SPECIFICATIONS

SURVEILLANCE AND SECURITY SYSTEMS/FIRE ALARM SYSTEM FOR BIO NETWORK LOCATION, HARRISBURG, PA

I. GENERAL:

The CONTRACTOR must perform system maintenance, inspections, and scheduled maintenance per manufacturer requirements to assure warranty compliance on all security, access, and fire alarm systems at 1400A N. Cameron Street, Harrisburg, PA.

II. SPECIFIC:

A. Security and Access Systems

1. Provide labor to maintain installed security and access systems in normal operating conditions at all times. 2. Provide preventative maintenance/testing of all security and access components and functions. 3. Furnish and install Genetec software package upgrades. 4. Furnish manufacturer agreement for Genetec software, better known as (SSA). 5. Furnish and install necessary hardware and software to connect the centralized Genetec security server. 6. Furnish and install necessary hardware and software upgrades for any end of life components. 7. Provide documentation of all inspections and tests. 8. Programming changes performed during scheduled inspections are included in this agreement.

Security and Access Systems include but is not limited to: a) System software b) System control panels c) Battery backups d) control units e) card readers f) door and window sensors g) electric door locks h) cameras i) keypads j) motion detectors k) glass break detectors l) fire and smoke alarms m) carbon monoxide detectors n) photo id badging o) all associated cabling p) video archiver q) device firmware maintenance

B. Fire Alarm System

1. The fire alarm system shall be inspected, at a minimum, in accordance with the requirements of the National Fire Protection Association (NFPA), NFPA 72, National Fire Alarm Code, 1999 Edition, as well as any additional inspection and testing requirements from the local authority having jurisdiction. 2. A fire alarm system inspection report shall be prepared for the building, signed by the inspection personnel, and a copy shall be provided to the PennDOT Server Farm. 3. At each functional test, a minimum of 10% of all installed smoke detectors shall be disassembled to inspect the chamber cleanliness; all smoke detectors in the facility will be cleaned in accordance with the manufacturer’s recommendations. The smoke detectors that are cleaned will be retested for proper operation. 4. All system test shall be conducted with the normal 120 VAC power removed and the system tested while on battery standby power. Any degradation of system operation while on battery standby shall require the batteries to be replaced. 5. In accordance with NFPA 72 code requirements, batteries shall be replaced at least every (4) years.

III. SERVICES & LABOR:

1. Contractor will respond/acknowledge to all emergency service calls within (2) hours of a service call. 2. Contractor will respond/acknowledge to all regular service calls within (4) hours of a service call. 3. Contractor will provide all maintenance and repairs necessary to maintain the manufacturer’s warranty on equipment. 4. A report must be provided after each visit which reflects the current status and comments of all systems. 5. Regular hours shall be local time, 6:00 AM - 6:00 PM. 6. Premium hours shall be local time, 6:00 PM - 6:00 AM. Premium hours are defined as Saturdays, Sundays, and State Holidays.

IV. Parts A. No invoices will be paid without an itemized invoice.

V. INSURANCE REQUIREMENTS:

Contractor will be required to provide a certification of insurance as per attached insurance provision.

VI. SUBCONTRACTING

The Department is not authorizing the use of subcontractors.

VII. CERTIFICATION

The contractor will be required to provide a letter of certification to be an authorized distributor of Genetec software (security Center, Synergis and Omnicast).
