DEFINITIONS Several key terms used in this specification:

Term Description Former For the purposes of this document a former temporary resident is a person temporary in relation to whom the super provider has received a notice under section resident 20C of the Superannuation (Unclaimed Money and Lost Members) Act 1999 (a Temporary resident notification). Member An individual for whom the super information (lost, unclaimed or otherwise) relates. Provider A provider is a super fund, approved deposit fund or a RSA provider. In limited circumstances a life insurance company may also be a provider. It is the responsibility of the provider to ensure that the Unclaimed super money (USM) statement is completed and lodged correctly with the ATO. Supplier This is the person or organisation (as authorised by the provider) that supplies information to the ATO on behalf of a provider. A supplier may be an administrator, trustee company, tax agent, accountant or employee of a provider. The supplier is the organisation who has lodged the Unclaimed superannuation money (USM) statement with the ATO.

1 INTRODUCTION

ABOUT THE TEMPORARY RESIDENT NOTIFICATION

This specification details the system requirements necessary for the Temporary resident notification to be received electronically. Providers are required to report and pay all unclaimed balances held for former temporary residents who have been requested in this notification to the Commissioner.

Suppliers lodge these statements with the ATO either online using the free electronic commerce interface (ECI) software or paper.

The purpose of a Temporary resident notification is to notify providers of members that are former temporary residents who have departed Australia and no longer hold a valid visa and at least six months has passed. If the member has not claimed their super entitlements the balance of their super entitlements must be transferred to the ATO.

The existing unclaimed super money arrangements will be used to transfer the account balance of former temporary residents to the ATO once the super funds have been notified.

The ATO provides a process for claimants or their authorised agents, to determine if they have former temporary resident super money registered and take action to reclaim any entitlement.

WHO SHOULD USE THIS SPECIFICATION

This specification is to be used in the development of software to receive a Temporary resident notification electronically from the ATO.

This specification is not intended to, nor does it provide a guide to the relevant legislation.

REPORTING OBLIGATIONS

Under section 20C of the Superannuation (Unclaimed Money and Lost Members) Act 1999, the Commissioner is required to give a super provider for a fund a written notice about certain former temporary residents.

Please note that each Section 20C notice data record equates to a single notice being given under section 20C of the Superannuation (Unclaimed Money and Lost Members) Act 1999.

Additional information for each of the individuals listed in the Section 20C notice data record can be found in the Member identifier data record. This information is provided purely for the purpose of assisting with the identification of the individuals listed in the Section 20C notice data record, and contains information sent to the ATO in either member contribution statements or lost members statements. It is not intended to be an exhaustive list of all the accounts required to pay nor does the Member identifier data record itself constitute a notice.

When reporting unclaimed super in response to a Temporary Resident Notification, a super provider must account for a member account reported as if it were a benefit payment made to the member, not a transfer. If contributions were made for the member in that year the super provider must also lodge a Member contributions statement (MCS) for the member for the financial year in which the payment is made.

3 REPORTING PROCEDURES

RECEIVING VIA THE INTERNET

Suppliers are able to receive a Temporary resident notification via the electronic commerce interface (ECI). The security features of the ECI address the most commonly held concerns over internet based electronic commerce, namely: . authentication (the sender is who they say they are), . confidentiality (the communication can only be read by the intended recipient), . integrity (the transmission cannot be altered without detection while in transit), and . non-repudiation (the sender cannot later deny the transmission and content).

Setting up for the ECI

To use the ECI for lodgments to the ATO, you will need: . an ABN – apply electronically for an ABN using the Australian Business Register website at www.abr.gov.au . an AUSkey® – register at www.abr.gov.au/auskey, and . the ECI software installed on your computer.

From April 2010, AUSkey® replaced digital certificates as they expired. For more information about AUSkey® click on the link: www.ato.gov.au/onlineservices.

Installing the ECI software without an ABN or security credential (AUSkey or ATO digital certificate) will only allow you to validate your files. You will not be able to send documents to or retrieve documents from the ATO.

Installing ECI software

1 Go to http://eci.ato.gov.au/ to read the installation instructions and to check minimum hardware and software requirements. 2 In the left hand menu, select Download & Install and follow the steps. 3 Once the application has been successfully installed and opened, select Superannuation from the left hand menu column.

