NOTES Please email all quotations to the above email address number clearly marked “E-Rate RFP Response”.  Vendor questions and anwers related to this Request for Proposal (RFP) will be posted on the same district web page as the RFP.  All quotes are submitted with the understanding that the implementation is predicated upon: o Enrollment stays constant. o Existing budgetary conditions.  The contracts will be let on or after February 28, 2015. Purchase and installation of products and services will be between July 1, 2016 and June 30, 2017.  Components recommended in the response from Vendors must specifically meet the criteria specified by USF Category 2.  The following specifications are to be used as guidelines in preparing a response and solution. Specifications may change due to technical improvements and model changes; the base requirements and industry standards annoted must be met or exceeded.  It is the District’s intention that only USF eligible items will be in the Vendor response. If items that are not USF eligible are in the Vendor RFP they should be separated and itemized. Vendors should use the USAC website for guidance. This is solely the Vendors responsibility to review and update the RFP responses and keep the District aware of any changes due to

Harper Woods Public Schools – eRate RFP – February 2016 compliance with the USAC regulations.  All Vendors must adhere to the Lowest Corresponding Price (LCP) guidelines (as dictated by the SLD).  The District reserves the right to choose multiple Vendors to fulfill its requirements.  Vendors may solicit 1 and 3 year responses.  All Vendors must have an E-Rate SPIN designation.  All Vendors must have the 2016 Service Provider Annual Certifcation Form 473 on file with USAC by September 1, 2016.  The District reserves the right to accept or reject any or all quotations without justification.  District execution on any contract regarding this RFP is based solely upon successful funding approved by the Universal Services Fund. Contracts may be revised or teminated if the funds from USF discount program are not approved or do not meet the requirements of the USF and the District. It is the Vendor’s responsibility to understand and comply with the rules and procedures required by the Schools and Libraries Corporation and the Universal Services Fund. If requested the successful Vendor will complete the SPI (Form 474) application. All Universal Services Fund form processing and Vendor response preparation are solely the Vendors responsibility and the District is not responsible for ANY costs associated.  As the District works directly with its Board of Education, the Board of Education reserves the right to: o Reject any or all bids without assigning any reason or explanation. o Be the sole judge of equivalency and interpretation. o Waive any bid requirement in accepting or rejecting Vendor bids.

The cost of product and services is important; however, it will not be the sole determining factor. The District is looking for Vendor response that will allow for growth and expansion and the associated total cost of operation (TCO) associated with the Vendor response. The District is not required to accept the lowest bid response.

Category 2 Services for Your Schools

Network Switches  The proposed closet switch / closet switch stack must be able to be managed by the existing Management tools used by the district, AirWave Management Platform for the purposes of managing, monitoring, and troubleshooting.  The proposed closet switch should support the ability to tunnel traffic in a GRE session back to a centralized controller.  Spanning Tree (MSTP & Rapid PVST+) - The proposed closet switch must support both Multiple Spanning Tree and Rapid Per VLAN Spanning Tree +.  The proposed closet switch should support both static and dynamic LAGs using the Link Aggregation Control Protocol (LACP).  The proposed closet switch is to support Hot Standby Link to back-up another Layer 2 interface so that these interfaces become mutual backups.  The proposed closet switch is to support CDP Fingerprinting in order to place Cisco IP phones on the proper VoIP VLAN.  The proposed closet switch must support the following Port Security features: DHCP Snooping, DHCP Trust, Dynamic ARP Inspection, IP Source Guard, RA Guard, & Loop Protect.  The proposed closet switch is to support GARP VLAN Registration Protocol.  The proposed closet switch must support Broadcast, Unknown-Unicast, Multicast, Bandwidth Limit as low as 1% of Interface Speed.  The proposed closet switch must support Strict Priority Queuing, Classification/Remarking. These features should be configurable per interface, per ACL and per user role or user type.  The proposed closet switch must support InterVLAN routing via Routed VLAN Interfaces (RVI), Static Routing, OSPFv2, and Policy Based Routing. In addition the switch should support Virtual Router Redundancy Protocol (VRRP).  The proposed closet switch must support both L2 and L3 GRE tunnels.

 The proposed closet switch must support Protocol Independent Multicast (Sparse Mode (SM) and Source Specific Multicast (SSM), along with Snooping (IGMPv1/v2/v3 Snooping, MLDv1 Snooping).  PoE - Support for PoE+ including a modular power design allowing for additional PoE capacity. Harper Woods Public Schools – eRate RFP – February 2016  Cross-closet Stacking - The proposed closet switch must possess the ability for up to 8 switches in one stack where if needed the stack can be split between closets.  The proposed closet switch must support Access Control Lists based on Ethertype, MAC address, as well as Standard and Stateless ACLs, along with Session-based ACLs.  The proposed closet switch must support user role assignment based on: VLAN ID, Access Control Lists, QoS Profiles, Policer Profiles, Captive Portal Settings, and VoIP Profiles.  The proposed closet switch must allow for the use of configuration profiles which can be applied to groups of interfaces and VLANs.  Must include all cables, antennas, software and licensing.  Must have a lifetime warranty.  Must be compatible with the District’s existing infrastructure.  Necessary fiber jumper cables to connect to the GBICs.

UPS  11 UPS APC XL2200 with battery pack or equivalent.  Must include all necessary cables and software.

Basic Maintenance of Eligible Broadband Internal Connection Components  Technical support to maintain reliable operation for eligible broadband internal connections components (wireless access points, controllers, network switches, UPS, routers and firewall).  Vendor should clearly state the manufacturer’s warranty and support for each item.
