Annual Meeting Minutes: July 20, 2013

The Cliffside Beach Homeowners Association Annual Membership Meeting was held 10:30 a.m. on Saturday, July 20, 2013 at the community’s lot located at 34205 Hood Canal Drive NE, Kingston. Marco Tyler, Cliffside Beach Homeowners Association President, presided, calling the meeting to order at 10:41 a.m. 19 Cliffside homeowners attended. 16 proxies and 55 ballots were received thereby establishing a quorum.

Welcome and Introductions Marco Tyler welcomed attendees.

Establishment of Quorum Martina Ferguson-Hazen, Secretary, stated a quorum of members was established, including those physically present and those sending in proxies.

July 21, 2012 Annual Meeting Minutes Minutes of the July 21, 2012 Annual Meeting were presented by Marco Tyler. Gerry Porter moved the minutes be approved and it was seconded by Cathy Tyler. The minutes were approved.

Treasurer’s Report Marco Tyler presented the treasurer report as Lanse Richardson was unavailable. He reviewed the July 1, 2011–June 30, 2012 fiscal year report, as distributed. $10,721.24 was received; expenses totaled $6,191.07.

Last year the association approved building a shelter on the community lot and approved $12,000 for the structures. The community lot committee wasn’t able to convene until after the first of the year. Estimates ended up being higher than originally thought and with the limited time the committee had, the funds didn’t get spent. Lou Foritano reviewed the committee’s progress to date. The bid for the fence and basic seating is $5,000. Bids for very simple structures are $2,000 - $5,000.

Gene Anest questioned whether we want or need a structure there or not. Susan Anest raised question as to what the committee’s plans are.

The proposed July 1, 20113– June 30, 2014 fiscal year budget totaling $18,245 was presented, including an $11,000 Community Lot Improvements item.

Ken Griffin requested clarification if we are planning on spending the $12,000 approved last year and $5,000 for additional work. Marco pointed out the tree trimming and removal that was completed. Cathy Tyler is on the community lot committee and pointed out that the fence needs to be replaced as it is an eyesore.

The proposed 2013/2014 operating budget was passed 55 yes votes to 1 nay.

New Business

Ken Griffin would like to see enhancement and enlargement of the current ramp to make it easier to turn around.

Gene Anest stated that the boat ramp needs repairs as does the fence. Marco stated that this would be included in the $12,000 budgeted for the lot improvement. Gene further stated that he is going to look at the ramp and that he will fix it on his own if there are safety issues. Marco pointed out that there are permitting issues to consider.

Ken Griffin would like to see enhancement and enlargement of the current ram to make it easier to turn around.

Lou Foritano pointed out that Lanse contacted the county and received two pages of detail as to what is required if we want to do work on the ramp. Those that use the ramp need to get involved in the ramp maintenance process.

Gale Rhodes pointed out that the association previously paid $105,000 on the ramp.

Ken Griffin proposed forming a subcommittee to work on the ramp issues. Numerous people volunteered and the committee will consist of: - Ken Griffin -Susan and Gene Anest -Dick Reinhardt

Cathy Tyler is on the community lot committee and pointed out that the fence needs to be replaced as it is an eyesore.

Gene Anest suggesting making a few benches out of logs and stated that he would be willing to do the work.

Bonnie Issacs made a motion to build the fence, do the landscaping, and build the benches. Lou Foritano seconded the motion and it was approved by unanimous vote by those in attendance.

Announcements

Marco Tyler stated that we have three new homeowners in the past year including: - Randy and Marsha Skeiver - Diane Hancock - Ken and Sandy Dalglesh Marco informed the members that the County did a traffic study that said the speed tables should be removed. The Board wrote a letter to the county against this action. Representative Rob Gelder responded that some will be ‘shaved’ down. King 5 television station was in the community last week and interviewed residents both for and against the speed tables.

Dick Reinhardt brought up the issue of the liability limit for the association. Marco will provide details of the liability insurance coverage for the Association and forward to Mr Reinhardt.

Architectural Review Committee Report

Denise Dougan, Architectural Review Committee Chair, reported there were no new property issues.

Election of Trustees

53 written Trustee election ballots were received. The following members were each elected for a two-year Trustee term: Lou Foritano 51 votes in favor Bonnie Issacs 52 votes in favor

Adjournment There being no further items for discussion, the meeting was adjourned at 11:50 a.m. A potluck picnic followed the meeting.
