The Indian Institute of Technology (IIT) Kanpur is one of the premier institutions established by the Government of India. It has been disseminating seeds of knowledge since its inception and has taken another step in this direction by launching its Community Radio (CR). The IIT Kanpur is the first amongst all the IITs across the country to own a community radio service of its own.

Community radio, one of the fastest growing mediums of social communication, is a short range radio station owned, run and maintained by a community. Unlike a normal FM or a commercial radio the focus of a CR is on the informative programs often socially motivated. The purpose of this radio is to give voice to the unheard voices of communities that otherwise go unnoticed. There are hundreds of CRs operating in India today.

The IIT Kanpur Community Radio will cater to the needs and interests of the community within and outside the campus with the coverage area of around 10-15 km. A whole gamut of programs will be aired at 90.4 MHz ranging from education, health, environment, agriculture, social welfare to classical music. Work has already begun in this direction. The total production at the station has exceeded 40 hrs.

Objectives

With the advent of Community Radio, the entire model of social communication has undergone a drastic change. It is called by different names in different parts of world like popular or educational radio in Latin America, rural or local radio in Africa, public radio in Australia and free or associative radio in Europe. The purpose remains the same – giving voices to the unheard voices and democratizing communication on a community/scale. Community radio, although taking on diverse forms depending on its surroundings, remains a type of radio made to serve people; radio that encourages expression and participation and that values local culture. Its purpose is to reach out to the remotest areas far from large urban centers, where the population is too small to attract commercial or large-scale State radio.

Thousands of community radios are operating today worldwide bringing significant social and economic development in the service areas. Take for example Radio Bundelkhand operating from Taragram, Orchha, in Bundelkhand region of Madhya Pradesh. Launched in October 2008 it has emerged not only as a source of entertainment for people in surrounding villages, but also a tool of empowerment, a platform to share their stories, experiences, problems and even recipes. Through its programs like Aas Paas, Khet Khaliyan, Bal Bandhu, etc. it has succeeded in bringing positive changes around.

IIT Kanpur has a long history of making innumerable contributions in the field of science and technology. But the community lying in the immediate vicinity of the campus remains untouched by these developments. Realizing the potential of Community Radio in establishing links with the remote villages and communities, IIT Kanpur launched its own radio at 90.4 MHz on 28th March 2010. The intended audience is the people within and outside the campus. The coverage area is 10 km radius around the campus. Nature of Programs

As the Community radio is intended to bring about social and economic development, the programs must be highly informative, entertaining yet very interesting. They must cater to the needs of the community within and outside the campus. The challenge is in the diverse nature of the user group. The focus should be on relevant social issues, sharing the latest information with the community, providing a platform to the community to express their opinions and problems and also to provide a platform to explore their own creative potentials. There are varieties of programs that can be developed and aired on Community Radio addressing some of the following aspects:

 Providing access to information to villagers  Creating radio enabled literacy programs  Providing a platform to students and the community at large to exploit the potential of this creative media.  Creating research oriented programs in sciences, technology, humanities and social sciences  Social development of the area by focusing on relevant social issues.  Creating programs on Health Care, Counseling, Vocational Training, Environment etc  Begin the process of creating a virtual audio repository of the Institute and its people in the form of a verbal history

Clients: We have also procured some programs from reputed organizations like

 Vigyan Prasar under Department of Science and Technology, Govt. of India  Shramik Bharti, Kanpur based NGO  Jamia Millia Islamia, New Delhi  City Montessori School, Lucknow

Evaluation of the effectiveness of the programs would be through telephonic conversations, e- mails and letters by the listeners from time-to-time. Also, we will send our representatives to the field to collect the feedback. Currently we have [email protected] as our official email id.

System Overvie w

Background

This section describes our highly flexible two-studio radio station. This has been found very suitable for our program format.

Technical Facilities: There are four technical areas.

 On Air (Transmission) Studio/Control Room.  Recording cum Back up Room  Voice Over Booth  Transmission Room On Air Studio: The On Air Control Room is based around a single control surface Synergy integrated broadcast centre. This has 8 faders, and several inputs, as follow:

 4 x Mics (mono, analog))  2 x TBU (mono, analog), with mono cleanfeed outputs  1 x ISDN (stereo, analog), with a stereo cleanfeed output  2 x High Level (stereo, analog, ‘selectors can be added if needed, to extend the number of inputs to 16)  4 x AES (digital, stereo, with individual digital record outputs)  4 x Feeds from Synergy’s PC, 2 x playlist and 2 x cart-stacks  External Monitor Input (stereo line, analog)

In the basic package, the following sources are used:

 3 x local studio mics (DJ and 2 x guests)  4 x Talks Studio mics (manually patchable in-place of local mics, via mic patch-panel)  1 x CD player (AES)  1 x Cassette player (analog, stereo line), with analog record input  1 x TBU, fed from cleanfeed 1  1 x Composite feed from PC (across 4 faders)  Feed from Off Air receiver, via External Monitor input

These can be allocated across the 8 faders in ANY combination, and individual presenters may create their own settings, with individual combinations of sources appearing on different faders. Such user ‘Pre-Sets’ may be simply recalled from a menu.

