SUBJECT INTERNAL ADVERTISEMENT OF POSTS: SUPPLEMENTARY BULLETIN

This correspondence is intended to be a request to advertise a supplementary list of posts internally as a consequence of the process of placement which implemented the migration of employees from the old to the new organisational establishment. During the placement process there were disparities and inconsistencies that were noticed because of the previous human resource transactions and process that were done in the previous years. These include implementation of the previous job evaluation results, inconsistent recruitment practices, management of remuneration of employees, to mention just a few.

In the light of the above scenario and in an endeavour to stabilise the people management processes in the municipality, the corporate service department is hereby requesting approval to advertise the attached positions which range from number 1 to number 91. The department further requests that these positions be advertised internally, thus, making them available only to individuals who are already in the employ of the OR Tambo District Municipality.

Department: Community Services

Unit: Disaster and Risk Management

Role Purpose

 To support local municipalities and ensure that there is proper and effective implementation of the OR Tambo Disaster Risk Management policy framework, Disaster Management Act and the National Disaster Management Framework by local municipal departments, entities and other stakeholders focusing on disaster risk reduction, prevention and avoidance.

Key Responsibilities:

 To ensure effective and appropriate preparedness, response, recovery and rehabilitation through: . Establishment of a uniform approach for early warning strategies. . Avert or reduce the potential impact in respect of health impacts, personal injury, loss of life, property, infrastructure, environments and government services. . Immediate, integrated and appropriate response and relief actions when significant events occur or are threatening to occur. . All rehabilitation and reconstruction strategies conducted following disaster are implemented in an integrated and developmental manner.

2. Position Title: Senior Disaster Management Practitioner

Role Purpose

To support disaster risk management satellite centres and ensure that there is proper and effective implementation of the OR Tambo Disaster Risk Management policy framework, Disaster Management Act and the National Disaster Management Framework by local municipal departments, entities and other stakeholders focusing on disaster response and recovery. To advocate for integration of disaster risk reduction in planning processes, projects, programmes and initiatives of the municipality. Provide strategic advice and guidance on mission critical initiatives related to legislative imperatives with a view to sustaining remedial interventions, contingency plans, emergency preparedness, rapid and effective response to disasters and supporting resilient communities, post disaster recovery and rehabilitation within the context of the DM policy framework, the DM Act and regulations of the Gatherings Act, 205 1993.

Role Purpose

Facilitates the key performance areas associated with the Disaster Management ,Integrated Risk and Risk Assessment within the OR Tambo District Municipal Area and Local Municipalities through the design ,development and alignment of policies ,procedures ,systems and controls guiding critical interventions and processes with respect to risk reduction and elimination and providing strategic advice, information and guidelines on mission critical initiatives related to legislative imperatives with a view to sustaining remedial interventions and supporting an integral approach to the building of resilient individuals ,households and communities within the context of the IDP and Disaster Management Act No .57 of 2002.

Key Responsibilities:

 Applying uniform disaster risk Integrated Response policy in the district  Support Technical Task Teams (TTTs) for the development and implementation of integrated disaster risk management plans for the district as a whole which are consistent with the findings of risk assessments. Disaster risk management plans must include.  Support strategies, programmes and projects aimed at risk Integrated Response by municipal departments; other municipal entities; local municipalities; and other disaster risk management role players in the district;  Assist with the preparation of hazard specific contingency operational plans for the coordination of response and recovery efforts by municipal departments and other municipal entities; local municipalities; and other disaster risk management role players in the district.  Support mechanisms to facilitate and monitor the progress of TTTs with the development, integration and implementation of priority risk Integrated Response strategies, programmes and projects risks affecting the district as a whole;  Support and maintaining mechanisms for the integration of risk reduction plans, projects, programmes and practices into Integrated Development Plans and all other developmental strategies in Council’s area  Support disaster risk management plans for the district to the NDMC; the EC PDRMC; and to other relevant disaster risk management role players in the district; as well as to the neighbouring Municipal DRMCs of the Amathole DM; Chris Hani DM; the Joe Gqabi DM; the Alfred Nzo DM;  Facilitate planning for the integrated management of cross-boundary risks (with neighbouring districts and between local municipalities) by entering into mutual assistance agreements and memoranda of understanding for the purposes of disaster risk management;  Support developing the capacity to provide a consultative and advisory service on disasters and disaster risk management for the district;  Exercising quality control, monitoring progress and reviewing effectiveness of risk Integrated Response programmes and projects and contingency plans;  Consulting with the O R Tambo DM DRMAF on the development of disaster risk management plans and other relevant disaster risk management issues.

