Job Description

Job Title: Water Resource Advisor (WRA)

Project: Rural Village Water Resources Management Project (RVWRMP)

Location: Dailkeh district headquarters with frequent travel to Project working VDCs

Supervisor: Deputy Team Leader, RVWRMP

Job purpose:

The WRA is responsible for overall coordination with local government, line agencies, civil society organizations etc. in respective district. As a member of the District Project Management Committee (DMC) the main function of Water Resource Advisor (WRA) in her/his district is to support the DDC in planning, coordinating, monitoring, funding and reporting of the water sector activities.

Duties and Responsibilities 1. Implementation of Policies, Guidelines and Manuals  Adhere to relevant policies, regulations and guidelines of HELVETAS Swiss Intercooperation Nepal.  Adhere to the policies and rules of the Government of Nepal and RVWRMP project.

2. Planning and reporting  Support DDC to analyse the water and sanitation situation of the district  Facilitate to prepare annual work plan of district sub-project and assist DDC and sector partners for water related plans and programs at district level.  Ensure prioritisation of schemes considers HRBA & GESI principles, and reaching the unreached  Coordinate with VDC and local political leaders to ensure the VDC fund for project activities.  Prepare bi-monthly progress report for PSU including DWRDF status.  Support DDC to analyze the water and sanitation situation of the district, including consideration of CCA and DRR and links to any LAPA  Coordinate with VDC and local political leaders to ensure the VDC fund for project activities.  Prepare bi-monthly progress report for PSU including DWRDF status.  Facilitate DDC/DTO to prepare quarterly and annual reports according to GoN regulations.  Prepare any other reports required by project.

3. Implementation and co-ordination  Assist DDC to implement overall RVWRMP district annual work plan.  Support DDC in selection of the Support Organizations (SO) and Support Persons (SP)  Support the preparation of agreements among stakeholders for various phases of scheme implementation; e.g. Agreements with the Users Committees.  Support DDC to timely release funds to Users Committees.

Job Description of WRA_2016 1  Support DDC to ensure coordination among sector actors through DMC to avoid duplication.  Assist DDC to organize joint campaigns in sector of environment, sanitation, HRBA&GESI and others

4. Capacity Enhancement  Assess the existing capacity and identify needs for further institutional support and capacity building of sector actors.  Facilitate DDC, PSU and SO/SP to plan and conduct appropriate capacity enhancement activities at CO, UC, VWRMC, VDC, SO staffs and DDC level.

5. Monitoring & Evaluation  Facilitate and monitor the operations funded through DWRDF on behalf of the RVWRMP.  Ensure adherence and implementation of Project guidelines, Step By Step procedure and HRBA & GESI Strategy at all levels.  Support DDC to establish appropriate monitoring and evaluation mechanism in the sector.  Facilitate scheme and VDC level monitoring; and the following performance evaluation of SO/SP, VDC and DDC.  Support preparation of Water Safety plans, and mainstream climate change and disaster risk reduction into VDC-level planning

6. Others  Participate VDC and Scheme level monitoring as project representatives  Improve working guidelines and manuals to be user friendly (at Partners, VDC and UC level).  Any other duties towards achievement of project objectives assigned by the supervisor

7. Academic Qualifications  Bachelor’s degree in Engineering, Social Sciences, Management

8. Professional Experience  A minimum of 10 years of relevant professional experience with proven experience from rural areas.  Experience in participatory planning/working at community level.  Experience in working with local elected bodies (DDC, VDC) and other field level partners (NGOs, line agencies etc).  Experience in donor funded project management and administration is an asset.

9. Other competencies  Fluent in Nepali, good in English. Any knowledge of local languages is an asset.  Excellent communication, presentation and facilitation skills;  Multi-cultural team work skills, yet, can work independently and take initiative; creative and flexible, and willing to work with communities under difficult field conditions.  Knowledge and/or experience in water, sanitation, hygiene, nutrition and/or health sector. First-hand experience with a community health, livelihoods or water project is a strong asset.  Demonstrated reference of strong sense of discipline and high moral conduct.  Sensitivity towards issues related to gender, social equality and poverty alleviation  Good computer skills (MS Office, familiar with utilizing internet).
