Outage of WLW Blended Receipt Point at Wattenberg Plant Public Service Company of Colorado, an Xcel Energy Company June 14, 2013
Please be advised that on June 1, 2013, PSCo’s air injection and blending facilities located at the Wattenberg Residue Plant and used to blend gas for delivery into PSCo at the WLW blended receipt point (“WLW Receipt Point Facilities”) were removed from service due to a failure of air injection and/or blending equipment. The cause of this failure and length of this unplanned outage is uncertain at this point in time.
As a result of this event, PSCo is declaring force majeure as provided in PSCo’s tariff under the FORCE MAJEURE Section on page T21 of the Gas Transportation Terms and Conditions, and effective immediately suspends all receipts of gas at the WLW Receipt Point Facilities. Because the length of the outage is not yet known, the impact on gas deliveries at the WLW Receipt Point Facilities is not yet determined.
Notwithstanding the force majeure situation, nominations using the WLW Receipt Point will be accepted through June 30, 2013 for scheduling purposes subject to confirmation by the Wattenberg Residue Plant. Effective July 1, 2013, PSCo will not accept nominations using the WLW Receipt Point until the force majeure situation is resolved. Please note that the WHG-Wattenberg unblended receipt point is not affected by this outage.
In the meantime, to the extent capacity is available, PSCo may be able to provide transportation using gas nominated from alternative receipt points. Please be assured that PSCo is using good faith and due diligence to remedy this force majeure event in a commercially reasonable manner. Once we have a better estimate of the Facilities return to service date, we will provide that information.
