WIGAN COUNCIL 20MPH CONSULTATION. SHEVINGTON WITH LOWER GROUND WARD. Members will have already received a copy of Wigan Council’s report about the introduction of a 20 mph speed limit on residential roads within the Borough. Attached to that report is a schedule of roads proposed to be covered by 20mph restrictions. In this note I have refined this schedule by removing roads in Standish Lower Ground and indicated what part of the Parish Council’s area the roads are in. I have also highlighted those new roads within the Orica site.
The schedule is slightly confusing in that it includes roads already covered by 20 mph speed limits. These are: The area between Old Lane and Shevington Lane containing Millbrook School. The area between Miles Lane and Back Lane containing Shevington Vale School. Crooke Village Part of Miles Lane between the Motorway bridge and just beyond Shevington Community School. Part of Church Lane in the vicinity of St Bernadettes School(part-time)
The Strategic Road Network (mainly A and B classified roads) are not included within the 20mph speed limit plans due to the speed and composition of traffic using such routes. Roads that are proven to have a mean traffic speed in excess of 24mph are also excluded from the plan.
Road signs are necessary to alert drivers when entering a 20mph area. Speed limit signs will be placed at junctions where the speed limit changes
Changes in speed limits are subject to statutory consultation as part of the Speed Limit Order (SLO) legal process. The consultation period ends on 31st January 2013.

COMMENTS General The principle of introducing a 20mph speed limit on residential streets is welcomed. Along many of the roads not covered by 20 mph zones (in particular Shevington Lane) there are a number of small developments accessed via a single cul-de-sac off the principal road. This will give rise to a plethora of 20mph signs along these roads. See further comments on how this might be avoided.
Roads not included in 20 mph zones. Aspinall Road It is difficult to understand why Arbour Lane is included but not this road as the two roads form a rat run avoiding the roundabout at the junction with Crow Orchard Road. Back Lane. This not an A or B road and the character of the road changes when it nears Hullet Close and the built up area. The 20 mph zone should start here and extend to the junction with Miles Lane. (Saves a number of 20mph signs). Broad o’th Lane, Gathurst Lane and Shevington Lane. This is the main north-south route through Shevington Village. It changes character in the vicinity of Shevington High School and on leaving the centre of the village in the vicinity of Vicarage Lane. It is suggested that there is a 20mph limit between these points. This will save a plethora of 20mph signs. Church Lane As there is already a 20mph zone in the vicinity of the school it is difficult to understand why this road cannot become a 20mph zone between Wigan Road/Old Lane and Broad o’th Lane. Miles Lane Another road that changes character (twice!).IIn Appley Bridge/Shevington Vale it is suggested that the 20mph zone should start at the junction with Skull House Lane and extend to the junction of Miles Lane with Ferndale Drive. If this suggestion is adopted then with Lancashire County Council’s agreement the 20 mph zone should encompass Mill Lane to its junction with Appley Lane (This would also link into the isolated road of Herons Wharf). On entering Shevington the zone should start in the vicinity of Shevington Community School and continue along New Miles Lane to the junction with Gathurst Lane. Old Lane Should be treated in the same way as Church Lane. 20mph zone should start at the junction with Church Lane and end at Shevington Lane.
Summary It has been suggested that the core areas of our settlements should become 20mph zones. This has already been achieved in Shevington Moor by Wigan Council’s proposals. In Appley Bridge/Shevington Vale it is suggested that there should be 20mph gateways at the junction of Miles Lane and Skull House Lane, on Back Lane at Hullet Close and at Miles Lane near the junction with Ferndale Drive. In Shevington it is suggested that there are 20mph gateways on Miles Lane beyond Shevington Community School, on Gathurst Lane just south of the junction with the Oval, at the junction of Wigan Road, Old Lane and Church Lane and on Shevington Lane just beyond the High School.
Roads covered by 20mph speed limit. Boundary Lane Is this a residential street? Cripplegate This accesses a couple of cottages at the top of Back Lane. Is this a residential street? Houghton Lane Is this a residential street? Does access Doctors surgery. Ignore comments if the suggestion about Miles Lane is adopted.. New Miles Lane. This is part of the B road from Shevington to Appley Bridge that replaced Miles Lane when the Motorway was built. Is it meant to refer to the section of Miles Lane (2-45) from Broad o’th Lane that was truncated by the Motorway. This stretch should be in the 20mph zone anyway.
