1.0 SCOPE

This Special Provision covers the requirements for the mechanized spray patching of bituminous pavements with asphalt emulsion and aggregates.

6.0 EQUIPMENT

6.01 Tanker

The supply tanker shall conform to the requirements of the Ontario Gasoline Handling Act and Code, as administered by the Technical Standards and Safety Authority (TSSA), and shall have the following minimum equipment: a) A heating and circulating system to keep the binder at a constant and uniform temperature; b) An easily read dial thermometer and an armoured thermometer permanently mounted in the tank to accurately establish the temperature of the binder; and c) Provisions for offloading the binder.

The patching unit shall have the following minimum requirements:

6.02.01 Computer Control System

The computer control systems shall have the following requirements: a) Capability of co-ordinating the spray nozzles and aggregate gates with the control levers so that the operator can, from his position, vary the width and length of the patch; b) Regulating the binder pump speed to ensure correct and uniform application of binder; and c) Measuring the area repaired in square metres.

6.02.02 Spray Bar

The spray bar shall be capable of: a) Adjusting the spray height; and b) Adjusting the spraying width from 0.3 m to at least 2.0 m.

6.02.03 Circulation System

The circulation system shall have a strainer.

6.02.04 Aggregate Gates

The aggregate gates shall be capable of adjusting the spread width to correspond to the selected spray width and provide a uniform flow and application of aggregates across the spreading width within a range of 0 to 30 kg/m2.

6.02.05 Aggregate Hopper

The aggregate hopper shall be self loading.

6.03 Rotary Power Broom

The power broom shall be capable of cleaning gravel, sand, dirt and other debris from a bituminous surface.

6.04 Roller

The roller shall be pneumatic-tired, self-propelled and shall be according to OPSS 304.

7.0 CONSTRUCTION

7.01 Operational Constraints

Patching operations shall not be carried out if any of the following situations exist:

January 2008 Page 2 of 4 SSP 399S18 a) The air temperature at the work location is less than 10C; b) The road surface is wet; c) Under conditions of high humidity; d) Rain is imminent; e) Prior to May 15th south of a line through Pembroke, Magnetawan and Pointe Au Baril Station except by written permission of the Contract Administrator; f) Prior to June 1st north of a line through Pembroke, Magnetawan and Pointe Au Baril Station except by written permission of the Contract Administrator; g) After September 1st except by written permission of the Contract Administrator; and h) Later than two hours before sunset.

7.02 Surface Preparation

Immediately prior to the patching operation the bituminous surface shall be swept clean of all gravel, sand, dirt and other debris.

7.03 Application of Binder and Aggregate

Binder shall be kept at a temperature of 70oC10oC in the tanker. Heating of the binder above the manufacturer's recommended range is not permitted. During the application of binder, the forward speed of the patching unit shall not exceed 3.5 km/h. After the surface has been prepared, the binder shall be uniformly sprayed at 1.9 litres/m2 for CRS-2 or CRS-2P, or 1.6 litres/m2 for HF150S. The application rate of aggregate shall be within the range of 12 to 14 kg/m2 for Class I aggregates, or within the range of 16 to 19 kg/m2 for Class II aggregates, and sufficient to ensure adequate stone coverage to prevent pick-up.

7.04 Rolling

The aggregate shall be rolled using a pneumatic-tired roller. The roller shall be operated at such a speed as to prevent aggregate pick-up but in no case shall the speed exceed 10 km/h. Rolling shall be carried out in such a manner that the entire area receives at least two passes from the pneumatic-tired roller. All rolling shall be completed within 300 m of the patching unit.

7.05 Protection of Work and Traffic Control

The Contractor shall ensure that the work is not damaged by traffic and shall restore areas damaged by traffic at no cost to the Owner. Traffic control shall be the responsibility of the Contractor and shall be according to the Ontario Traffic Manual (OTM).

7.06 Rotary Power Brooming

Excess aggregates shall be swept from the roadway within 24 hours of application and in such a manner that the patch is not damaged.

8.0 QUALITY ASSURANCE - Not Used

9.0 MEASUREMENT FOR PAYMENT

The area patched will be measured in square metres by the patching unit. The Owner reserves the right to verify measurements.

10.01 Mechanized Spray Patching - Item

Payment at the contract price for the above tender item shall be full compensation for all labour, equipment and materials required to do the work.
