BARBARA G. HOLLIS, COMMISSIONER OF 12 THE SOUTH CAROLINA VOCATIONAL REHABILITATION 13 DEPARTMENT, UPON THE OCCASION OF HER 14 RETIREMENT, TO EXTEND DEEP APPRECIATION FOR 15 HER YEARS OF SERVICE, AND TO OFFER BEST WISHES 16 FOR A SATISFYING AND REWARDING RETIREMENT. 17 18 Whereas, since 1988, Ms. Barbara G. Hollis has given her time 19 and talents to the South Carolina Vocational Rehabilitation 20 Department. She will retire on January 2, 2016; and 21 22 Whereas, Ms. Hollis joined the SCVRD as a counselor in 1988, 23 and after serving successfully in several other key positions, she 24 became commissioner in January 2009, a position in which she 25 directs the agency of approximately 1200 full-time employees; and 26 27 Whereas, during her time as commissioner, she guided the agency 28 through a period of significant budget reductions and the economic 29 downturn, which greatly impacted employment opportunities for 30 agency clients. After the recession, she successfully worked to 31 generate support for restoration of funding and staffing; and 32 33 Whereas, Ms. Hollis recognized the state’s critical need for 34 enhanced school-to-work transition services for students with 35 disabilities well in advance of new federal regulations requiring 36 greater emphasis on that population; and 37 38 Whereas, in addition to her foresight with regard to students with 39 disabilities, Ms. Hollis also implemented a quality initiative 40 emphasizing a “one person at a time” approach in assisting clients 41 by providing individualized services and training to enhance their 42 self-sufficiency and quality of life through successful employment

[963] 2 1 which fulfills business and industry partner needs for well- 2 prepared employees who can meet the demands of the state’s labor 3 market; and 4 5 Whereas, Ms. Hollis has also been active in vocational 6 rehabilitation leadership among the Southeast region state directors 7 and nationally with the Council of State Administrators of 8 Vocational Rehabilitation, where her expertise and insight were 9 highly sought; and 10 11 Whereas, Ms. Hollis is from Chesterfield, South Carolina and is a 12 resident of Cayce. She earned a bachelor of science degree in 13 psychology and a master of education degree in rehabilitation 14 counseling from the University of South Carolina; and 15 16 Whereas, under her direction, the agency has continued to be a 17 national leader in cost-effectiveness per rehabilitation and in the 18 number of successful employment outcomes in proportion to 19 population; and 20 21 Whereas, the members of the Senate are grateful for her many 22 years of dedicated service to the department and for her passionate 23 and clear focus on the needs of those with disabilities. Now, 24 therefore, 25 26 Be it resolved by the Senate: 27 28 That the members of the Senate, by this resolution, honor Ms. 29 Barbara G. Hollis upon the occasion of her retirement, extend deep 30 appreciation for her years of service, and offer best wishes for a 31 satisfying and rewarding retirement. 32 33 Be it further resolved that a copy of this resolution be forwarded to 34 Ms. Barbara G.
