CLITHEROE TOWN COUNCIL

MINUTES OF THE MEETING OF THE TOWN COUNCIL HELD ON MONDAY 8 JANUARY 2007

PRESENT: The Town Mayor, Councillor Allan Knox, in the Chair; The Deputy Town Mayor, Councillor David Berryman; Councillors Ian Brown, Ruth Hargreaves, Joan Knight, Mary Robinson, Margaret Sutcliffe and Alan Yearing

PRAYERS: Reverend Norma Johnson opened the meeting with prayers.

APOLOGIES: An apology for absence, together with the reason, was received from Councillor Stephen Sutcliffe.

66.07 MAYORAL COMMUNICATIONS Details of the official duties undertaken by the Town Mayor and Mayoress since 6 November 2006 were circulated for information.

67.07 MINUTES The Minutes of the meeting of the Town Council held on 6 November 2006 were approved and signed by the Chairman.

68.07 MINUTES OF THE COMMITTEES RESOLVED: That the Minutes of the meetings of the Planning, Finance and General Purposes Committee held on 27 November and 18 December 2006 be noted.

69.07 PLANNING APPLICATIONS Consideration was given to the planning applications for week ended 22 December 2006.

RESOLVED: (1) That no objection be raised to application 3/2006/1041; (2) That the Town Council objects to application 3/2006/1013 – 10 Duck Street, Clitheroe, on the ground that the proposed change of use will result in the loss of a residential property in Clitheroe Town Centre.

70.07 ACCOUNTS PAID RESOLVED: That the accounts paid for the months of November 2006 (£10124.25) and December 2006 (£6844.32) as set out in Appendix A to these Minutes, be approved.

- 41 - 71.07 ACCOUNTS The Town Clerk submitted details of balances as at 31 December 2006, together with Actual/Estimated Income and Expenditure for December 2006 and January 2007 as follows:-

The Town Clerk reported details of bank transfers he had arranged.

RESOLVED: That the Accounts, as submitted, be approved, along with the Bank Transfers.

72.07 TOWN COUNCIL WEBSITE – SECURITY POLICY The Town Clerk reported that it was hoped the Town Council would be able to ‘go live’ with their website in early February 2007.

He explained that it was necessary to agree a website security policy.

He submitted a copy of a proposed policy.

RESOLVED: That the website security policy as submitted be approved.

73.07 REQUEST FOR FINANCIAL ASSISTANCE – GREAT DAYS FESTIVAL 2007 Consideration was given to a request for financial assistance from Great Days Festival Development to assist with the organization of a one-day event on 2 June 2007 involving a street festival during the day, and evening concert.

In addition, the Town Council was asked to programme one of the bandstand concerts on 3 June 2007.

- 42 - The Town Clerk reported that a sum of £695 had been allocated in the 2006/07 revenue budget, but it would not be utilized during that period as no event was planned. He recommended, however, that this sum be allocated to assist with the event planned on 2 June 2007, as the Town Council had not included any grant funding for this organization in 2007/08.

RESOLVED: That a grant of £695 be made available to the Great Days Festival by utilizing the funding allocated in the 2006/07 revenue budget for the purposes of assisting with the proposed event on 2 June 2007.

74.07 CONSULTATION ON PROPOSED RIBBLE VALLEY CONSERVATION AREA DESIGNATION, EXTENSION APPRAISAL AND MANAGEMENT GUIDANCE, DECEMBER 2006 The Town Clerk reported that the Town Council had been invited to comment on the consultation document issued by Ribble Valley Borough Council relating to Conservation Areas which included a proposal to extend the existing conservation area in Clitheroe.

RESOLVED: That the Town Clerk be asked to invite Adrian Dowd, Principal Planning Officer (Design and Conservation) at Ribble Valley Borough Council, to attend the meeting of the Planning, Finance and General Purposes Committee on 29 January 2007 to explain the justification for extending the conservation area in Clitheroe.