4. Position Title: Senior Communication system operators

Role Purpose

Attends to tasks associated with the operations of the control room, receiving, responding and/or transferring messages and information to facilitate and coordinate specific action or intervention and, provides general clerical support to enable accomplishment of specific service delivery related requirements and/ or instructions, including supervising the call centre operators.

Key Responsibilities:

 Supervise inter-action with callers and operational personnel on telephones/two way radios with respect to specific incidents needing urgent attention.  Interpreting coded language information and instructions to personnel on duty to coordinate specific actions and proceedings with the communication thereof to relevant role players.  Supervising records and updating of registers regarding responses.  Ensure smooth running of the shift system including leaves schedules.  Interaction with Communication System Operators.  Reporting on faulty equipment to the Senior Disaster Practitioner IMCS.  Filling documentation, correspondence notifications and other recorded files.  Ensure compliance by communication centre staff with ORT Disaster Risk Management Communication Centre and emergency Communication standard operating procedure manual.

Conducting comprehensive and progressive risk assessment which will contribute to the development of disaster risk profile that are current and relevant , and which will inform the planning and practice of holistic, integrated disaster risk reduction and contingency planning and implementation

Key Responsibilities:

9. Position Title: Disaster Management Assistants

Role Purpose

Undertake tasks/activities associated with the collection and distribution of disaster material (e.g. tents), mail and other related correspondence/ documentation/ fires and items (stores and collection) to/ from internal departments and external sources, conducting general office duties, in order to ensure laid down instructions are compiled with and deadlines/ priorities attended to.

Key Responsibilities:

Delivery and Collection

Performs specific tasks associated with the delivery and collection of items to/ from external sources by:

 Receiving a schedule indicating delivery/ collection requirements and identifying with specific priorities.

8  Delivering tent and disaster material, loading equipment into vehicle and delivering to designated sites/ areas.  Driving the water tanker to relevant areas.  Batching correspondence, mail and other items according to the planned destination schedule/ route.  Checking vehicle condition (tyres, water, oil, brakes, lights, etc.) and completing the checklist and log sheets prior to departure and/ or reporting defects to the immediate superior.  Locating specific addresses for delivery/ collection and seeks/ or signs acknowledgement of receipt on collection / delivery of materials, etc.

Cleaning Functions

Performs specific tasks/ activities associated with the provision of general administration support by:

 Cleaning response and disaster material and ensuring that tents, blankets and relevant materials are cleaned after relief, and packing relief material in an orderly manner.  Cleaning of offices and minor maintenances of office equipment and appliances e.g. changing of bulbs,  Cleaning of the disaster management vehicle.

Role Purpose

To support Senior Disaster and Risk Practitioner satellite centres and ensure that there is proper and effective implementation of the OR Tambo Disaster Risk Management policy framework, Disaster Management Act and the National Disaster Management Framework by local municipal departments, entities and other stakeholders focusing on disaster response and recovery. To advocate for integration of disaster risk reduction in planning processes, projects, programmes and initiatives of the municipality. Provide Support on mission critical initiatives related to legislative imperatives with a view to sustaining remedial interventions, contingency plans, emergency preparedness, rapid and effective response to disasters and supporting resilient communities, post disaster recovery and rehabilitation within the context of the DM policy framework, the DM Act and regulations of the Gatherings Act, 205 1993.

 Assist in maintaining sound relations between the main centre and satellite centres in response and recovery activities.  Support disaster risk management satellite centres in the implementation and practice of the disaster relief and recovery.

9 Facilitates operative requirements and procedures during procedures during potential and declared disasters by:

 Assist in the identification of district infrastructure and resources for mobilisation to support communities affected by major incidents or declared disasters.  Monitor information uploaded on Mobenzi application to facilitate speedy intervention and response in support of satellite centres.  Advise on determination of the magnitude and severity of a reported major/disastrous incident for declaration.  Assist and advise in the Implementation of approved response plans, protocols, field operation standards, etc in the district.  Facilitate provision of relief in consultation with the Programme Manager.  Assist disaster management satellite centres in the coordination of recovery, reconstruction and rehabilitation activities.  Consolidate information for funded interventions, occurred and declared disasters.

12. Position Title: Messenger Driver

Undertakes tasks/activities for the office associated with the collection and distribution of mail and other related correspondence /documentation /files (notices/agendas/minutes) to/from internal departments and external sources in order to ensure laid down instructions are complied with and deadlines/priorities attended to.

