Homeowners Association Board of Directors Meeting Minutes – September 23, 2014 5

The Seneca Ridge Homeowners’ Association Board of Directors met on September 23, 2014. Alysa Frith, Clyde Adams, Jennifer Sokolowski, Earl Copenhaver, Alyssa Ott and Chris Seitz were present. Chad Brubaker of GBT Realty was also present at the beginning of the meeting but was dismissed prior to the attention to general business.

The meeting was called to order at 7:00 p.m.

Presentation by GBT Realty  Chad Brubaker - representative  Is under contract with Tim Pasch to purchase business lot at entrance to Seneca Ridge  GBT Realty's intent is to purchase the lot and then lease the building back to Dollar General with a 30 year lease o This type of retail use is permitted by the zoning code o Building would be approximately 70' x 130 ' in size o 35 to 45 parking spaces determined on codes and building size o Operating hours would most like be 9 AM to 9 or 10 PM o Lighting would be determined by building codes o Delivery trucks would most likely average 1-2 trucks per week o Estimated opening if deal were to proceed is Spring/Summer 2016  Reason's for choosing location o Number of surrounding households o Income levels of surrounding households o Lack of local competition - small town without a variety store  Initial Challenges to reach an agreement o Penn Dot will not approve direct access to the business lot from Susquehanna trail o Entrance boulevard along Cheyenne drive makes access for delivery trucks impossible o While Cheyenne Drive is maintained by Springfield Township, the entrance boulevard is the property and responsibility of Seneca Ridge HOA and cannot be altered without the HOA's approval o Business lot is part of the HOA and would be responsible for HOA dues as well as following HOA documents o Business lot would be tied into existing storm water management system as part of the HOA  GBT Realty is willing to work with the HOA o Will compensate the HOA for the removal of median and the relocation of lighting o Will relocate and/or replace the neighborhood signage o At minimum there would be a 6' privacy fence along all boundaries of the property that are adjacent to residences Homeowners Association Board of Directors Meeting Minutes – September 23, 2014 5

o Willing to consider landscaping requests along privacy fence and around property to maintain consistency with the neighborhood  Additional information requested by HOA board o Example of a retail store such as Dollar General adjacent to a residential neighborhood o Architectural Requirements for building (not just a painted block structure)  The information presented will be shared at the annual meeting as well as in a mailing with the annual meeting minutes in order for the board to get a better feeling with the communities opinion of project

Approval of Minutes Clyde Adams made a motion to accept the minutes from the August 19, 2014 board meeting as presented. This motion was seconded Jennifer Sokolowski and passed unanimously.

Appointment of New Board Member Following the resignation on September 16,2014 of the Townhouse representative, Alyssa Ott was appointed by the board to fill the remainder of the term.

Finances & Treasures Reports  Budget o Accounts Receivable and Balance Sheet o Delinquent Account Status . Payment plans . Sheriff’s sale  CGA has notified me that the certified mail and constable service to 7603 has not been successful therefore we are not able to continue with sheriff sale until owner can be located and served - Alyssa Ott to explore further option of locating owner.  CGA to file against 6920 on September 29, 2014 o Invoices submitted & approved - . CGA Law Firm Alysa Frith made a motion to pay invoice received from CGA Law firm in the amount of $183. This motion was seconded by Earl Copenhaver and passed unanimously via an email vote.

. Prestige Lawn Care Invoice # 734 Alysa Frith made a motion to pay invoice #734 in the amount of $16, 114.24 for lawn care expense during the months of July and August. This motion was seconded by Susan Petros and passed unanimously via an email vote.

. Waiting on fee from 7057 Sentinel that settles on 9/15/2014 . All other sales current

Reports & Requests  7182 SRD - Request for regarding and diversion of water culvert on property

Alysa Frith made a motion to approve the request as submitted. This motion was seconded by Susan Petros and passed unanimously via an email vote.

 7427 SRD - Request for installation of stacked stone on front of property along porch

Earl Copenhaver made a motion to approve the request as submitted. This motion was seconded by Susan Petros and passed unanimously via email.

 7704 SRD o Weeds on mulch trail o limbs and briars

Prestige to take care of weeds and to check routinely when dog pots are emptied.

 In townhouse area homeowner making repairs on his car.

Bennett Williams to ask reporting party for more information - length of time repairs take, nature of repairs, etc.

 Appeals o Appeal to fine for dog control and responsibility submitted to the appeals committee o October 1st deadline for decision  Lights behind North Sentinel Lane - repaired  Overflowing dog pots

Dog pots are checked every 10 days. Suggestion to increase frequency during the summer months when residents may use receptacles for other trash (such as cleaning out cars after vacation)

Violations  Update of 8/4/15 walkthrough to be completed by new TH representative  Knee walls at 6933 S. Sentinel, 6941 S. Sentinel, 7175 S. Sentinel, and 7179 S. Sentinel o Given extension until Spring of 2015 Homeowners Association Board of Directors Meeting Minutes – September 23, 2014 5

o Problem with the drainage and the downspout location There will have to be changes made besides just redoing the stone  Duplex resident seems to be starting project in yard, that has not been approved - letter of inquiry to be sent  Duplex resident o Additional landscaping needs trimmed o Mold/mildew still evident on siding  Single family homes with mold/mildew still evident on siding  12 single family homes to receive letters concerning grass/weed growth along property between the curb and the road  Trailers parked in single family driveways o One homeowner has made arrangements for storage o One homeowner has not responded to initial letter and will receive a final warning prior to fining

Old Business  Playground mulch replacement o Cost would be $25,000 - $30,000 dollars in rubber mulch alone for just the TH are playground o After discussion the board agreed this was not an economical use of funds.  Street Sign at South Sentinel and Seneca Ridge Drive o Township to replace within the next two weeks  Alternative Color Selection from True Value for paint colors o Earl continues to work on project  Townhouse playground area rocks & drainage - work completed  Paving of trail behind single families o Square One o Work to be started on 9/29 - weather dependant  Board member eligibility – Change to bylaws adoption of new requirements available for 10/20/14 annual meeting  Business property inclusion in the HOA o Attorney needs to determine the start date of back dues  Storm water management inspection to be scheduled  Wall Repair o Work complete on 9/18 o Cost to homeowners per linear foot to be determined when final bill is received o Payment plan letter will be distributed to affected homeowners once totals are received

o Existing open area behind single family homes along mulch trail o Existing open area behind single family homes along paved trail by upper playground o Discussed possibility of additional signage at playgrounds to discourage improper use of equipment.  Agenda for Annual Meeting - To be finalized at October Board Meeting o Update to bylaws for board member eligibility o Paint colors and alternatives o Projects completed . paving a walking trail . removal & replacement of rock at playground . Repair of equipment . Evergreen maintenance . Storm water management inspection o Play areas (both open and playground) o Developer interest in business property o Township Snow Removal Policy o 2015 Garage sale date (May 16th) o Election (two open positions)

The next Board meeting will be October 14, 2014 at 7:30 PM.
