Regeneration & Transport Select Committee

A meeting of Regeneration & Transport Select Committee was held on Monday, 12th September, 2011.

Present: Cllr Maurice Perry(Chairman), Cllr Norma Wilburn(Vice-Chairman), Cllr Michael Clark, Cllr Kevin Faulks, Cllr Paul Kirton, Cllr Mrs Maureen Rigg, Cllr Andrew Sherris and Cllr Nigel Cooke(Vice Cllr Norma Stephenson).

Officers: Andy Bryson(RES), Sue Daniels, Paul Diggins, Richard McGuckin, Richard Poundford(DNS), Peter Mennear and Fiona McKie(LDS).

Also in attendance: None

Apologies: Cllr Ian Dalgarno and Cllr Norma Stephenson.

1 Evacuation Procedure

The evacuation procedure was noted.

2 Declarations of Interest

Cllr Norma Wilburn declared a personal non prejudicial interest in the item titled Efficiency, Improvement and Transformation (EIT) Review of Regeneration and Economic Development as she was a Member of the Know How North East Board.

3 Minutes for Signature - 21st February 2011, 14th March 2011 and 20th June 2011.

The minutes of the meetings held on 21st February 2011, 14th March 2011 and 20th June 2011 were signed by the Chairman as a correct record.

AGREED that the minutes were signed by the Chairman as a correct record.

4 Draft Minutes - 18th July 2011

Consideration was given to the draft minutes of the meeting held on 18th July 2011.

AGREED that the minutes be approved.

5 Efficiency, Improvement and Transformation (EIT) Task and Finish Review of Highways

Members received the draft scope of the task and finish review of Highways. The following points were discussed by the Committee:

- The two areas through which Highway Services was delivered which were Technical Service and Direct Services. - Budget and sources of funding for the service area. - Future work that the service was to deliver.

1 The Committee would receive the baseline information for the review at the meeting on 14th November 2011.

AGREED that the scope be endorsed and the information be noted.

6 Monitoring the implementation of previously agreed recommendations - Initial Progress Report on EIT Review of Events, Arts and Tourism - Quarterly Update on outstanding recommendations

Consideration was given to the assessments of progress on the implementation of the recommendations from the EIT review of Events, Arts & Tourism and scrutiny review of Sustainable School Travel.

The Committee agreed to consider a more in depth presentation on the results of the EIT Review of Events, Arts and Tourism at the next meeting of the Committee on 24 October. The Chair requested that the presentation cover the full range of proposed actions linked to recommendation 1 in the original Committee report.

Members noted the importance of signposting visitors to the customer contact centres, should the Tourist Information Centre function be transferred to them in future.

Members agreed that no further action could be taken on the review of Sustainable School Travel in relation to recommendation 9, and the review was signed off as complete.

AGREED that the Progress Updates be noted and the assessments for progress be confirmed.

7 Efficiency, Improvement and Transformation (EIT) Review of Regeneration and Economic Development - to consider the options

The Committee considered possible options for the EIT Review of Regeneration and Economic Development highlighting the following areas: - Major projects - Town Centres - Service Support - Tourism - Buildings - Stockton Business Centre and The Shambles - Stockton-Middlesbrough Initiative - Enterprise - Employment and Skills - Tees Valley Unlimited - Business Engagement

Members considered that it would be important to ensure continued support for small scale, tourism businesses and activities.

AGREED that the information be noted and that draft recommendations and the Equality Impact Assessment for the EIT Review be considered at the next

2 meeting, prior to inclusion in the final report.

8 Work Programme - to review the work programme for forthcoming meetings

Members were reminded that the next meeting was 24th October 2011 and the following would be considered: - Presentation on Events - Draft recommendations for the EIT review of Regeneration and Economic Development.
