Marshall S. Filler, Managing Director & General Counsel, Aeronautical Repair Station Association

BIOGRAPHY Marshall Filler is a managing member of Obadal, Filler, MacLeod & Klein, P.L.C. where he represents aviation industry clients in matters pending before the agencies of the Federal government, the Congress and the courts. He performs extensive consulting work for clients in the safety regulatory area, advising air carriers, repair stations, manufacturers, distributors and individual airmen on a variety of issues pertaining to certification, maintenance and flight operations. He has also represented certificate holders in accident investigations conducted by the National Transportation Safety Board (NTSB).

In his capacity as Managing Director & General Counsel of the Aeronautical Repair Station Association, Mr. Filler has testified before the National Civil Aviation Review Commission and the U.S. Congress on a variety of aviation safety issues. From 2001 through 2005, he was an instructor at the George Washington University’s (GWU) Aviation Institute where he led discussions on the requirements of the International Civil Aviation Organization for senior foreign aviation officials. Mr. Filler’s work with GWU was funded through a cooperative agreement with the FAA. During this period, Mr. Filler also taught a course in safety regulation for GWU’s Aviation Safety and Security Certificate Program.

Mr. Filler frequently appears at industry and FAA-sponsored functions to speak on aviation regulatory issues and teaches seminars in FAA compliance and enforcement. He and his wife and law partner, Sarah MacLeod, have trained over 10,000 people in their Regulation 101: Law for the Aviation Professional seminar, which they started in 1996. The primary focus of this FAA-accepted training is on the requirements of Title 14 Code of Federal Regulations (CFR) pertaining to design, production and maintenance and has been taught at some of the largest aerospace companies in the world. In addition to Regulation 101, Mr. Filler and Ms. MacLeod have also developed and taught FAA-accepted courses on Surviving Audits; Complying with Part 145; Regulation 201: Law for the International Aviation Business; and the FAA’s October 2009 amendments to 14 CFR part 21. Before entering private practice in 1985, Mr. Filler worked for six years as the Minority Counsel for the Aviation Subcommittee of the U.S. House of Representatives, serving as the Subcommittee’s senior Republican staff member. In this capacity, he advised Members of Congress on numerous economic and safety issues affecting the U.S. civil aviation industry. He was a principal drafter of the Aviation Safety and Noise Abatement Act of 1979, the Airport and Airway Improvement Act of 1982 and the CAB Sunset Act of 1985.

Prior to his experience in the Congress, Mr. Filler was an attorney in the Chief Counsel’s Office of the FAA from 1973 through 1979. During this time, he represented the FAA in NTSB hearings, aircraft accident litigation and other federal court cases arising out of the regulatory and enforcement activities of the FAA. He also had responsibility for major rulemaking and enforcement matters, especially those relating to the certification and operations of air carriers.

He has also served on the Fairfax County, VA Airports Advisory Committee where he advised the Fairfax County Board of Supervisors on matters relating to the operation of Reagan National Airport and Washington Dulles International Airport.
