SHALERSVILLE TOWNSHIP TRUSTEES Regular Meeting

8:00 P.M. August 2, 2016

The first meeting of the month was held in the Town Hall meeting room with John Kline, Nancy Vines, Frank Ruehr, Jr., and Fiscal Officer Jill Corbett present. Chairperson, John Kline called the meeting to order. The pledge of allegiance was led by Chuck Casalicchio.

Others present – Jim Corbett, Mick Smith, Joe Bodnar, Jeff Phillips, Greg Devos, Carol DeVos, Dan Wood, Karen Schulz, Charles Casalicchio, Greg Benner and Jo Gobble.

Copies of the minutes from the July 19th , 2016 Regular Meeting were made available for those present.

Frank Ruehr, Jr. made a motion to dispense with the reading of the minutes from the July 19th. 2016 Regular Meeting, and to approve the minutes as written. The motion was seconded by Nancy Vines. All in favor and the motion carried.

The Fiscal Officer, Jill Corbett reported Legislative Activities Alerts were emailed from Heidi Fought for the Ohio Township Association noting weekly activities. Copies of all other materials received by email, fax or mail were provided to the Trustees for review in case action needs to be taken.

1. A letter was read from Jill Corbett to Otto Faulkenburg for his donation for the equipment for the construction of our new parking lot at the Shalersville Township Town Hall and the new walking path at the Shalersville Park.

2. Jill informed the BOT and the visitors that Brad Cromes and the Portage County Treasure Office is offering low interest loans on property home improvements.

3. Benjamin Kotkowski sent a letter of interest to be an alternate with the Zoning Board of Appeals.

4. Jill presented the BOT with a recap of the spring clean-up. Total expenses were $11,888.73, income from C&B Recycling was $2,348.00 with the net expense of $9,450.43

Greg and Carol DeVos inquired if anything is being done with the Harper ditch that runs through Carol’s property. Frank Ruehr Jr. let them know that he has spoken to Shelly Co. that has caused the problem by re-routing with their excavation of their mining project. They are supposed to be out there this week to work on correcting the problem, if they are not, Frank will contact the Army Corp. of Engineers.

Jim Corbett, Road Supervisor let the BOT that someone had spray painted smiley faces on the roof of the concession stand at the park and the backside of the dumpster.

Mike Smith with the Crestwood Girls Softball teams requested fields for a fall league. He requested field #2 Wednesday, Thursday and Friday and field #7, Monday and Friday.

The BOT welcomed Greg Benner as our new Zoning Inspector. Frank Ruehr, Jr. made a motion to accept Resolution 2016-10 stating Greg as our new Zoning Inspector. The motion was seconded by John Kline. All in favor and the motion was carried.

Greg stated that he is looking forward to the challenged of being the newly hired Zoning Inspector.

Jill had the bond for Greg to sign and business cards will be ordered.

Jeff Phillips just wanted to say “Kudo’s” to our road crew and the good work they do. Mr. Phillips lives in the Catherine Court Development.

Charles Casalicchio wanted to say he appreciated all that the BOT does.

Jo Gobble asks if there was anything new with the flooding problem in Aurora East. The BOT have not received any new news. Jo made mentioned that in the July 19th minutes, there was an error. Carol Perkins concern over the vacant property on Fairfax in Aurora East was mistakenly printed at being in Red Fox.

Joseph Bodner presented the BOT and visitors with his Accessibility Assessment / Evaluation proposal to bringing our school into ADA compliance. He explained many of the issues that will need to be addressed. He answered many of the questions the BOT had. The next step is he will meet with Karen Schulz and tour the school. Dan Wood wanted to inform the BOT that there is a property on Weaver Rd. that has been having yard sale items in his front yard for months. The complaint has been turned over to Greg Benner to investigate.

Nancy Vines informed the BOT that she went to University Hospital round table meeting. They are a Level 3 Trauma Hospital. They are looking in the future of finding a property that will work to house an Adult Day Care and also a rehabilitation facility for drug addict. Nancy continues to look into proposing our school as an option for them.

She received a call from Carol Perkins thanking the good citizen for mowing the vacant property in Aurora East.

Nancy spoke on the surrounding communities holding public meetings to address the growing drug problem. They are setting up 3 programs with the PC Health Dept., Sheriff David Toth presenting. The High School will schedule theirs the last week in August, Hiram Twp. September 24th, and Shalersville Township Town Hall October 22. Frank Ruehr, Jr. made a motion to waive the rental fee for the public meeting. The motion was seconded by John Kline. All in favor and the motion was carried. Nancy will cover the $100 deposit.

John Kline will attend the P.C. Regional Planning meeting,. August 10th. at 4:30

The P.C. Regional Planning also is requesting details on our Shalersville Park, dimensions, buildings, ballfields and such. They would like to know if there is anything else we would like to see happen with our park.

Frank Ruehr, Jr. spoke to Greg Benner about the letter the BOT received to go and look at the Hawkins property to see if the trailer has been moved. Greg and Frank will plan a time to go and do this.

Frank, John and Nancy will go on a fact finding drive to see which township roads will need to be chip and sealed.

Jim Corbett let the BOT know that the Lyons Club dropped off new watering cans at the cemetery.

Jill Corbett, Fiscal Officer asked the BOT to sign a Purchase Order for and additional amount of $17.26 for the No Engine Brake signs. $400 was approved at the July 19th. meeting.

Frank Ruehr, Jr. made a motion to pay the bills. The Motion was seconded by Nancy Vines. All in favor and the motion was carried.

Frank Ruehr, Jr. made a motion to pay Ron Kotkowski $860.00 for being our interim Zoning Inspector. The motion was seconded by Nancy Vines. All in favor and the motion was carried.
