Agenda Item 1 Meeting called to order, introductions made Welcome & Introductions

Agenda Item 2 The meeting minutes from September 21, 2016 were approved with no corrections Approval of Minutes

Agenda Item 3  Mark Fenton’s draft proposal, for a possible 3-day site visit to the region, was provided to Mark Fenton workgroup members Proposal Review  Members reviewed the proposal and there was general discussion about the contents and & Strategic suggestions for revision Planning  Fenton proposed dates that he is available in March, April, May, and June  It was generally agreed upon that September 2017 would be a good time for Mark Fenton’s visit. This will allow more time for planning, will allow for advanced notice to organizations/municipalities, will also allow more time to get more complete streets policies in place across the region, and will also be conducive to college student’s schedule, if they are included in the event  The group came up with several ways that local colleges (students and professors) could be involved in Mark Fenton’s visit including: mapping of region/communities prior to visit, and being trained as walk audit facilitators  The workgroup spent time discussing level of Complete Streets policy and knowledge in the PHIP region and how best to make use of Mark Fenton’s expertise  Counties and communities have varying level of involvement and/or knowledge of Complete Streets. Some have passed policies and are looking to implement policies and others have limited knowledge of Complete Streets  Schoharie County: Complete Streets policies in place, part of the Community Health Improvement Plan through the Health Department. Not a high level of implementation  Herkimer County: Several communities have policies, limited examples of implementation  Otsego County: High level of Complete Streets knowledge, some implementation has begun, Oneonta received a $10 million downtown revitalization grant that could tie into Complete Streets and possibly Mark Fenton’s visit (Oneonta could possibly fund this separately)  Fulton County and Montgomery County: low level of Complete Street knowledge, a lot of ground work to be done  The group is unsure how to maximize Mark Fenton’s visit to include all regions. The group felt that the proposal as is would only benefit a single region or community and needs to be revised  The group expressed concern about the amount of pre-event work that needs to be done, especially for areas that are not familiar with complete streets  Suggestions for revisions were made including:  Break Mark’s visit up geographically over the 3 days to try to best cover the 5-county region  Half day in Schoharie County, half day in Herkimer County, a full day in Otsego County (specifically Oneonta), and a full day in Montgomery/Fulton County.  Windshield tour: A core group of individuals on the bus, but you can visit different communities as you travel to capture a variety of people and municipalities  The group discussed the importance of getting significant stakeholder involvement for the Fenton Visit: DPW, service groups, public transportation, superintendents of schools, planning boards, etc.  Reviewed the level of pre-planning that needs to go into this event to make it successful. This is especially crucial as communities are at different levels across the region. Ideas for preplanning include:  Mark Fenton could do pre-event webinars and phone calls with the group  Have Mark Fenton come in, possibly in the spring and do a presentation and we can invite stakeholders throughout the region. This could capture interest from the right people before the event in September  Maureen Blanchard and/or Lynae Wyckoff (RHENSOM) could possibly do pre-event work to educate communities about complete streets  Maureen Blanchard suggested that she could possibly lay the groundwork and use local people/local stories. Aletha Sprague agreed to look into possible reimbursement through MVPHIP to compensate Maureen for time and/or travel to scout areas.

Agenda Item 4  Create a subcommittee of interested members to work with Mark Fenton to revise the Wrap up & Next plan to best serve the 5-county region Steps  Subcommittee can collaborate with Mark Fenton via phone calls and/or webinar and bring a revised proposal back to the whole group  Possibly look into a pre-event seminar or webinar in the spring prior to the 3 day event in September to get stakeholder engagement/interest  PHIP can organize this event, but the committee needs to work on getting people on board to attend  Pass Mark’s proposal/information along to City of Oneonta planning committee to see if they have interest in having their own Mark Fenton site visit.
