Minutes – CuS project meeting, March 1st and 2nd, 2007

1) Approval of agenda The agenda was approved.

2) Minutes from previous meeting The minutes from the previous meeting were approved.

3) Identify and resolve matters arising from the Eurelectric and ebIX Liaison Group meeting, February 28th The main task of the Eurelectric and ebIX Liaison meeting February 28th was start up of making a model for customer switching in the European electricity market based on Eurelectric business processes and ebIX Modelling methodology. During the meeting a first draft of a UseCase diagram and a UseCase description for the first UseCase was made. The ambition is making a first top level model within the end of May.

4) Short review of French Customer switching processes (See attachment) The French proposal for customer switching distributed with the agenda was briefly reviewed. The document is 2 years old (made in March 2005) and the current status of implementation is unknown.

ebIX/CUS Page: 1 Homework:  Ulf will send a mail to Sylvie Mallet and Jerome Fremont, asking for the current status and the responsible party for customer switching in France. In addition Ulf should ask if ebIX can help the French in any way related to their customer switching processes and invite her to the next CuS meeting for presentation of the French model.

5) Status for new architecture from ETC Kees presented the latest MagicDraw profile to be used by the ebIX working groups. The profile will include CCs and code lists made by ebIX, and a structure for the models to be used by the working groups (CuS, EMD and EMVR). ETC is currently working with the final updates of the profile with all available CCs.

6) Continue the update of the CuS model swissgrid proposed to start with the processes Change of roles connected to a Metering point and the class diagrams.

The review of the processes Change of roles connected to a Metering point resulted in addition of some new explanatory text in the introduction to the document and to the appendixes.

The class diagrams and connected dependency matrixes were reviewed and updated.

The cancellation rules were discussed and a request will be sent to ETC for changing the third bullet in chapter 3.4, i.e.: “A reference to the original business document identification shall be added as a new Reference class associated to the BusinessDocumentData class.”

In addition the cancellation document should be reviewed with a special focus on the enumerations.

Changes done to the CuS document:  Addition of explanatory text in the introduction of the document and in appendix A  Correction of errors in the code lists (in the class diagrams).  Addition of new parties in the E44 message (same parties as in 392 and 414).  The E44 message will used for all changes to the Metering point which not is triggered by a 392 message.  The class diagram for E07 is updated.

After the next meeting the document is expected to be put on the ebIX web-site as version 1.1.

The following comments from UMIX were briefly discussed: A) End of contract and drop are not mentioned? CuS comment: End of contract should be a 392 document with reason “20 End of supply” and “drop” should be a 392 document with a national reason code. B) The scenario "change of role connected to a metering point" do not describe the CuS, is this scenario used for COS? CuS comment: Yes, the "change of role connected to a metering point" includes both Customer switching and Change of Balance supplier C) Why are there no loss messages anymore? CuS comment: This is now the E44 document.

ebIX/CuS Page: 2 D) Change of role connected to a MP includes determine switch index, is this always so? CuS comment: It is not needed for all kind of changes, i.e. when changing Balance responsible. This should be based on national rules. E) In the scenario determine switch stand, who is responsible for the estimates the MDC or MDR? CuS comment: MDR (Metered Data Responsible) is responsible for the switch stand, including estimation and validation. F) Class 392: how can we send indexes (meter stands)? CuS comment: Meter stands should be sent in an E30 (UTILTS) message in parallel to the 392 document. The Reason for transaction may typically be “E03 Change of supplier” to connect the E30 to a supplier switch. G) Class 392: how can we give the information unoccupied houses? CuS comment: This might be a 392 document with the Reason for transaction “E21 Change of consumer” or a national code which includes information that the property is unoccupied. The 392 should probably be followed by a “E58 Request change of Metering point attributes” with the related response E59. The need for extra information, such as Type of metering point, Switch category etc will be structured by Filip for further discussion on the next meeting. H) Class E07: Why are there no registers anymore? CuS comment: Registers is sent in “E08, Master data meter”. I) Class E07: Why only yearly estimates for customers? CuS comment: Will be elaborated as homework for next meeting. J) Class E07: Why is there an EAV in the master data? CuS comment: The EAV (Estimated Annual Volume) is used in most of the ebIX countries, see also previous question. The EAV is looked at as master data and sent in E07 (may be sent as separate messages). K) In Belgium, for each switch scenario there is foreseen to send also the meter stands. CuS comment: It is documented in the CuS model as a separate model and not as a part of the CuS itself. L) Why is there no 432 messages anymore? CuS comment: The 432 document is replaced by 392.

Homework:  Everybody should review and comment on the CuS document before the next meeting.  Filip will make a structured list of needed elements for the information related to “unoccupied houses”.  Ove will find an attribute for “period”. i.e. yearly, monthly, …. For the EstimatedPeriodVolume class.

7) Meeting schedule Tentative meeting date is April 12th (and 13th ?) in Brussels – This depends on the CuS budget agreed on the ebIX forum meeting March 23rd and the status of the MagicDraw profile from ETC.

D) Bulk switch Second priority  May be change of all customers belonging to one BS (e.g. related to bankruptcy) or a switch of all MPs related to one customer (petrol stations, banks etc).  Currently done in the Netherlands (for all customers belonging to one BS) with a manual trigger of the process (manual handling of the 392 information), but using normal messages for the confirmations/notifications (both to BS and BRP).  Denmark and Germany are discussing switch of all MPs related to one

E) Change to/from Supplier of last resort Second priority  Exist in Norway, Germany and Belgium.  Does not exist in Austria, Sweden, Netherlands and Denmark.  A Balance supplier appointed by the authorities (e.g. the regulator) to supply energy under certain conditions to consumers rejected by other Balance suppliers. F) Change to/from Default supplier Second priority  Does not exist in Austria, Norway, Netherlands and Belgium.  Exist in Sweden, Germany and Denmark.  A Balance supplier that supplies MPs within a Metering Grid Area (chosen by the MPA) when the customer has not chosen another BS.

In addition there will always be a “Loss supplier” responsible for the grid- loss. G) Creating and deleting metering points Second priority  An automated process has been “tested” in Denmark. It is difficult to let the BS create a MP, since he needs a MP-id, which not is available until the MP is created in the MPA database.  The process of creating a MP may include the need for a new role; “Electrical Installation company”. H) Change request and exchange of master data to other databases, such as Second priority parties and contracts. I) Class diagram for Installation information (inclusive "premise id" and Second priority "location id") and Exchange of master data for "Measuring field". This may require a recast of UTILMD. J) Addition of Balance Group id to the switch messages ? K) Presentation of the model: Training and HTML. Not prioritised L) Making a “Market view” of the CuS model, presented in the Not prioritised introduction of the CuS business information model, seen from the customer point of view. This should include the Consumer and his/hers interface to the Metered data collector, the Grid access provider and the Balance supplier).
