Welcomes the fact that the Court of Auditors found no material errors in the final consolidated financial statements of the European Schools for 2018; notes with concern the significant weakness in the internal control systems of the Central Office and selected Schools, in particular in payment systems, control environment, in procurement procedures and in the documentation of the recruitment procedures; expresses growing concern that the European Schools are not acting on problems repeatedly identified by the European Court of Auditors and highlighted by the European Parliament in its discharge reports; urges, therefore, further efforts from the Schools to act on the Court of Auditors’ recommendations laid out in the 2018 Annual Report on the sections of accounting, internal control system, administrative operations, recruitment, procurement and on payments; 2. Draws attention to the challenges that lie ahead of the European Schools during the Brexit process and calls on the European Commission and the European Schools to report to the Committee on UK’s withdrawal and how it intends to continue offer first class English-language teaching within the European Schools after UK withdrawal. For years, Europe and the world have been witnessing a crime against humanity without opposing any resistance to it. In recent months, several studies have reported the use of Uyghur forced labour for the benefit of major European companies. Indeed, many Chinese factories, directly supplying EU brands exploit the Uyghurs and benefit from their forced labour. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. The EU should use its trade and market power to safeguards the founding principles enrichened in our Treaties and guiding our external policies. As the US did lately through an imports ban passed almost unanimously in the US House of Representatives, Europe urgently needs to establish a blacklist of Chinese companies implicated in Uyghur forced labour.     Brussels, 24 February 2021 Declaration from Members of the European Parliament to urge the Commission and Member States not to block the TRIPS waiver at the WTO and to support global access to COVID-19 vaccines We, Members of the European Parliament, urge the European Commission and the European Council to review their opposition to the TRIPS waiver proposal at the World Trade Organisation (WTO), which serves to enable greater access to affordable COVID-19 health technologies, including vaccines, in particular for developing and middle income countries. This call comes in view of the European Council meeting of 25 February 2021 and the crucial decision to be made by all Member States at the WTO General Council on 1-2 March 2021. Since the beginning of the pandemic, the need to ensure global open access to COVID-19 health technologies and to rapidly scale up their manufacturing and supply has been widely acknowledged. However, despite efforts and statements made by the European Commission and several heads of state in support of treating COVID-19 medical products as global public goods, this has not yet translated into actionable realities. In this context, the EU’s open opposition to the TRIPS waiver risks exacerbating a dangerous North-South divide when it comes to affordable access to COVID-19 diagnostics, personal protective equipment, treatments and vaccines. The WTO decision on a potential waiver offers a crucial and much-needed act of effective solidarity, as it is an important step towards increasing local production in partner countries and, ultimately, suppressing this pandemic on a global scale.

    The Parliamentary Dimension of Germany’s Presidency of the Council of the EU Concluding document Over the past six months, the Bundestag and the Bundesrat, acting on the basis of their Work Programme of 18 June 2020 and of the Declaration made by the Parliaments of the Federal Republic of Germany, the Portuguese Republic and the Republic of Slovenia on 29 June 2020 on the preparation and running of the parliamentary dimension of the Trio Presidency of the Council of the European Union, have held a total of 12 events and conferences as well as other meetings in special formats with a view to advancing discussions on the main political tasks of the European Union with the European Parliament, the European Commission and the Presidency of the Council and enhancing cooperation between the various political levels in the Union. For the first time in the existence of Council Presidencies and their parliamentary monitoring, the entire programme of events had to be conducted in video format, because the COVID-19 pandemic made it impossible for direct personal encounters to take place among Members of Parliament and with others in positions of political responsibility. Thanks to the great interest shown in the events and the need for exchanges of views and information as well as discussion on the management of the COVID-19 pandemic and its economic and social implications as well as on numerous other formidable challenges facing the EU, all of the events have contributed to the efforts to create a stronger Europe after the crisis, to increase the Union’s capacity to act as well as fostering closer cooperation among the parliaments of Europe at this extraordinary time.

    Volodymyr Zelensky President Ukraine CC: Federica Mogherini High Representative of the Union Brussels, 04 september 2019 Dear President, It has come to our attention that the Russian Federation has requested that Mr Vladimir Borisovich Tsemakh be handed over as part of a prisoner exchange negotiated between the Russian Federation and Ukraine. Mr Tsemakh is a former commander of pro-Russian air defence forces in the non-government controlled territory of the so-called "Donetsk People's Republic" and is a key suspect in the tragedy of passenger flight MH17, shot down in eastern Ukraine on 17 July 2014 by a Russian BUK missile. All 298 people on board, including 196 Dutch, were killed. While we understand the context within which such negotiations are taking place and the diplomatic efforts by the Ukrainian authorities to this end, Mr Tsemakh is a suspect in the criminal investigation related to the downing of flight MH17 and his availability and testimony before the Joint Investigation Team is thus of the utmost importance for an effective prosecution by the countries involved. Mr Tsemakh is a Ukrainian citizen and is under Ukrainian custody. UNSC resolution 2166 demands that those directly or indirectly responsible for the downing of MH17 must be held accountable and must be brought to justice. The European Parliament and the European Council have reiterated on numerous occasions their full support to the work of the Joint Investigation Team and the ongoing efforts. All States that are in a position to assist with the investigation and prosecution of those responsible must fully cooperate with the ongoing criminal investigation.

These values have made Europe objectively one of the best places for its citizens to live and to thrive. Membership of the EU has served to inspire Member States to foster these values to the fullest. In the process, the European community has evolved into a political entity with democratic institutions to safeguard and promote the values we cherish, namely through our directly elected European Parliament, which in tum elects the European Commission. Furthermore, democratically elected governments back the members of your Council. There still are however, flaws in the democratic fabric of our ever-evolving Union. Today we urge you and your Council to address one of these flaws. A European Union that values equality between the citizens that make up our society should have institutions that reflects those values. Currently the Act concerning the election of the members of the European Parliament by direct universal suffrage is limiting citizens' representation in the European Parliament, where their Members exercise their right to maternity, paternity or parental leave during the latter stages of pregnancy or following the birth of a child. Not only are such limitations creating a democratic deficit for some European citizens but they further undermine the core European tenet of gender equality, with the majority of Members affected being pregnant and post-natal women.

    Brussels, 6 April 2020 Dear President Lehne, With the upcoming selection of the European Court of Auditors’ audit plans for the year 2021 in mind, we would like to draw your attention to the following request. The treaties stipulate that the European Union should protect the rights of all citizens regardless of their sexual orientation. Surveys show that a majority of Europeans believe that LGBTI people should have the same rights as everybody else. In practice, however, the Member States fall short on this principle more and more often. Recent examples of discriminatory measures against LGBTI persons include the so-called ‘LGBTI-free zones’, which since the beginning of 2019 have been adopted by dozens of municipalities, counties and regions in the southeast of Poland. We are also witnessing an increase in hate speech from political and religious leaders in countries including, Bulgaria, Cyprus, the Czech Republic, Finland, Greece, Hungary, Portugal, Slovakia and Spain.1 As Members of the European Parliament, we are very concerned by this trend. These examples clearly show that the LGBTI community still faces considerable obstacles, before being completely accepted in all countries of the European Union. In December 2019, the European Parliament adopted a resolution which strongly condemned these practices and called upon the European Commission to do so as well. In its distribution of funds, the EU should never facilitate nor contribute to any activities linked to anti-LGBTI ideology. As is also stated in the common provisions of the
