A NEW WAY TO CALL THE 112

112 VIDEO PROJECT

The 112 Video Project, was created by Nuno Miguel Carvalho, a Portuguese Senior IT Consultant, specialized in Video Communications, and membership of the EENA. The project was first announced at a European Level, on the 6th of June, in Brussels, at the “1st European Security and Safety Summit”, and was awarded by the EENA, as “Best Project Initiative”. The first phase of the project consists on the possibility to send and receive live video images, from a 3G mobile phone to an emergency call centre. With this new technology, the emergency centres will be able to better assist the citizen, giving them better guidance on what to do, and get from the citizen, crucial information that can be very important for survival. For example: There is an accident in the highway, and a citizen calls the 112 using his 3G mobile phone. After the call is connected a live video connection is activated, enabling the operator, at the medical emergency centre, to see the accident live, and make several things, like; correct screening, to identify if it is a real emergency or not (false alarms, are in some countries, more then 50% of the emergency calls), in order to decide what kind of assistance should be sent to the place of accident; advice the caller on what to do, while support is on the way, or how can it be solved, if support is not needed. This application can also be used for remote medical support, acts of terrorism, domestic violence, disable people (especially deaf people), etc. There is a pilot of this application running in Portugal, for demonstration proposal, to any country interested in implementing these features at their local 112 emergency centres. On a 2nd phase, our goal, is to join all the 112 emergency centres in the EU, creating one big video network, allowing any country to interact, on live video, with other countries, in order to get help in local language, in case the citizen is a foreign citizen having the need of the 112 support, out of his country of citizenship.
