Finlayson City Council Regular Meeting December 12, 2016

The regular city council meeting was called to order Monday December 12, 2016, by Xavier Villarreal, Mayor at 6:30 PM.

Council Members present: Jeremy Byers, Joe Luedtke, Ed Cowart and Tom Price.

Others present: Mark Hansen, John Mikrot, Bill Morgan, Barb Morgan, Robin Revier, Jacky Revier, Natascha Watercott and Wyatt Lucht

Petitions or complaints by Residents:

Barb Morgan Expressed concerns to the council of ISD 2165 discussing the possible closing of the Finlayson Elementary School. Barb asked that the City send a letter to the School administration expressing the City and Residence concerns. A motion by Luedtke to have a letter sent to ISD 2165 expressing concerns of closing seconded by Price with all in favor and carried.

Robin Revier expressed concern to council as not be placed on the schedule as bartender at the Municipal after missing extended time August 9, 2016 through November 29,2016. Robin desire is to be brought back at her previous schedule times and days. Brigan commented that he and Dave Marnich had reviewed Reviers request and decided to leave the schedule as it is with the current active employees. Revier commented that she has been given clearance from the Doctor although when visiting with Marnich agreed that some shift may be to much. Brigan also stated Revier is a part time employee of the City and doesn’t have a contract as to the amount of hours or days of work. Brigan stated over the last year there was a possible 145 work shifts Robin was schedule for 86 and worked 44. After some discussion it was by council to table until January 9, 2017 meeting.

Approval of Minutes:

A motion by Price to approve minutes as from November 14, 2016, regular council seconded by Luedtke with all in favor and carried. Reports:

Fire Department: Chief Lucht report last month there was 5 runs all medical for 9 Man hours. Firefighter Training has been scheduled for Hanson, Philipps and Benjamin beginning next week. The Fire Department has acquired Free Pet mask for giving pets oxygen, after being in a fire and rescued. The Fire Department has received gas detection equipment purchased from the ECE operation roundup grant. ECE will have a representative present at the next fire and rescue meeting to take pictures. January 12, 2017, at the Finlayson Community Center, the Fire Department will hold the Fire Department Township meeting.

John Mikrot, Water/Sewer Operator: Reported Water level in the tower has been lowered to winter height and the media filter has been recharged.

Mark Hansen, Zoning and Planning: Mark updated the council on blight issues that have been ongoing. Anthony has asked for an extension of time until May of 2017. A motion by Cowart to proceed with no extensions seconded by Luedtke with all in favor and carried.

Al Brigan City Administrator: Brigan gave overview of the Liquor store. Brigan also stated the City will have a workmen’s compensation audit December 13, 2017. Al informed council he has gone through the property insurance renewal with League of Minnesota Cities and Town and Country Insurance an additional coverage will be offered with the policy, a Cyber and computer risk addendum. Brigan also gave note that the planning and zoning has two vacancies this year and suggested a third be brought on to complete a term as one member has not attended a meeting. Brigan also suggested a committee be formed to look at equipment for the new liquor and to present a package to council to approve. A motion by Villarreal to appoint Cowart and Byers to this

Financial Reports:

A motion by Cowart to accept the financials for November and pay bills seconded by Luedtke with all in favor and carried Old Business:

Fire Hall Building: Brigan Requested an additional $5,000.00-$6,000.00 for material and labor for additional concrete, smoking room cover Patio Fence and recycle asphalt. A motion by Byers to approve $5,000 to $6,000.00 for materials and labor for concrete, smoking room cover, Patio Fence and recycle asphalt seconded by Cowart with all in favor and carried.

NEW BUSINESS: A. Initiative Foundation: A motion by Cowart not to donate to the initiative Foundation as in years past seconded Luedtke with all in favor and carried.

B. 2017 Final Budget / 2017 Levy: It was suggested by Brigan not to make transfer from liquor store fund to general fund at this time and wait until closer to the year end and only transfer monies need to balance budget. A Motion by Price to approve the final budget and 2017 Final Levy seconded by Cowart with all in favor and carried.

C. Resolution 2016-10: A motion by Price to accept resolution 2016-10 seconded by Cowart with all in favor and carried.

D. Finlayson Giese sportsman gun raffle: Finlayson Giese Sportsman Club requested they hold a gun raffle on March 18, 2017, to raise money for Hinckley Finlayson School trap league to purchase shot guns. A motion by Luedtke to allow the gun raffle seconded by Price with all in favor and carried.

A motion by Byers to adjourn seconded by Cowart with all in favor and carried.
