Meeting of the Members of the Gwynedale Residents Association June 22, 2017 Held at Gwynedd Square Presbyterian Church Present: Jon Zeitz, Dave Hull, Dan Damico, Josh Gieske, Ilya Maslov, Diane Beck and Association Members

1. The meeting was called to order by President Jon Zeitz.

2. The President’s Report a. Two Board positions are open. b. The Gwynedale trash project is nearing completion. c. We are moving forward with using our new interactive website for surveys and voting. d. A game plan is in place for the erosion problem. e. A long term plan is in place to stay ahead of grounds maintenance. f. Cement work is ongoing. g. Steps are being made to painlessly fund necessary future endeavors. h. The best way for homeowners to contact the Board and the Grounds and Architecture Committees is through our website at Gwynedale.net.

3. Treasurer’s Report a. Dave Hull presented the Gwynedale Income and Expense Statement for the period ending June 22, 2017. i. Landscaping comprises the vast majority of our funds at over $114,000. ii. Our structures and concrete expenses will increase as our community ages. iii. We are still negotiating the expenses incurred in the last major storm. iv. We are presently in a good place regarding our budget. b. The abandoned home has been sold at a sheriff’s sale. c. A few homeowners remain delinquent in their dues.

4. Single Trash Hauler a. A few trash cans need to be exchanged. b. We do not want Gwynedale to be in breach of our contract with Republic. i. A letter will be going out to the few who have not signed up for the new mandatory trash requirement. ii. Those not in compliance will incur a $10 a day fine. c. Homes up for sale will have information about the trash requirement in the information packet new owners receive and owners of rentals units will be informed. d. Republic will be notified of vacant homes on an ongoing basis. e. Notices will be placed on trash cans that remain out in violation of Gwynedale rules.

5. Basketball hoop and pole a. Gwynedale will be getting a more industrial pole and hoop. b. A paper was distributed with attributes of Proforce, which is in-ground and has a 54” spring loaded backboard. c. Each piece can be purchased individually and one hoop will be adjustable for younger children.

6. Grounds Committee a. Sidewalks are in the process of being repaired for the HOA and the contractor has been given a list of homeowners who requested quotes for their personal sidewalks. b. This year three Shearon reps, including one new arborist, came for the spring walk through. c. Our ash trees are dying from the top down due to the emerald ash borer, a small green beetle. i. A large number and possibly all will not survive. ii. This is happening across the country and tens of millions of ash trees have been lost, usually within 3 or 4 years of infestation. iii. The committee will be watching the ash trees and prioritizing the list, as it will take a large part of the budget over the next years. iv. The first to go will be liability trees. d. Our contract with Shearon specifies cutting the lawn, trimming tree branches, etc. e. Planting new trees is non-contract and therefore brings new expenses. f. The huge snowstorm of 2017 took over half of our snow budget and we are negotiating the cost as Shearon delayed a day and the snow froze, which meant using high cost hand shovelers rather than snow machines. g. At the end of the season Shearon will work on “beautification” such as filling in bad spots on lawns, and replacing trees that are being taken down now. h. Grass seed is available for residents who wish to repair their lawns.

7. Architecture Report a. Ilya presented results of the opinion survey regarding the tennis and basketball courts. i. 107 homeowners replied. ii. Over 80% never use the tennis courts, 15% use them about one time, and only 1% use them regularly. iii. The top 4 land use choices were: playground, open space, keep the basketball court, and a pavilion. b. Josh contacted real estate agents regarding the property value offered by tennis courts and was told that there is no property value increase, but properties could possibly sell more quickly with them. i. None of the options are cheap, with a possible cost of $50,000 to $100,000. ii. Money will come from capital funds, which will slowly be refilled. iii. The survey was not decisive and more information will be forthcoming as to costs of the various options, including costs of insurance. iv. Another survey will then be taken, with voting planned to take place in the fall. c. Home inspections are delayed this year and will take place in July. i. A new form has been developed differentiating between required improvements and recommended ones. ii. The Architecture Committee needs volunteers.

8. The meeting was adjourned after a vote to install Brian Kaplan as a Board member.
