2. QUALIFICATION REQUIREMENTS – Mandatory Requirements and Knowledge, Skills and Abilities (KSA): You must provide individual responses on paper to each of the following Mandatory Requirements and KSAs.

a. Applicants must meet the following Mandatory Requirements (conditions of employment). You must provide individual affirmative responses (i.e., I have…; I will...) on paper to each mandatory requirement (1-3) below or you application cannot be further considered.

(1) Must be an enlisted member (E7-E9) of the Idaho National Guard. Provide your military grade, title, and unit of assignment.

(2) Must have a valid and unrestricted state issued driver’s license.

(3) Must be eligible to obtain and maintain the required level of security clearance allowing access to DOD installations, facilities, and networks. b. Applicants must have 36-months of specialized experience performing related work. Provide individual responses on paper to each Knowledge, Skill, and Ability requirement (1-7) below.

In your responses describe your civilian and military education, training, and work experience that is relevant to the position as it relates to the following KSAs. (The KSA responses are used to assist in the determination of the best-qualified applicants.)

(1) Knowledge of structural, mechanical, utility, electrical and HVAC systems and equipment to understand and resolve problems of a technical nature that cross engineering fields and maintenance trades with only limited supervision.

(2) Knowledge of technical engineering concepts, principals and practices, necessary to independently perform duties of planning projects for accomplishments by in-house personnel. This knowledge is typically gained through practical training and experience in several of the various craft shops.

(3) Skill and ability to interpret basic sketches, complex schematics, detailed blueprints and explicit specifications relating to structural, mechanical, utility, electrical and HVAC systems. (4) Ability to write and speak, clearly and concisely, to accurately report on progress and outcome of technical assignments. Prepare accurate computerized reports using computer maintenance management systems.

(5) Ability and skill to proficiently estimate labor man-hours and materials accurately for Work Orders received in Production Control using acceptable standards such as: Engineered Performance Standards (EPS), Measurement by Estimates or Universal Maintenance Standards (UMS).

(6) Ability to supervise and plan work for electrical, HVAC/R, mechanical, equipment, structural, and custodial craftsmen.

(7) Knowledge of materials readily available and procurement sources for supplies necessary to accomplish engineering, maintenance and repair projects.

INTRODUCTION: This position is assigned to the Office of the Base Civil Engineer (BCE), Idaho Air National Guard, within the State of Idaho - Military Division. The primary purpose of this position is to provide supervision, facility maintenance and repair support to customers of the BCE.

DUTIES AND RESPONSIBILITIES:

1. Supervises employees in the electrical, HVAC/R, mechanical, equipment, structural, and custodial trades. Coordinates and schedules required and necessary training for craftsmen. Acts as the principle contact and liaison for maintenance, repair, and construction work. Works closely with Production Control, Facility Manager, Base Civil Engineer, and Professional Engineers.

2. Receives work orders from Production Control, except emergency work. Receives and examines work order requests for repair, modification, conversion, or new construction to be accomplished. Receives and processes work order request projects approved by the Facility Board. Works up detailed, complete labor and material estimates, from federal and commercial publications; selects and requisitions appropriate materials by types and size, using appropriate federal stock numbers where possible based upon personal, practical experience and knowledge of the durability and capability of material when actually utilized for like purposes. Studies blueprints, visits sites to verify requirements shown or to obtain additional information for preparation of sketches and/or shop drawings necessary to work up completed estimates and provides shop trades persons with necessary guidance for project accomplishment.

3. Prepares labor cost estimates for each work center involved based on engineering performance standards. In some cases, may be required to deviate from standard estimating techniques. Participates in meetings with operating officials, supply and procurement personnel, engineers and representatives of other staff offices with the CE function to discuss and exchange information pertinent to specific work order of projects, program effectiveness, and problem areas.

4. Maintains backlog of files of Work Orders awaiting scheduling in accordance with priority limits. Prepares weekly backlog and Force Analysis Report. Reviews computer generated reports by operating the Computerized Maintenance Management Systems (CMMS) or the Integrated Engineering Management System (iEMS).

5. Holds a weekly scheduling meeting, coordinating with the Production Controller, and with input from the Teamleaders. Publishes a weekly work schedule to best accomplish the recurring work, work requests, and backlog of work.

6. Provides engineering assistance by reviewing complex Architectural-Engineering design plans for electrical, HVAC/R, and structural accuracy. SUPERVISORY CONTROLS: The incumbent works under general supervision and uses applicable regulations, policies and procedures for technical guidance.

PERSONAL WORK CONTACTS: The incumbent has daily contact with the military, federal technician, and state supervisors, managers, and members of various units/organizations stationed and working on the base. Has some contact with Boise Airport personnel, vendors, contractors, and agencies of the Federal, state, county and city governments as necessary or directed.

WORKING CONDITIONS: Work is generally performed in an office environment where areas are well lighted, heated and ventilated but may be drafty. There is occasional exposure to adverse conditions such as found on flight lines, in hangers, and in other facilities. The work is sometimes dirty, dusty and greasy. May frequently be exposed to the possibility of cuts, scrapes and bruises. May require working irregular hours in adverse weather conditions. Considerable walking and standing, occasional climbing to view work sites and conduct inspections.
