-1- 1. Message from ICL President

We are pleased to inform you that ICL has launched an e-mail newsletter as of this month. We intend to release this newsletter bi- or tri-monthly and thus provide you with news and information regarding ICL including updates on recent landslide occurrences. All of the contents of this newsletter will be uploaded to the ICL web site. Here in Kyoto, the inauguration meeting of the Research Centre on Landslides (RCL) of Disaster Prevention Research Institute (DPRI) was successfully held at Uji Campus, Kyoto University on 6 June 2003, with distinguished guests from UNESCO Headquarters (Dr. Dimitri Beridze, Head of UNITWIN Programme), Italy (Prof. Paolo Canuti, ICL Vice President), the Japanese National Commission for UNESCO, and the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) as well as the Vice President of Kyoto University and Director of DPRI. I have been selected as the Director of RCL as of April 2003 and now the RCL is ready to support ICL and IPL activities. Thank you for all your support for the establishment of the RCL. The English web of RCL/DPRI/KU will appear soon at http://landslide.dpri.kyoto-u.ac.jp/. Please visit this site and give us your comments. An ICL Steering Committee Meeting was held at FAO in Rome, Italy on 20 – 21 May where 32 members participated. In this meeting, financial status, activity reports & plans of each ICL committee, creation of the Varnes Medal as an ICL Award, and publishing of the ICL new journal were discussed. Now we are in the second year of ICL. We are elaborating various matters toward the first issue of “Landslides,” Journal of the International Consortium on Landslides (quarterly journal in full color) to be published through Springer-Verlag starting in 2004. The Editor-in-Chief is the president of ICL. The first issue will appear in the spring of 2004. We would appreciate your active contribution to and cooperation with this new journal. Our Second Session of the Board of Representatives (2ndBOR/ICL) will be held in Vancouver, Canada from 28 October -1 November 2003. Registration form for participation, hotel reservation, financial support, and symposium presentation are included in this issue. ICL is planning to organize the 1st Steering Committee Meeting of 2004 at UN/ISDR, Geneva on 20-23 April 2004 in conjunction with ISDR Inter-Agency Task Force on Disaster Reduction meeting. IPL-C101 (Cultural & Natural Heritage) and IPL-M101 (APERITIF) will jointly organize a symposium together with a Satellite Remote Sensing Symposium on 18-23 January 2004 on Awaji Island where the 1995 Kobe earthquake fault is preserved in a museum.

One-day Field Trip Information A customized landslide field trip along the scenic Sea-To-Sky Highway between Vancouver and Whistler has been scheduled to examine debris flow, rock slide and rock avalanche stops and various mitigation structures. The trip will consist of travel in a large (40 person) air-conditioned bus with washroom facilities. Lunch and a guidebook are included in the price of the trip. The trip departs/returns from the Hotel Georgia. Field Trip Date: Saturday, 1 November 2003 Departure Time: 8:30 am Return: 5:00 pm Cost: $40 (Canadian) payable in cash before October 30 to the Organizer (Please pay when in Vancouver).

Symposium Information

CALL FOR PAPERS

One-day international symposium entitled “Landslides and Natural Resources” is being organized and sponsored by the International Consortium on Landslides to complement the 2nd Annual BOR of ICL. Oral and poster presentations are invited on any aspect dealing with landslides and natural resources (e.g. forestry, fisheries, water, mining, etc.). A proceedings volume of the Extended Abstracts will be distributed to all participants at the symposium. A volume comprising exceptional

-7- 4. Nominations for the 2003 Varnes Medal

The International Consortium on Landslides seeks nominations for its highest award, the Varnes Medal. This award bestowed by ICL recognizes professional excellence in landslide study, research and/or education. Nominations for the award are now being accepted. The award is given to the successful candidate at the ICL BOR in the same year as the nomination. Complete nomination packages must be received by the 2003 Committee Chair (see address below) before 30 August 2003.

Qualifications of Nominees

Nominees for the medal must meet two or more of the following criteria: a) they have contributed significantly to public education regarding landslide hazard; b) they are internationally recognized for their professional landslide career; c) their research bears directly on landslide studies, either through direct field work on landslide sites or indirectly through the development of methods/techniques applied to landslides studies; and, d) they have trained/supervised students who work or have worked on landslide issues.

Preparation of Nominations

The complete nomination package must have a total length not exceeding 20 typewritten pages.

Each nomination package must contain:

1) a 2-3 page letter of nomination, submitted by an ICL member in good standing (nominator), clearly identifying which two qualifying criteria the candidate successfully meets; 2) a curriculum vita for the nominee not exceeding 10 pages in length, stressing the person's contributions to landslide science research, teaching and/or community service; and, 3) no more than four letters of reference each no longer than 2 pages in length and each containing as many signatures of support as the referee wishes.

The nomination package may also contain 1-2 pages of other supporting documentation, at the nominator's discretion.

-9- 5. IPL-C101/M101/IGCP-425/RCL Joint Meeting in January 2004 Call for Participation (First Announcement)

IPL-C101, M101, jointly with IGCP-425 group and RCL/DPRI/KU are organizing an International Symposium on Landslide Risk Mitigation and Protection of Cultural and Natural Heritage, on Awaji Island offshore Osaka, Japan in 21 – 23 January 2004. This symposium is supported by the Special Coordination Funds for Promoting Science and Technology of MEXT (Japanese Ministry of Education, Culture, Sports, Science and Technology).

This event represents the collaboration between two international symposia on satellite monitoring; (1) International Symposium on Monitoring, Prediction and Mitigation of Disasters by Satellite Remote Sensing (see http://fmd.dpri.kyoto-u.ac.jp/~flood/awaji/index.html), 18-20 January 2004 which is Organized by Disaster Prevention Research Institute (DPRI), Kyoto University; and (2) 2nd ALOS PI Workshop and JERS-1 RI Final Evaluation Meeting (see http://www.eorc.nasda.go.jp/ALOS/symp/ws04_announce.htm) during 19-23 January 2004, which is organized by NASDA (National Space Development Agency of Japan).
