.

5. To ensure that regular inspections and condition surveys are completed across the estate and develop and implement a planned maintenance programme informed by these inspections.

Page 1 of 4 6. To provide robust and effective systems and processes to allow the monitoring of the property and facilities activities and performance. Provide regular reports on performance to the leadership team and, where appropriate, to board members.

7. To develop and ensure maintenance of easily accessible and auditable records for asset maintenance and management, including records of inspections, maintenance requests, complaints, costs and repairs. Ensure that accurate and detailed property records including site plans and O&M manuals are kept up to date and accessible. Co-ordinate and ensure that the Group maintains health and safety statutory documentation.

8. To lead on health and safety compliance in all activities undertaken to ensure the Group properly discharges its duties under its Health and Safety Policy; the Health & Safety at Work Act; COSHH regulations; and any other relevant statute, regulation or directive. Similarly, to ensure that contractors operate safely in accordance with these same statutes etc. Undertake the responsibilities for this post described in the Group’s Health & Safety plan. Review and develop existing and new policies in the line with statutory requirements, liaising with the Head of Youth & Adult Programmes and the Head of Centre where appropriate to ensure that Ofsted guidelines are met.

9. To ensure that fire risk assessments and other statutory and non-statutory testing and inspections are completed in a timely manner and by internal staff and/or external contractors who are appropriately qualified.

10. To oversee the assessment and approval of RAMS for events and activities taking place on the estate advising on appropriate levels of venue supervision and associated health and safety measures. To ensure that all buildings are safe and secure at all times for the health and well-being of all stakeholders.

11. To establish and keep up-to-date a risk register assessing potential risks in relation to our property and facilities activities and ways in which they can be mitigated. Establish and keep under review a disaster recovery plan for all property and facilities activities to ensure business continuity.

12. To develop and maintain strategic relationships with local businesses, our local authorities and other stakeholders.

13. To develop and implement the Group’s environmental strategy to ensure compliance with legislation and to deliver best practice across our estate.

14. To be accountable for the management of the budget for the property and facilities team and discrete projects as appropriate including contributing to the establishment and delivery of service charge budgets.

15. As a member of the Management Team to play a full role in the management and future development of the Coin Street Group.

16. To undertake such other tasks as the Group director or deputy Group director may reasonably require.

PERSON SPECIFICATION ______

KNOWLEDGE AND EXPERIENCE

A relevant degree or professional qualification [RICS, CIOB, BIFM, HNC in Building Services] or equivalent demonstrable work experience and evidence of continuing professional development.

NEBOSH certificate and knowledge of Health & Safety regulations relating to an estates function.

Knowledge of CDM and Building Control regulations.

Prince2 or similar project management certificate.

Proven track record of developing and delivering facilities solutions in a complex, multi stakeholder environment.

Evidence of developing and implementing effective systems and processes.

Successful record in leading and engaging staff to deliver on their objectives and to embrace change. SKILLS AND PERSONAL QUALITIES