13. Position Title: Fire Fighter

Role Purpose

Performs a variety of tasks associated with responding to and dealing with fire-fighting, emergency rescues services, supervision of fire-fighters, rendering basic medical care, fire prevention and training activities, operating and maintaining firefighting equipment and apparatus, maintaining fire station facilities and related work as required in order to protect the lives and property of the citizens of the municipality in accordance with the Fire Brigade Services Act(Act 99 of 1987)

15. Position Title: Security Supervisor

12 Role Purpose

To identify all risks and threats in the current countermeasures and to ensure the security systems are rectified and implemented. Oversee subordinate supervisory personnel and security services to ensure safe and secure working environment.

Key Responsibilities:

Coordination Functions

 Receive approved security plan and policies for implementation from security manager.  Conduct security risk, threat analyses and security survey exercise in all assets and Municipal key points and report to security manager.  Confirming that Security supervisors and Security Officers are on duty, performing their duties within prescribed procedures/guidelines and that they are in uniform.  Communicating with the Security Supervisors at their duty points from time to time to establish problems/incidents, and taking appropriate measures for specific situation/incidents, and interacting with Security Manager on crimes/breaches.  Monitoring incidents reports, occurrence registers and entrances.  Conduct regular briefing with supervisory personnel under command.  Ensure that all posts are properly and effectively supervised and staffed by making adjustment in light of operational requirements  Assure the availability of all relevant resources to carry out the duties and responsibilities of the section.

Operational Functions: Security Services and Coordination

 Hold monthly meetings with security service providers regarding service level agreements (contract management/guarding services).  Participating in liaising with security agencies and relevant departments pertaining to safety and security matter.  Liaise with security managers on matters pertaining to physical security.  Assist in all matters pertaining to investigation of crime.  Participate in the preparation of budget proposals and performance reports.  Consult with and advises the Security Manager of all matters and activities of concern planned or taking place within the Institution

Role Purpose

Collect and capture EPWP labour reports on the EPWP Reporting System. Ensures work opportunities generated by the District Municipality are reported and validated. Drivers of the Districts reporting to the Department of Public Works Provides administrative and general support relating to the accurate capturing and verification of Indigent Applications on the MS Excel computer system, and creating new accounts. The role is responsible for capturing data and information and ensuring an effective maintenance (backup) system. Water samplers enforce water quality laws and regulations. The Incumbent collects and tests samples of water supplied by the municipality to determine the types and level of contaminants in it. If the water doesn’t meet the minimum standards, the incumbent provides recommendations on how to improve the quality. Samplers working in waste water plants ensure waste water meets industrial effluent regulations before being discharged to the natural environment or recycled

To operate TLB machine in performing support duties in relation to all construction duties in the Water and Sanitation Division Key Responsibilities:

 Check the road worthiness of the TLB before starting work of the day by inspecting hydraulic, engine oil, water, Battery terminals etc.  Start the TLB machine so as to check whether there are any oil leaks, if any report to supervisor for repairs, if not begin work for the day.  Respond to all outstanding duties (of backfilling & trench digging) left unfinished the previous day.  On return from the day duties, wash the machine and do greasing to prepare the Engine for the next day.  Log in all daily tasks performed to assist transport section to determine how much the TLB is utilized and to report work progress to supervisor.  Report to Transport Section when the TLB is due for service or major repairs.  Assist plumbers in digging where picks and spades are not suitable to do.  Backfill all open trenches within the safety measures.  To assist on lifting water Sewer heavy pipes that people cannot load or offload.  To load sand, river sand concrete etc on trucks to backfilling trenches or construction work.

House Keeping

 Keep the plant/machinery in excellent condition in order to ensure long lasting life span  Must inspect the site to ensure the safety of the plant, workers and also the underground cables, waterlines, telephone cables etc.  Must have safety equipment /uniform and fuel always make sure that fuel tank is locked and safe  Performs specific tasks /activities at the depot /work sites prior to and on completion of allocated maintenance assignments

Role Purpose

Initiates and provides support for all duties pertaining to Revenue Management at operational level and ensures viable access to information regarding Credit Control and Debt Collection for both internal and external customers as well as maintaining sound customer care.

