Aetna Inc. (http://www.aetna.com/members)  Senior lead architect, project lead, developer for the design and implementation of an Internet based prescription benefit presentation function for health care insurance subscribers. This application uses EJB technology to interface with an Oracle prescription plan adjudication system to provide an easy to understand, dynamic view of a subscriber’s prescription benefits. The EJB interface to the prescription plan benefit information was designed for reusability as several systems are being designed to utilize this successfully implemented, reusable interface. The software deployed uses Java J2EE, EJB, servlets, beans, JSP, and JDBC, running under IBM Websphere application server and IIS Web servers. System development was accomplished using IBM Visual Age.

Aetna U.S. Healthcare  Senior project lead for the design and implementation of an Internet based, customer centric medical survey and message center. These applications provide access to the latest medical information through an easy to use, dynamically generated Web based survey and messaging sub-system. The foundation for each subsystem is XML. The survey sub-system delivers health related questions that are pertinent to the age and sex of the customer. Medical information is presented based on the survey answers. Additional information is provided about the customer’s insurance coverage. The message center is designed to provide a generic facility for health insurance customers to receive the latest information about their healthcare and their insurance. Any department within the insurance company can send messages to its customers using an XML standard message format. Personalized information is dynamically inserted through an XSL transformation process that is controlled by Java classes. The software deployed uses XML/XSL, Java servlets and beans, JSP, JDBC, running under the control IBM Websphere application server and Netscape and IIS Web servers. MQSeries and DB2/UDB software provide additional services. System development was accomplished using

 Created a dynamic content site for medical providers based on their specialty and geographic region. Site actively adds information from several well-known Medical sites. Authentication and password resets through LDAP directory services. Demographic information captured and updated in the LDAP directory through HTML forms and Java servlets. Business database access using JDBC, MQSeries, and DB2. Also wrote and integrated a self-registration model to simplify the sign-up process for Medical Professionals. This process is the security cornerstone for future confidential healthcare transactions over the web. Technical environment consists of IBM Websphere application server, Netscape Web and Directory services, MQ Series, DB2/UDB. System development utilized IBM Visual Age and Websphere Studio.  Technical architect responsible for the design and implementation of the security components for an Internet based HR system. Environment included SSL and firewall technologies. Authored VB5 components to proxy DCOM and ADO calls across multiple servers. Advanced Logic Systems, Inc.  Co-developed a Java based search engine that accepts normal English sentences and requests, and then using sophisticated deciphering algorithms, determines what the customer is looking for, performs searches, and presents search results appropriately. Several E-commerce sites are utilizing this Java search component today.

ICANON, Inc  Internet technical consultant. Helped direct this open systems software company to jump start their entry into development of real time manufacturing system monitoring over the Internet.

LockHeed Martin  Worked with corporate IT architecture team to design and develop an Internet based computer parts inventory and failure tracking system. This system was developed using Java, JavaScript, HTML, Oracle and BEA / Weblogic’s Tengah Unix based web and application server. As an Internet application this application provides enormous value for the customer by virtually eliminating network and software maintenance cost. Client and server side digital certificates are implemented in conjunction with SSL for increased security.

IMS America, Ltd.  Lead designer and developer of a generic control database maintenance application. This application is written using VB5 and Win32 API’s to provide the business user with the ability to maintain Oracle system control tables using a standard, intuitive interface. The system control tables that are maintained by this application contain the business rules that control the operations of various new computer applications in the enterprise. The core of the application is several Active X DLL’s and custom developed Active X controls that also provide the framework for access over the Internet or the corporate Intranet. The completed system provides the ability to add new system control tables or new columns, and includes rule based editing without the need for additional programming. Development environment: VB 5.0, Oracle 7.3, UNIX and NT 4.0, TCP/IP, and IE 4.0.

Reliance Insurance Company Page 3  In a lead architect role, designed, developed and implemented an NT 4.0 server based workflow system that takes electronic insurance policies and converts the policy metafiles to PDF format and synchronizes important index information in a SQL Server 6.5 database. This workflow application runs unattended utilizing an internal scheduler and automatic restart functionality. After processing is complete, electronic images of policies are available using the corporate Intranet and relational database queries. Development environment: NT 4.0, VB 4.0, RDO, SQL Server 6.5, TCP/IP, and Netscape 3.0.

Other accomplishments with Larsen Group, Inc.  Designed and implemented multiple corporate Internet web sites including two sites for Homes of Brooklyn Multiple Listing Service, and several Intranet sites for large corporations in the Philadelphia area.

Aetna U.S. Healthcare 10/94 – 9/96 Project Manager / System Architect (Client / Server Imaging Systems)

Managed an eight person team that developed an innovative distributed image routing and information capture system. This medical claims intake system’s primary function is to process all paper medical claims for this large health insurance company. Processing sites across the country are electronically linked with the main office. Responsibilities included business requirements analysis, proposal creation, executive presentations, obtaining project funding approval, managing a $2.8 million budget, development team hiring, detailed architectural design, development and implementation. System development environment included Windows NT 4 client and server, Visual Basic 4.0, C DLL’s, TCP/IP, NT SQL Server and Sybase over local and wide area networks. System successfully implemented on time and within budget processing 100,000 claims daily resulting in tremendous time and money savings as well as a dramatic improvement in customer service.

U.S. Healthcare 1/89 -10/94 Senior System Developer (Client / Server Imaging Systems)

Successfully led a five person development team from design through implementation of a Windows based client /server microfilm replacement system. Led the complete system and database design. Personally developed a complex, image presentation and information capture client component using VB3 / Sybase. This proof of concept image processing system integrated a high speed scanner, with several Visual Basic / Sybase components, including: 1) image presentation and index capture, 2) image routing server, 3) database management component, 4) business administration client interface, 5) optical storage interface.

Successfully led a five person team to implement a corporate imaging system. Personally designed and developed the system data base edit bridges and synchronization processes using C and UNIX shell script. During this two year project, performed market analysis research culminating in a recommended hardware and software implementation plan. Successfully led vendor and corporate development teams and business management to design and implement a centralized UNIX (AIX and Sun) based, image driven, specialist claims processing system.
