PLEDGE

The City Council meeting was opened with the pledge of allegiance led by Mayor Little.

CALL TO ORDER

The regular meeting of City Council was called to order at 7:02 p.m. on Monday, September 14, 2009.

ROLL CALL

The following Aldermen were present for Roll Call: Ayes - Alderman Bradford, Bumbalough, Dearborn, Steele, and Welton.

Also present were Mayor Little, Deputy Clerk Haller, Treasurer Robbins, and Attorney Tibbs.

Absent: Alderman Babb, Engineer Good, and Clerk Coltrin.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Bradford made a motion, seconded by Alderman Dearborn, to approve the minutes of the Regular City Council meeting held on August 24, 2009 Roll Call Vote: Ayes – Alderman Bradford, Bumbalough, Dearborn, and Welton. Nays - none. Alderman Steele abstained. Motion passed.

Alderman Bumbalough made a motion, seconded by Alderman Welton, to approve the Executive Session minutes on August 24, 2009 Roll Call Vote: Ayes – Alderman Bradford, Bumbalough, Dearborn, and Welton. Nays - none. Alderman Steele abstained. Motion passed.

Alderman Bumbalough made a motion, seconded by Alderman Dearborn, to table the Executive Session minutes on September 8, 2009 until corrections can be made. Roll Call Vote: Ayes – Alderman Bradford, Bumbalough, Dearborn, Steele, and Welton. Nays - none. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

Mayor Little reported that code letters will be sent out this week. McCamy’s needs to be in compliance by September 19th.

There will be a planning meeting with IDOT in Peoria at the Becker Building, 9th floor. The meeting is at 1:00 pm on September 24, 2009 and needs to be posted.

Clerk

Treasurer

No Report.

Attorney

No Report.

City Engineer

A letter of substantial completion was submitted to the attorney for review. Attorney Tibbs approved.

Communications

None.

CITIZENS WISHING TO ADDRESS THE COUNCIL William McDonald, 1017 Lincoln Road, received a letter that he has to pay for water while away for the winter. He feels that $14.76 per month is too much.

Richard Smith, 125 Calumet, is asking for a variance for a fence in the front yard only of his residence. He has 5 kids, some are special needs.

REPORTS OF STANDING COMMITTEE

Water and Sewer - Alderman Bumbalough

There will be an open house at the new water plant on November 1, 2009 at the water plant.

Law Enforcement - Alderman Dearborn

Streets - Alderman Welton

No Report.

Parks and Public Buildings - Alderman Bradford

No Report.

Fire - Alderman Steele

Alderman Steele submitted the August report. FF BJ Ingles was firefighter of the month.

The council was reminded of the pork chops and rib eyes at the garage sales on the 19th.

Finance/Planning - Alderman Babb Alderman Bradford made a motion, seconded by Alderman Steele, to pay bills totaling: $45,130.87 from General Fund; $46,344.36 from Motor Fuel; $17,911.11 from Sewer; $46,134.88 from Water, $6,722.88 from Wheel Tax, and $867.00 from savings. Roll Call Vote: Ayes – Alderman Bradford, Dearborn, Steele, and Welton. Nays - none. Alderman Bumbalough abstained. Motion passed.

Approve Tibbs Construction to repair pavilion roof

Alderman Bradford made a motion, seconded by Alderman Bumbalough to approve Tibbs construction to repair pavilion roof for $9170.00 from Parks savings. Roll Call Vote: Ayes – Alderman Welton, Bradford, Bumbalough, Dearborn, and Steele. Nays - none. Motion passed.

Approve $1000 for the wiener roast

Alderman Bradford made a motion, seconded by Alderman Welton to approve $1,000 for the wiener roast. Roll Call Vote: Ayes – Alderman Bumbalough, Dearborn, Steele, Welton, and Bradford. Nays - none. Motion passed.

Approve $7,200 to Laser Electric for auto-dialer

Alderman Bumbalough made a motion, seconded by Alderman Steele to approve $7,200 to Laser Electric for auto-dial for emergencies at the lift stations. Roll Call Vote: Ayes – Alderman Bumbalough, Dearborn, Welton, and Steele. Nays – Alderman Bradford. Motion passed.

Approve appointment of FOI Officer

Alderman Dearborn made a motion, seconded by Alderman Bradford to approve the appointment of the Deputy Clerk, Angel Haller, as the FOI Officer. Roll Call Vote: Ayes – Alderman Bumbalough, Dearborn, Welton, Bradford, and Steele. Nays – None. Motion passed

Approve $1750 for the Fire Dept. Incentive Fund Alderman Steele made a motion, seconded by Alderman Bumbalough to approve $1750 for Fire Dept. Incentive Fund. Roll Call Vote: Ayes – Alderman Bumbalough, Bradford, and Steele. Nays – None. Alderman Welton and Dearborn abstained. Motion passed.

Approve approx. $2,500 out of Wheel Tax for sealcoat patchwork

Alderman Welton made a motion, seconded by Alderman Bumbalough to pay approx. $2,500 out of Wheel Tax to Midwest Asphalt for sealcoat patchwork. Roll Call Vote: Ayes – Alderman Bumbalough, Dearborn, Welton, Bradford, and Steele. Nays – None. Motion passed.

Approve $928 plus shipping to Rydin Decal for 2010 Wheel Tax Stickers

Alderman Welton made a motion, seconded by Alderman Steele to approve $928 plus shipping to Rydin Decal for 2010 Wheel Tax Stickers. Roll Call Vote: Ayes – Alderman Bumbalough, Dearborn, Welton, Bradford, and Steele. Nays – None. Motion passed.

Approve zoning variance for 125 Calumet, Richard Smith

Alderman Bradford made a motion, seconded by Alderman Bumbalough to table until modifications are brought back. Roll Call Vote: Ayes – Alderman Bumbalough, Dearborn, Welton, Bradford, and Steele. Nays – None. Motion passed.

Discussion: House drawing was not at an angle, very small back yard. Maybe it should be offset off the sidewalk.

Approve zoning variance for Jeff Young, Ordinance 768

Alderman Bradford made a motion, seconded by Alderman Bumbalough to approve zoning variance for 113 Calumet, Jeff Young. Ordinance #768. Roll Call Vote: Ayes – Alderman Bumbalough, Dearborn, Welton, Bradford, and Steele. Nays – None. Motion passed

CITIZENS WISHING TO ADDRESS THE COUNCIL

None.

ANY OTHER BUSINESS PERTAINING TO THE CITY A certificate of substantial completion must be signed so that we can take possession of the new water plant building and the insurance can take over.

Alderman Bumbalough made a motion, seconded by Alderman Bradford, to authorize signature on the certificate of substantial completion. Roll Call Vote: Ayes – Alderman Bumbalough, Dearborn, Welton, Bradford, and Steele. Nays – None. Motion passed

ADJOURNMENT

Alderman Bradford made a motion, seconded by Alderman Bumbalough to adjourn the regular City Council meeting at 7:38 p.m. Voice Vote: All Ayes. Motion passed.
