Minutes of the Meeting of the Parish Council held on Tuesday 25 February 2014 at Green Hammerton Village Hall, Harrogate Road, Green Hammerton at 19.30
13/125 Present Cllrs Bailes (Chairman), Andrew, Bowe, Chelton, Leather, Taylor and Tegerdine. 13/126 In Attendance Cllr Lewis, the Clerk and two members of the public. 13/127 Apologies for Absence There were no apologies for absence. 13/128 Declarations of interest There were no declarations of interest.
13/129 Confirmation of Minutes of Previous Meeting RESOLVED that the Minutes of the meetings held on 21 January 2014 be accepted as a true record. The chairman signed the minutes.
13/130 Public participation Samantha Cameron had two points to make about parking. First that parked vans and vehicles on the corner of Harrogate Road cul-de-sac made turning out of the cul-de-sac on to Harrogate Road very dangerous. The Clerk will write to the owners of the cars parked too near the junction. Secondly cars are parked on the bend from York Road to Harrogate Road. The Clerk will also write to the owners of cars parking on the bend and Cllr Leather will put an item about parking into Village View. On a different subject Samantha Cameron asked about the footpaths on Harrogate Road some of which had recently been replaced with tarmac by HBC. The rest of the old paving stone pavements were in a poor state of repair. The Clerk will contact HBC with a view to getting the pavements replaced/repaired. Finally the snicket between Harrogate Road and Boroughbridge Road is dark and dangerous at night. Would it be possible to get some lighting? The Clerk will contact HBC.
Sean Harland asked about high speed broadband and whether it is possible to get high speeds through copper wire. The chairman responded by saying that there had been a presentation about high speed broadband at The Village Hall last Wednesday. It is possible to get high speed, over 25mps, through copper wire. Much of the village could get high speed broadband now and the rest later in the year. People will have to shop around for the best deal. The lady who gave the presentation will also be speaking at the Annual Parish meeting.
13/131 Report from the Clerk to the Parish Council 1. Reported problems with stile beyond Helenfield 2. Chased HBC about footpath hazard between H’gate Rd and B’bridge Rd 3. Put NHS Complaints service on noticeboard and website 4. Spoke to Simon Mack about elderly people and Village View article 5. Contacted HBC about moving litter bin opposite the church to the bus stop 6. Escalated 30mph speed limit and signs on Harrogate Road to David Bowe NYCC 7. Escalated 20mph speed limit in front of school to David Bowe NYCC 8. Checked street lighting at night for overgrowing foliage 9. Asked Poppleton where they got their signs from [City of York] 10.Attended NYCC ‘Parish Portal’ meeting – online reporting of Highways issues 11.Attended Parish Group incinerator campaign meeting 12.Attended NYCC meeting 19 February and asked questions about the incinerator 13.Arranged Superfast Broadband presentation 19 Feb Village Hall 14.Contacted NYCC about stopping grass cutting for area opposite pub The Clerk then went through the latest Financial Report which indicates a substantial surplus for 2013/14.

13/133 HBC Core Strategy Review Cllr Chelton had circulated the Core Strategy Consultation questions from HBC with his draft responses. Cllr Lewis said that government policy had changed and HBC needed to bring its Core Strategy into line with latest legislation. In particular Cllr Lewis felt that the sustainability criteria were flawed and development would benefit from more and smaller developments with a mix of housing rather than fewer large developments. Both Cllr Chelton and Cllr Lewis highlighted infrastructure as a key concern. Cllr Chelton will finalise the responses and send them to HBC.
13/134 Grant for chairs to Green Hammerton Recreational Charity The item was deferred until another time.
13/135 Speed limits and signs in Green Hammerton Cllr Taylor had researched costs and types of signs for Harrogate Road. It was not possible to put up permanent signs but good quality temporary signs could be put up at reasonable cost. After discussion about the number and style of signs, it was decided to obtain two sets of signs made up of a triangular sign with red border with the message ‘Slow down’ and, below it, a square sign with a message ‘Our children play here’. These will go on wooden posts at a height suitable for car drivers.
13/136 Parking before and after school Cllr Andrew said that there had been a ‘near miss’ reported to him and the chairman. Cllr had spoken to Rachel Holloway who had reported it to the School headteacher Mrs Wallis. The School is constantly advising about road safety and wished to have Parish Council support. It was decided to put a one page insert into Village View and ask the school to circulate the sheet to all parents. Cllr Andrew will prepare a draft and Cllr Bowe or Cllr Taylor will print the final version.
13/137 Highways update The chairman and clerk attended a presentation by NYCC at Area 6 in Boroughbridge. NYCC demonstrated an online system for reporting potholes and monitoring NYCC action. The clerk has registered potholes in New Lane and will report back on the system.
13/138 Tour de France update The chairman had received a letter from our MP offering his support. At present various parties from the village are organizing their own events. Nothing has been heard about parking and the chairman will contact Mike Powley. The church has asked if two portaloos could be put near the church which will be open and serving coffee, tea, cakes and biscuits. The councillors did not feel that the Parish Council should provide portaloos. Toilets would be available at the pub, club and Village Hall. The clerk will find out about the availability of portaloos and costs. The clerk will also ask Paul Ryan of NYCC about signs and cones. Cllr Tegerdine noted that there should be access for emergency vehicles. Cllr Taylor felt that the event was a ‘one off’ and it was not necessary to take special measures.
13/139 Recent planning issues The chairman, Cllr Lewis and HBC planning committee members had visited Whitegates in Kirk Hammerton Lane in connection with a planning application for an extension. The HBC Planning Committee had equal votes for and against but the chairman had used his casting vote against the application and permission was refused. Councillors had heard from both parties about the conservatory in Harrogate Road. This matter is now in the hands of HBC Planning Enforcement.
13/140 Application to maintain area opposite the pub The clerk will complete the application for a licence from NYCC for the Parish to maintain the area. In addition Cllr Taylor will put up signs stating that the area is a wildflower area maintained by the Parish Council and should not be cut. The notices are mainly aimed at NYCC contractors as a precaution and will also inform villagers.
13/141 Items for Annual Parish Meeting The clerk will contact village groups for their reports and speakers at the meeting. The Superfast Broadband representative, Carole Haywood-Poole, will give a short presentation about broadband and answer questions. Cllr Bowe will organize refreshments.
13/142 Parish, District and County Council responsibilities and ways in which the Parish Council can communicate to residents what the Parish Council are presently involved with Cllr Andrew had circulated a paper on the matter and welcomed comments from other councillors with a view to posting the item on the website. The clerk will keep it up to date.
13/143 Dates for future meeting The clerk will circulate a list of possible dates.
13/144 Reports from committees, outside bodies and ongoing tasks YLCA - The chairman and Cllr Andrew had attended the YLCA meeting. The Community Infrastructure Levy had been discussed. White Rose will be published fortnightly. The main area of concern was the quality of the roads (potholes) and NYCC management. The Parish Group against the incinerator had made a presentation and urged councils to keep opposing the incinerator mainly on the grounds of excessive cost. Helenfield – Cllr Taylor reported that the 4th and final work day had taken place with a good turn-out including two new people. Cllr had a list of equipment and materials needed for Helenfield. RESOLVED – That a payment of £300 be made to Cllr Taylor to buy equipment and materials for Helenfield
13/145 Reports from District and County Councillors Cllr Lewis had nothing to add.