The creation of User Pre-Sets is a simple matter, and for illustrative purposes, Synergy has supplied with a number of ready-loaded pre-sets.

Local mics (On Air studio) and mics from the Talks Studio appear on the patch-panel in the rack, adjacent to Synergy’s MPU. Short XLR jumper cords are used to connect whichever mics are to be used into the mixer.

Cleanfeed Output 3 provides a desk output to feed the headphone amplifier providing monitoring for the studio’s Guest headphones.

 SAFE PRODUCTION MODE – allows any of the above tasks to be undertaken WHILST ON AIR – without fear of interfering with broadcast – making great use of the facility during automated broadcasts.

 Automated PC re-set during unattended broadcast – insures dead airtime.

The administrative committee and operations team as suggested above will observe the entire functioning of the IITK Community Radio Station. Constraint

Though the station has all the necessary equipments and space, there is a shortage of staff required for the smooth functioning of the radio. As of now there are only two people handling the entire setup. Due to the crunch of financial resources, staff recruitments cannot be done and production work is also hampered.

The user group of IITK CR is a varied cluster. Nature of audience is quite different within and outside the campus. In fact there are several different user categories even within the campus. Programs for all is indeed a challenging task.

Presence of other popular media forms like Internet, TV, i phones etc on campus and repositioning the Radio there in has also been challenging. Nevertheless the initial response has been encouraging. Even though it has not been initiated these other media form like TV or Internet, did not provide the community with a platform to express their creativity in such a low cost.

Production Cost Budget Head Cost To sustain the Community Radio Service it is 6.0 essential for the beneficiaries (in this case the community with in and out side IITK, using the radio service) to voluntarily participate in the process of content development for the radio. Nevertheless producing programs can be sufficiently time consuming and effortful. It is therefore necessary to nominally compensate the Program Producers, Concept Developers, Radio Artists, Creative Directors, Anchors, Musicians and so on. Additional program acquisition, copyrights and inviting experts from outside the community may also require financial support. 1. Responsibilities & Duties of Station Head (01)

He / she will be overall in-charge of Community Radio Station. His / her duties will include:

 Effective implementation of the FPC (Fixed Point Chart) as decided by the Steering Committee.  Selection of resource person / talkers / artist / expert.  Preparation of duty chart of announcers / anchors.  Ensuring smooth functioning of Community Radio Station.  Ensuring submission of accounts.  Public Relations and liaison.  Observe production related work.

2. Responsibilities & Duties of Programming Head (01)

He / she will be overall in-charge of programming, handling anchors team and production related work.

 Classification and maintenance of all digitally recorded data, tapes, Cd’s and other programming material.  Maintaining of database of programs acquired / to be acquired from different sources.  Assisting the anchors team in program production and transmission related work.  Preparing programming schedule for Community Radio Station.  Public Relations and liaison.

3. Responsibilities & Duties of Sound Engineer / Recordist (01)

 He / she will be well knowing about the Community Radio setup and helping in recording, dubbing and editing work.  He / she must have good knowledge of sound editing and program encapsulation.

4. Responsibilities & Duties of Technical Assistant (01)

 To operate and maintain all studio equipments.  To maintain record of equipment and make monthly report on working status.  To assist Station Head for studio operation when ever required.  Take charge and Monitor the internet radio

5. Responsibilities & Duties of Accountant (01)

 He / she will be responsible for all payments, receipts and budget control.  Up keep of office records and being accountable to internal as well as external audit, under the overall supervision of Station Head.  Submit monthly statement of receipts and expenditure to Station Head and help in the preparation of the annual report of the station.  Day to day correspondence and office management.

6. Responsibilities & Duties of Announcers /Production Assistant (01):

 To write announcement properly and broadcast them.  Before broadcasting the program check program cue-sheet properly.  To write presentation scripts for special programs and other important occasion.  Helping in program production.  Any other duties, which may be assigned time-to-time.

We have already aired some programs that focus on unheard voices like migrant laborers’ issue, girls' education, etc. Through our program on classical music we have been able to capture some local talent lying in the immediate vicinity of the campus. Very soon we will be starting a program focusing on Kanpur city as well. Therefore, by supporting IITK Community Radio SBI will get a chance to directly involve in community activities touching the lives of people in many ways.

 Publicity - The radio team’s success has been published in leading dailies like Indian express, Hindustan Times, etc. Eventually, the sponsor will also get recognition.

 Platform for the Bank Employees – The radio will also serve as a platform for the Bank’s employees to share their talents with the listeners be it songs, poetry, writings, etc. However, any kind of self promotion and branding by the employees about their organisation will be prohibited.
