TENDER NOTICE

Sealed tenders are invited for hiring of office premises (preferably furnished) for minimum five years period having a carpet area admeasuring minimum 400 sq.mtr to maximum 500 sq. mtr. (approx) and Preferably near HQ of Central Excise Commissionerate Ahmedabad-III, Custom House Ashram Road, Ahmedabad or within 1km. distance.

The office accommodation, legally free from any encumbrances, should be well connected by public transport services, with ample parking facility and wide approach road. Finalization of rent based on location and quality of construction is subject to certification by CPWD / Hiring Committee and subject to final approval and sanction by the government of India, as per the rules framed in this regard.

Interested persons can obtain the proforma for Technical and Financial bid specifications from Superintendent, Central Excise, Land & Building Section at the above mentioned address. The same can also be downloaded from the official website http://www.cbec.gov.in.

The tenders should be submitted to the undersigned in single sealed envelope marked “Tenders for Office Accommodation” enclosing two separate sealed envelopes for technical and financial bids marked clearly on top as “Technical Bid” and “Financial Bid”.

The last date for receipt of tenders at the address mentioned above is 07.01.2013 before 05.00 PM in the office of the Additional Commissioner (P&E), Central Excise Ahmedabad-II , 2nd floor Custom House, Navarangpura Ahmedabad-380 009.

1. The interested party should send their proposal to the Additional Commissioner (P&E), Central Excise , Ahmedabad-III, 2nd floor Custom House Navarangpura Ahmedabad- 3800 09. on or before on 07th Jan’2013 at 0500 PM. The tender for carpet area of 400 Sq. mtr.to 500 sq.mtr. (approximately) for office accommodation at Ahmedabad, should be submitted in a single sealed envelope marked “Tenders for Office Accommodation” containing two separate sealed envelopes for Technical &Financial Bids marked clearly on top as “Technical Bid” and “Financial Bid”. th 2. The Technical Bids shall be opened on 07 Jan’ 2013 at 0500 PM. The bidders should remain present for the same at the above address. 3. The physical inspection will be carried out of the premises to verify whether the offers comply with the technical specifications or otherwise. 4. The opening of financial bids shall be done at a later date. The Financial Bids of only those offers will be opened which are short listed after assessing the suitability of the accommodation, terms and conditions offered, compliance to technical specifications verification of their credentials and other liabilities, this will be done by the Hiring Committee, formed by the Additional Commissioner (P&E) Central Excise Ahmedabad- III . The short listed bidders will be notified about the date and timing of opening of Financial bids who may remain present for the same at the given address. 5. The rent proposed to be charged per sq. mtr. on the carpet area which should be inclusive of all costs of services & Taxes and Duties, to be paid to various authorities should be indicated in the Financial bid only. 6. The premises offered should be in ready to use condition and the owners of the premises will have to hand over the possession of the premises within one month after the acceptance of their offer by the office of DGCEI, Delhi Zonal Unit, Delhi. 7. The offer should be valid for a minimum period of six months from the due date of opening of the tender. 8. It should be noted that no negotiations will be carried out, except with the lowest tenderer and therefore most competitive rates should be offered. 9. No Earnest Money Deposit will be given by the department to the owner offering the premises. 10. Tenders received after the due date and time, for whatever reason, shall not be entertained and the office of DGCEI, Delhi Zonal Unit shall not be responsible for any loss or delay in delivery of tender documents. 11. The bidding by sealed tender is to be done only in the prescribed tender form for technical bid which can be obtained from the Administrative officer, Central Excise Commissionerate Ahmedabad-III, Custom House, Navarangpura, Ahmedabad or downloaded from the official website viz www.cbec.gov.in. The last date of acceptance th of tender is 07 Jan’ 2013 upto 5.00 PM. 12. The premises offered should consist of the following minimum amenities/facilities:- (i) Lift of reputed make having adequate capacity, if premises offered is on upper floors. (ii) Uninterrupted power supply for essential services and common area lighting. (iii) Adequate lighting in the campus/compound. (iv) Sufficient car parking space in office premises. (v) All internal and external walls should be painted in good quality paint. (vi) Provision of adequate water supply and electricity. (vii) The premises should be in ready to use condition with electricity, water, lifts, sewerage, fire fighting equipment and adequate toilet facility. (viii) Sufficient space should be available for the department to install its generator and other equipment/ power backup in case of electricity failure. 13. The premises offered should have construction approvals/clearances from all Central/State Government Departments as may be necessary by the local authorities. 14. Finalization of Rent based on location & quality of construction is subject to certification by CPWD/ Hiring Committee, subject to final approval & sanction by Government of India, as per Rules framed in this regard. 15. All the details and documents mentioned in the tender form must be submitted. A tender having incomplete details/documents is liable to be rejected. The tenderer before submitting the tender should satisfy himself about correctness and authenticity of the details and documents submitted. Submission of wrong details/documents would render the form invalid. 16. The period of lease should be for duration of minimum 5 years. 17. The office of Central Excise Commissionerate, Ahmedabad-III reserves the right to amend these terms and condition as it may deem necessary. 18. Participating in the tender process does not entail any commitment from the office of Central Excise Commissionerate, Ahmedabad-III and Delhi reserves the right to reject any/all offers, including that of the lowest tenderer without assigning any reason.