BACKUP OF DATA

It is the responsibility of the supplier to keep backups of data supplied to the ATO, so that data can be re-supplied if necessary. It is the responsibility of the provider to keep effective records as part of their tax reporting obligations.

The ATO will send out the Temporary resident notification via ECI providing internet was nominated as the return media.

When the ATO generates the file for transmission, the following file naming convention applies: Naaaaaaa.TRN where: . aaaaaaa is the transmission number . TRN is a unique suffix to identify that the file is for Temporary resident notification data.

FILE CONTENT

Each file (dataset) will contain one Recipient identifier data record (page 11) as the first record on the file.

This record identifies the entity where the Temporary resident notification is being sent. The recipient could be a provider or supplier.

The first Recipient provider data record (page 12) will appear as the second record on the file. This record identifies the provider that subsequent Section 20C notice data records and Member identifier data records relate to.

The Section 20C notice data record (page 12) identifies the former temporary resident and each record equates to a single notice being given under section 20C of the Superannuation (Unclaimed Money and Lost Members) Act 1999 that subsequent Member identifier data records relate to.

The Member identifier data record (page 13) is provided purely for the purpose of assisting with the identification of the individual listed in the previous Section 20C notice data record.

Each Temporary resident notification the ATO sends will contain a File total data record (page 13) as the last record in the file. This record identifies the total number of records in the file (including the File total data record).

SORT ORDER OF THE REPORT DATA FILE

The sort order of the report data file will be as follows: . the Recipient identifier data record, . then the Recipient provider data record for the first provider being reported, . then the Section 20C notice data record for the first member for that provider, . then any Member identifier data record relevant to the member identified in the Section 20C notice data record, and . then the File total data record will be placed at the end of the file.

If there is another member to report for that provider then the next Section 20C notice data record will be placed after the Member identifier data record for the previous member.

If there is another report from a different provider to be included within the same file, then a Recipient provider data record and any Section 20C notice data records and Member identifier data records for the next provider will follow the last Member identifier data record for the previous provider.

DESCRIPTION OF TERMS USED IN DATA RECORD SPECIFICATIONS

The tables listed below provide details of each data record and its elements. The tables contain the following standard columns:

Character position – the start and end position of the field in the record.

Field length – the length of the data item in bytes.

Field format – the format type of the field:

A is alphabetic (A-Z) – this field will be in upper case – one byte per character. This field will be left justified and characters not used will be blank filled.

For example, SMITH in a ten character field would be reported as SMITHbbbbb.

The character b is used to indicate blanks.

AN is alphanumeric – this field will be in upper case – one byte per character. This field will be left justified and characters not used will be blank filled.

For example, 10 FIRST STREET in a 20 character alphanumeric field would be reported as 10bFIRSTbSTREETbbbbb.

The character b is used to indicate blanks.

DT is a date in DDMMCCYY format. If the day or month components are less than 10, a leading zero will be inserted.

For example: . 26 March 2012 would be reported as 26032012 . 9 November 2011 would be reported as 09112011

If the date is mandatory it will be a valid date, otherwise see date under the optional field type on the next page.

N is numeric (0-9) – one byte per digit. Numeric fields will be right justified and zero filled.

For example, 123456789 in an 11 digit field would be reported as 00123456789.

All of the amount fields are reported in cents and will not contain decimal points, commas or other non-numeric characters (for example $+-).

For example, in an 8 character numeric (amount) field:

7.1 Record length – will be set to 500.

7.2 Filler – for use by the ATO.

7.3 Record identifier – will be set to IDENTREGISTER.

7.4 ATO file reference number – the file reference number (generated by the relevant super system) which uniquely identifies a file created for transmission to an external organisation.

This number should be quoted by the supplier when making enquiries related to the Temporary resident notification.

7.5 File creation date – the date the super system created the file.

7.6 Report specification version number – the version number of the specification used to create the file for transfer to the provider. This will be set to FTRNV001.1.

7.7 Recipient name – the name of the organisation where the file is being sent.

7.8 Recipient contact name – the name of the contact person at the organisation where the file is being sent.

7.9 Recipient contact phone number – the telephone number for the nominated contact person in the organisation where the file is being sent.

