The University of San Francisco LEARNING FOR CAMBODIAN WOMEN: EXPLORATION THROUGH NARRATIVE IDENTITY AND IMAGINATION A Dissertation Presented To The Faculty of School of Education Department of Leadership Studies Organization and Leadership Program In Partial Fulfillment of the Requirement for the Degree Doctor of Education By Alvina Sheeley San Francisco, California December 2012 THE UNIVERSITY OF SAN FRANCISCO Dissertation Abstract Learning for Cambodian Women: Exploration through Narrative Identity and Imagination Research Topic This study explains different ways of thinking about education that may improve the quality of life for women in Cambodia. The present inquiry portrays the personal histories, narratives and hopes of selected women to uncover possible ways in which government and non-government agencies may transform the lives of Cambodian women through education programs. Theory and Protocol This research is grounded in critical hermeneutic theory formulated by Paul Ricoeur (1992) and follows an interpretive approach to field research and data analysis (Herda 1999). This orientation places the researcher and participants in a collaborative relationship that exemplifies the power of conversation and the importance of language to unveil new understandings about our world. Research Categories Two categories served as the boundaries for both data collection and analysis: Narrative Identity, understood from a critical hermeneutic orientation, reveals the process wherein a person reconfigures the story on the basis of who he or she is and it is through the recounting and retelling that one’s identity can change; and Mimeses may happen when history is reinterpreted providing a basis for understanding the current situation, and in turn, lead to imagining a possible future that could become a reality through appropriate action in the area of adult learning. ii Findings The participants, who live in the rural villages now or have lived there, posit that the Cambodian government lacks solicitude for their education because they are currently the poor inhabitants and farmers of the country. To re-imagine their future life through an education program, changes must occur within themselves as well as with government policies. The following findings were derived from the conversations with participants: (1) women play a minor role in the current economic development (2) there is an absence of literacy curriculum with trained and skilled educators (3) authentic communications are closed. If these concerns were addressed, there could be an improvement in the lives of some of the women in Cambodia. iii This dissertation, written under the direction of the candidate’s dissertation committee and approved by the members of the committee, has been presented to and accepted by the Faculty of the School of Education in partial fulfillment of the requirements for the degree of Doctor of Education. I enjoyed our leisure drives through the Illinois countryside where I could behold the beautiful quilted patchwork fields of grain. RIGHTS VULNERABLE GROUPS OF WOMEN AND GIRLS POLICY AND LEGAL CONTEXT FOR VULNERABLE GROUPS OF WOMEN The Universal Declaration of Human Rights and the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) provide the foundation for the protection of women’s rights, including women from vulnerable groups or with specific needs. Cambodia ratified CEDAW in 1992 and its Optional Protocol in 2010. The CEDAW Committee has identified specific vulnerable groups of women that require further research and consideration in Government policies, such as: 1) women with disabilities; 2) ethnic minority women; 3) lesbian and bisexual women, and transgender people; 4) women in detention and in prison; 5) women from rural and remote areas; 6) women engaged in prostitution; 7) women who suff ered from sexual violence during the Khmer Rouge regime; 8) women victims of traff icking; 9) garment, domestic and migrant workers; and 10) women with HIV. The Cambodian Constitution, adopted in 1993, establishes equal rights for all Cambodians: “Every Khmer citizen shall be equal before the law, enjoying the same rights, freedom and fulfilling the same obligations regardless of race, color, sex, language, religious belief, political tendency, birth origin, social status, wealth or other status” (Art. 31). The National Social Protection Strategy for the Poor and Vulnerable (2011-2015) aims to ensure that all Cambodians benefit from improved social safety nets and social security as an integral part of an eff ective national social protection system.

The museum is housed in the former Tuol Sleng prison, a detention and torture centre through which thousands of people passed before execution at the Choeung Ek killing field. From its opening in 1980, the museum was a stake in the ongoing conflict between the new Vietnamese- backed government and Pol Pot’s Khmer Rouge guerrillas. Its focus on encouraging an emotional response from visitors, rather than on pedagogy, was part of the museum’s attempt to engender public sympathy for the regime. Furthermore, in order to absolve former Khmer Rouge members in government of blame, the museum sort to attribute responsibility for the atrocities of the period to a handful of ‘criminals’. The article traces the development of the museum and its exhibitions up to the present, commenting on what this public representation of the past reveals about the memory of the genocide and the changing political situation in Cambodia. The Tuol Sleng prison (also known by its codename S-21) was the largest centre for torture during the rule of the Cambodian Khmer Rouge (KR) between 1975 and 1979. Prisoners were interrogated at Tuol Sleng before being taken to the Choeung Ek killing field located fifteen kilometres southwest of Phnom Penh.     Rina Amiri 18 Moving Beyond Silence: Women Waging Peace Swanee Hunt * I Introduction Around the globe, women play a vital but often unrecognised role in averting vio- lence and resolving conflict. With expertise in grassroots activism, political leadership, investigative journalism, human rights law, military reform, formal and information negotiations, transitional justice and post-conflict reconstruction, these women bring new approaches to the security sphere process. Sustainable peace, and therefore inter- national security, depends on such innovations. But scholarship regarding the work of women peace builders is scarce and women’s work in the field of security is largely unrecognised at the institutional and public policy levels. ‘Women Waging Peace’ was developed to bridge this gap. Launched in to connect women in conflict areas to one another and to policy shapers, ‘Waging’ advo- cates worldwide for the full participation of women in formal and informal peace processes. Connecting women peacemakers and policy shapers is the core of Waging’s work. First Lady Hillary Clinton hosted the original roll-out of the initiative at the White House. Since then, through conferences and briefings, Waging has brokered relationships among an extensive network of over women peace builders and , policy shapers, resulting in new solutions to long-standing conflicts at local, regional and international levels. Government officials, NGO leaders, media profes- sionals and academics are collaborating with Waging network members to explore options for building sustainable peace. is chapter lays out the case for women’s inclusion in peace building, examples of women’s peace efforts around the world, as well as our challenges and successes in connecting such women to policymakers to create a new model of ‘inclusive secu- rity’.
