Town of West Bath Selectman Meeting Minutes November 9, 2015

A regular meeting of the West Bath Board of Selectmen was held on Monday, Novembe r 9, 2015 at 5:30 p.m. in the meeting room of the West Bath Town Hall, 219 Fosters Point Road, West Bath, ME.

I. Called to Order at 5:34

II. Attendance and Establishment of Quorum

III. Pledge of Allegiance was said.

IV. CONSENT AGENDA 1. Approval of Minutes for a.) October 26, 2015 Board of Selectman Meeting 2. Approval of Warrant(s) 3. Upcoming Meeting(s): a.) The next regularly scheduled meeting of the Board of Selectmen will be held o n Monday November 23, 2015 at 5:30pm in the West Ba th Town Hall.

Motion made by Selectman Oceretko to accept the consent agenda seconded by S electman Hennessey at 5:35 p.m. Unanimously Approved

V. PUBLIC HEARINGS -

VI. CITIZEN’S COMMENTS – Representative McCreight updated the Select Board wit h the bills that were presented during legislative session.

VII. COMMITTEE/DEPARTMENT/WORK GROUP REPORTS - None

VIII. BUSINESS ITEMS

1. New Selectman Welcome/Introduction Introduced Madelyn Hennessey as the Town’s new selectman. She mentioned that she is happy to serve in a new capacity in a place that she calls home. Town of West Bath Selectman Meeting Minutes November 9, 2015

2. Board of Selectmen Chairman Vote/Discussion Selectman Nelson motioned to nominate Selectman Oceretko as the new chai r, seconded by Selectman Hennessey - Vote 2-0 with Selectman Oceretko abs taining from the vote.

3. Junkyard Policy Selectman Oceretko updated the board on the junkyard policy that he was presenting to the board. Motion made by Selectman Nelson to accept the Junkyard Policy as written seconded by Selectman Hennessey Vote 3-0

4. Abatement 5 (Wakely, U13 Lot 26, 56 Rosedale Road) Motion to accept the abatement in the amount of $39.52 as written by Selectman Nelson seconded by Selectman Hennessey Vote 3-0

5. Abatement s 6&7 ( Map/Lot R05-006-007 R05-006-008, Williams Island) Map/Lot R05-006-007 and Map/Lot R05-006-008 were taken as separate items. R05-006–007 motion made by Selectman Nelson to deny abatement 6 seconded by Selectman Hennessey Vote 3-0 R05-006-008 – motion made by Selectman Nelson to deny abatement 7 seconded by Selectman Hennessey Vote 3-0

6. Abatement 8 (Personal Property Account 81) Motion to accept the abatement in the amount of $7.39 made by Selectman Nelson seconded by Selectman Hennessey Vote 3-0

7. Assessing discussion (15 Sugar Lane) The owner questioned the assessment of the house. Selectman Nelson mentioned that he would need to file an abatement in order to go forward.

8. Quit-Claim Deed (U10 Lot 09) Motion to accept the quit-claim deed for U10 lot 09 was made by Selectman Nelson seconded by Selectman Hennessey Vote 3-0

9. Warren Swanson Marine Resource Discussion Spoke to the board in reference to issues with things being left at the New Meadows Lake. Warren also presented to the board what the Marine Resources would like to have done with Shellfish Licenses going forward and the ordinance changes that will be presented at Town Meeting.

10. Shawn Babine Properties Discussion (R03 Lots 3-A, 3-B, and 10) Motion made by Selectman Nelson seconded by Selectman Hennessey to tabl e this item. Vote 3-0 Town of West Bath Selectman Meeting Minutes November 9, 2015

11. Other Selectman Oceretko gave information to the board in reference to the Floodplain and the Comprehensive Plan.

IX. EXECUTIVE SESSION

1. Request to enter into an executive session pursuant to Title 1, Chapter 13, Section 405, 6., A. of the M.R.S.A. for the purpose of discussing personnel issues.

Motion made by Selectman Nelson to enter into Executive Session at 7:00 pm. Seconded by Sel ectman Hennessey Unanimously Approved.

Board resumed regular session at 8:25 p.m.

X. SELECTMEN COMMENTS/ANNOUNCEMENTS - None

XI. ADJOURNMENT - Motion made by Selectman Nelson, seconded by Selectman Hennessey to adjourn. Meeting adjourned at 8:26 p.m. by unanimous acclamation.
