PART ONE 87. APOLOGIES

Apologies for absence were received from Cllrs Ian Huffer, John Griffiths and Sue Rigby; from CW&C ward councillors Keith Board and Pamela Hall, and from John Tacon (co-opted Communications & Events sub-group).

88. DECLARATIONS OF INTEREST

Declarations of Interest were made by Peter Bulmer (local resident), Trevor Jones (Centurion Action Group) and John Salt (Cheshire Fire & Rescue).

89. PCSO UPDATE

PCSO Neil Denby had been unable to attend the meeting as he had been in a car accident the previous day – councillors passed on their best wishes to him and his family for a speedy recovery. The clerk was asked to request that the monthly PCSO report be forwarded to the parish council as soon as possible.

90. PARKING ISSUES IN THE PARISH

CW&C Highways officers Stuart Bateman and Graham Lowe attended the meeting to contribute towards a discussion about parking issues in the parish. Cllr Whiteley explained that he had become involved in matters of inconsiderate parking and obstruction in the Moorcroft Avenue area, which had also involved Stuart Bateman and PCSO Neil Denby. Due to their intervention, that particular issue had been partly resolved, but he felt that the parish council should be proactive in supporting a collective interest in raising awareness of parking problems and enforcement action where necessary. There were suggestions that certain roads in the parish may not be fully accessible for emergency vehicles due to cars parked on both sides of narrow roads. RESOLVED: that

 Cllrs P Bulmer and M Whiteley set up a small group to progress the issue; to include CW&C ward councillors, Cheshire Police (Chris Burnham, Traffic Management, and PCSO Denby), Cheshire Fire & Rescue and CW&C Highways officers  The clerk write to Cheshire Fire & Rescue to ask if they had encountered any difficulties in accessing any roads in the parish when responding to an emergency, due to the comment made

91. OPEN FORUM

A member of the public asked if there had been a recent change of use application for the new care home on Heath Lane but was advised that there had been no communication of that nature. It was reported that the Chester MP was to hold a meeting on Saturday 22nd October at Vicars Cross URC about the Boughton Heath junction.

92. APPROVAL OF MINUTES OF MEETINGS

RESOLVED: that the following minutes be approved as correct records:

Communications & Events & Planning sub-group meetings, both on 6th October 2016, Finance and VXCC sub-group meetings, both on 10th October 2016

Cllr Salt asked the clerk to amend the minutes of the parish council meeting held on 5th September to reflect the fact that he had given his apologies for that meeting. She agreed to check her emails as she was not sure that Cllr Salt had responded to an email she sent specifically asking if he would be absent on 5th September 2016.

93. MATTERS ARISING AND ACTION POINTS FROM MINUTES AND UPDATED WORK PROGRAMME – TO DISCUSS AND CONSIDER RECOMMENDATIONS FOR APPROVAL

93a Comms Cllr Salt requested that the photograph on the home page of the website reflect both wards of the parish and not just the north ward’s current aerial shot. Cllr Evans reported that she understood that only one photograph could be displayed at any one time but that she was happy to change it from ward to ward on a regular basis if a suitable photograph was sent to her. 93b Comms 5 The Chairman reported another successful Great Boughton in Bloom Awards evening the previous week and thanked all councillors who attended and helped to set up for the evening and to clear up afterwards. 93c Finance 5 Cllr Haslock suggested that payment for printer ink allowance for councillors be paid by BACS, rather than the cash method planned by the clerk. It was agreed that each councillor choose which method best suited them. 93d Finance 6 The recommendations of the sub-group were approved and it was suggested that the parish council’s share of the cost of tree work be capped at 50%, or at a maximum of £300. 93e VXCC 5 Cllr Haslock asked that clauses be added to the contracts for user groups and in particular for one-off parties, to request that all rubbish be taken off site at the end of the booking, and that users bring their own tea-towels to dry any crockery or cutlery. 93f All other recommendations arising from sub-group meetings were approved.

94. CHALC TRAINING PROGRAMME 2017

The Chairman advised that the ChALC Training Programme for 2017 had been received and offered a variety of courses throughout the year. He recommended that all councillors should, as a minimum, complete the Induction Course, and possibly that relating to Powers, Duties and Precept.

95 REQUEST TO CONSIDER NEW ACCESS TO THE CANAL TOWPATH AT A41

A request had been received from a parent of a child attending Christleton High School regarding an additional access down to the canal towpath near Pearl Lane. She felt children from the Vicars Cross area were trying to cross the A41 at that point rather than walking along to the toucan crossing near the Boughton Heath junction. Advice had since been received from CW&C Highways indicating that there was S106 funding available to install the equipment for the future provision of an additional toucan crossing, and that a crossing was being considered close to Pearl Lane to improve conditions for schoolchildren and other pedestrians.

96. VXCC UPDATE – POST OF CENTRE MANAGER AND VOLUNTEER AND OTHER SUPPORT

The Vice-Chair advised that the advert had now been placed on the website, noticeboards and in local handbooks for a new Centre Manager at Vicars Cross Community Centre, and with a closing date of 31st October. Interviews were due to be held around the middle of November.

In the meantime, part time admin support was being provided by Cllr Cross and Peter Powell, and the clerk had taken over responsibility for issuing invoices, making payments and general day to day financial matters.

97. PLAY REVIEW REPORT AND RECOMMENDATIONS – UPDATE AND NEXT STEPS

Cllr Evans reported on her progress with the CW&C adviser and completing the application forms for funding from WREN and Veolia. Over the following two weeks, she intended to consult the community via questionnaires to local primary school parents. WREN required a 20% match funding and Veolia 10%. It was agreed that the £20777 set aside in the budget, together with any additional funding released from Members Budgets, be used to support any funding offers from WREN or Veolia. Cllr Salt recommended that local residents were consulted before the proposed small piece pf play equipment was installed at Old Laundry Corner and Cllr Evans advised that that was already in hand. Councillors thanked Cllr Evans for her continuing efforts and progressing new and replacement play equipment for the four sites in the parish.

98. THE CENTURION, UPDATE AND FUTURE FUNDING

Cllr Jones reported on the re-opening of The Centurion starting with a tremendously successful opening night. The first few weeks had continued to be successful and next steps were to start negotiations with Admiral Taverns to purchase the pub. The Centurion Action Group were considering their options, including selling shares for a stake in the company and wanted to know if the parish council was interested in becoming involved in any way. It was agreed that the endeavours to progress to the next stage be fully supported and that the Action Group should put any specific proposals to the parish council direct for consideration.

99. TERMS OF REFERENCE

Councillors considered the new draft Terms of Reference following discussion at the recent sub-group meetings. One or two changes of wording was suggested and it was agreed that the matter go back to the November sub-group meetings and then for final approval at the November parish council meeting. The Chairman hoped that all councillors were able to serve on at least one sub-group.

1. CALDY VALLEY CENTRE – RENEWAL OF LEASE

Cllr Whiteley reported that there had been no progress made yet with the renewal of the lease. He intended to look through and sort out the documents before putting together a series of questions to put to a legal adviser. Cllr Haslock felt that there were several issues that required legal advice and before the renewal of the lease was due. Cllr Whiteley promised to present an agenda item at the next meeting of the Caldy Valley sub- group in November as well as arranging a meeting with Jolliffes solicitors.

The next meeting is to be held on Monday 21st November at Vicars Cross Community Centre, Thackeray Drive, Vicars Cross Chester and commencing at 7.30pm.