Key Responsibilities:

 Receive age analysis report from Credit Controller in order to prepare for a schedule.  Gather data of consumers to be placed on schedule pertaining consumer debt and prepare schedules for consumer debt.  Write letters of final demand and convey them to Credit Controller for review and verification purposes.  Facilitate telephonic collections as advised by the Credit Controller.  In line with the time period stipulated by the Credit Control and Debt Collection Policy, write the notices of discontinuation of water services for non-complying consumers (as per the data on the system) and convey to Credit Controller for review and verification purposes.  Compile a transaction list from the system in order to identify the payment/non-payment activity for disconnection purposes and convey that list to Credit Controller for verification of adherence to policy.  Refer customers to the Credit Controller to make arrangements when all the criteria have been complied with.  Compile a follow-up list so that the by-laws may then be enforced by the superiors.  Distributing the reviewed spread sheet from (assistant credit controller) for all consumers who are due to be disconnected and distribute copies to CFO, Manager Revenue, Chief Accountant, District Credit Controller, Call Centre, plumbing section, Customer Services Officers and billing for information-sharing purposes.

 Compile monthly reports on the implementation of the Credit Control and Debt Management for monitoring purposes by Credit Controller.  Receiving customers referred by Queue Marshal and inform them of the status of their accounts.  Attending to customer queries referred by enquiries/customer relations officers in person, telephonically and in writing and refer unresolved queries to Credit Controller for resolution.

Role Purpose

To ensure a clean internal environment of the municipal premises to support the professional delivery of the institution. Cleaning supervisor has overall responsibility for the day-to-day cleaning operation so that the building, transport and its surrounding area are clean and safe for people to live or work in.

Key Responsibilities:

Role Purpose

Assists in administration of networks including networks design, organization, modification, installation, maintenance and support of network infrastructure (LANs, WANs, Servers, Intranet and Internet), for the District Municipality in accordance with laid down procedures and requirements

Key Responsibilities:

Supporting of the ICT Networks to ensure users are able to access various systems on the network and Co-ordinates specific sequences associated troubleshooting and problem solving on the network software and/ or hardware by:

 Assisting in the Supervision of Technicians  Providing second line support and maintenance of ICT networks  Providing second line network support to users in LM’s and the DM  Providing second line support and maintenance to Internet, Intranet and Website user access  Assist in monitoring of network access by remote users  Add, maintain and remove users on the network systems  Providing Support and Maintenance of data systems  Providing Support and Maintenance of voice systems  Assist immediate superior in liaising with network Service Providers  Set Up users for VPN Access

Performs specific administrative activities associated with the functionality by:

 Updating asset details of computer equipment and accessories located within the Division.  Maintaining records of licenses permitting the use of specific software.  Providing technical support to Service Centre and network Users and verifying all links between the District and Local Municipalities are up and running to establish connections to the Servers, and ensuring that all systems are on line.

92. Position Title: Information System Coordinator

Role Purpose

Assists in Systems Administration and coordinates and performs tasks/ activities associated with the providing support to the users of the Information Systems for both District and Local Municipalities in accordance to laid down procedures and requirements

Key Responsibilities:

Financial Management System and Applications

Maintaining the Information Systems to ensure users are working live on the respective modules and Co-ordinates specific sequences associated troubleshooting and problem solving application problems and installs new software and/ or hardware by:

 Proving Information Systems support to users in LM’s and the DM.  Assisting in Website Content Management  Liaise with Service Providers  Monitoring backups of all information systems

Performs specific administrative activities associated with the functionality by:

 Monitoring information systems usage  Monitor management and maintenance of licenses permitting the use of specific software.  Providing supervision to information systems support team.  Interacting with the Senior Information Systems Administrator and/ or communicating needs for systems enhancements

93. Position Title: Service Desk Coordinator

Department: Corporate Services

Role Purpose

Act in a supervisory and mentoring role to Help Desk Consultants and Help Desk Consultant Trainees.. Provide in-depth, effective, and timely technical assistance to staff, within Municipality for services offered by Information Technology Services. This assistance will be provided via telephone, walk up/in person, e-mail, and web-based.

Key Responsibilities:

 Supervise, oversee, and assist Help Desk Consultants  Responsible for Help Desk operations outside normal business hours or as needed  Function as a first point of contact for Help Desk staff to ask questions or report problems for escalation  Problem management of desktop computers, workstations, network and server problems

64  Log incidents in a problem tracking system and use appropriate escalation methods to ensure problems have a timely resolution  Receive, track, monitor, and distribute print jobs and check-out equipment  Collect and dispense information with groups within and outside ICT and route more complex problems to senior ICT staff, management or other ICT specialists  Create, review and update shift logs on a continual basis  Provide end-user and in-house documentation  Research and document common technical problems  Develop, conduct and oversee training for Help Desk staff  Maintain the highest level of confidentiality; consultant will have access to privileged information that is strictly governed by Municipal policies and other national laws  Maintain a high-level of professionalism and perform other duties as directed or assigned by the direct supervisor
