ISSUE BEFORE THE BOARD: The State Board of Education (SBE) and the Department of Community Colleges and Workforce Development (CCWD) are committed to the success of all students. To this end, the commissioner developed a CCWD Community College Student Success Steering Committee to guide this effort.

BACKGROUND: The Student Success Steering Committee has been meetings since last November and was charged with several key deliverables. The draft report has addressed issues that: a) Respond to the CCWD 2007 budget notes contained in HB 5012 b) Suggest other measures that are needed for community college students c) Present the Oregon Community College Student Success efforts d) Create the culture of evidence needed for student success e) Suggest a communication strategy to inform and educate stakeholders

The draft report from the committee will be distributed to the SBE on June 19th. This report is the result of the year-long effort of the Oregon Community College Student Success Committee. This committee represented a broad range of community college roles: faculty, board members, presidents, researchers, deans, and students. The following representatives spent many hours assisting CCWD to review the data, frame the issues, and develop a plan to move forward. The Committee was given the responsibility of overseeing the response to the legislative budget note contained in HB 5012. This budget note asked CCWD to disaggregate the Key Performance Measures on a college by college basis and to share the best practices that emerged from that information among all the colleges. Additionally, the Committee’s charge was to take an in-depth look at community college student performance, with the goal of better defining and improving student success rates.

This report consists of two parts: 1. The Committee’s Findings on Student Success 2. The Committee’s Plan to Improve Student Success The plan includes seven areas of recommendations for the SBE. These areas include: 1. Adopt a “culture of evidence” as part of Community Colleges’ Mission. 2. Adopt the National Center for Higher Education Management Systems (NCHEMS) suggested public agenda. 3. Adopt Oregon Community College Unified Reporting System (OCCURS) data report, Data Issues for Student Success Reporting 4. Improve the connection of non-workforce credit courses to student success. 5. Adopt recommendations on Retention Promising Practices

1 6. Adopt recommendations to implement Student Success Model, including nine new Student Success Indicators. 7. Adopt recommendations on the Legislative Budget Note related to Key Performance Measures.

STAFF RECOMMENDATION: It is recommended that the Board approve the report at the August Retreat or September Board meeting.
