LEADING AND SUPPORTING COUNTRIES FOR APT COMMON PROPOSALS TO THE WTDC-14
1. INTRODUCTION:
In order to coordinate and support the WTDC in relation to the APT Common Proposals (ACPs) to the Conference, it is necessary to have leading and supporting countries for each of the ACP submitted to the Conference.
The main role of the leading and supporting countries will be to introduce the ACPs in the Conference on behalf of the APT Members who supported the ACPs and provide clarification and respond to any questions and follow through the ACP towards the outcome of the Conference.
A Lead or Support Country can be expected to –
- introduce a Contribution (ACP) to the Conference at the Plenary or Committee level whichever is appropriate - respond to any questions or clarifications and take part in any debate which follows the introduction - take part in any ad-hoc group formed to find consensus or compromise as directed by the Plenary or Committee Chairperson - relay progress to APT coordination meetings held during the Conference, and apply advice given - consult with APT and appropriate members over flexibility, and compromise which may need to be taken - act as a reference source that members can turn to for an update on progress with the issues - the Lead and Supporting Country Coordinators should work as a team and spread the workload, keeping ever vigilant, and should not hesitate to involve other APT members at any stage.