7.18 Record identifier – will be set to IDENTITY.

7.19 Provider name – the name of the provider the data record relates to.

7.20 Provider tax file number (TFN) – the TFN of the provider the data record relates to.

7.21 Provider Australian business number (ABN) – the ABN of the provider the data record relates to.

7.22 Provider contact name – the name of the provider contact person who may be contacted regarding queries in the data sent by the provider.

7.25 Provider address line 1 and 2 - the address of the provider. Lines 1 and 2 will only contain the street address (excluding suburb, town or locality, state or territory, postcode and country) of the provider. It may not be necessary to use both lines. If the second line is not used, then it will be blank filled.

7.26 Provider suburb, town or locality – the suburb, town or locality of the provider.

7.27 Provider state or territory – the state or territory of the provider. Valid values are ACT, NSW, NT, QLD, SA, TAS, VIC and WA. For an overseas address OTH is used.

7.28 Provider postcode – the postcode of the provider. For an overseas address 9999 is used for the postcode.

7.29 Provider country – the country of the provider. If the country is AUSTRALIA this field will be blank filled.

7.30 Temporary resident notification number– this is a correspondence identifier used for administration purposes that identifies the section 20C notices sent to the super provider and must be included when the member is reported in the Unclaimed superannuation money statement.

7.31 Issue date – the date the Temporary resident notification was processed.

7.32 Record identifier – will be set to TRSC.

7.33 Tax file number (TFN) – the TFN as determined by the ATO.

7.34 Surname or family name – the member’s surname or family name as reported to the ATO. Where a member has a legal single name only, this field will be completed.

7.35 First given name – the member’s full first given name as reported to the ATO. This will be blank filled where the member has a single legal name. The legal single name will be provided in the Surname or family name field.

7.36 Second given name – the member’s second or other given name as reported to the ATO.

7.37 Record identifier – will be set to TRMB.

7.38 System code – a code for the system or product within the administrative structure of a provider which holds the account of a member.

7.39 Account number – a unique account number allocated by a provider to a member's super contributions.

7.40 Provider client identifier – a value reported for the member which assists to uniquely identify them. However, this is not the member’s account number.

This number is normally assigned by a provider to link all accounts the member holds within the organisation. For example, the Provider client identifier may be a customer number, which is used to link five different accounts held by one member with the provider.

7.41 Sex – the sex of the member as reported to the ATO.

Valid values are: M – male F – female U – unknown

7.42 Date of birth – the date of birth in the format DDMMCCYY.

For example, if the date of birth is 29 June 1946, it would be reported as 29061946.

This field will be zero filled where the data is unavailable. If only a year of birth is known, the day and month should be zero filled. For example, if the year of birth was 1956, it will be reported as 00001956.

7.43 Source of membership – the source of the provider information from which the ATO derived the membership data. The valid values are MCS, LMR or TFR.

MCS – Indicates that the membership data was sourced from MCS records.

LMR – Indicates that the membership data was sourced from LMR records.

TFR – Indicates that a provider has advised they transferred the member account to this provider.

7.44 Year of source – the year to which the source membership related or the year portion of the transfer date.

7.45 Record identifier – will be set to FILE-TOTAL.

7.46 Number of records in file - the total count of all data records in the file, including those appearing more than once. All the following will be counted:

Software developers, both in-house and commercial, who are developing or updating electronic reporting software, should use this specification for developing their application. The Software Developers Homepage website at http://softwaredevelopers.ato.gov.au has been designed to facilitate a partnership between the software development industry and the ATO and provides the following: . a self-testing model allowing software developers to check their product, package, program or system against ATO test scenarios or relevant format testing, . access to information relevant to all software developers to assist in the development of tax-related software, and . a software product register which tax agents and businesses can access to find products that will assist in meeting tax-related obligations.

Lodging the Declaration of Compliance automatically lists the product(s) on the Software Developers Homepage Product Register. Software developers that have listed their product on the Product Register may direct users to the website at http://softwaredevelopers.ato.gov.au for confirmation that the product has met ATO requirements. Developers who do not need to register in order to list products may still receive emails detailing significant issues by using the subscription service available from the site. Registering or subscribing for updates is recommended for both in-house and commercial software developers.
